THE CORPORATION OF THE TOWNSHIP OF ORO
TUESDAY, JUNE 16, 1987 - OLD TOWN HALL
SPECIAL PUBLIC MEETING
SIXTY-SECOND MEETING 1985-88 COUNCIL
Oro Council met this evening pursuant to adjournment at 8:00 p.m.
with the following members present:
Reeve Robert E. Drury
Deputy Reeve Thelma Halfacre

Reeve Robert E. Drury chaired the meeting.
Also present were:
Mr. Roy Campbell, Chairman, Oro Community Centres,
Parks and Recreation Committee, Fire Chief Paul
Eenhoorn, Mr. Charles Grant, Engineer from
Ainley & Associates, Garnet Pattenden, Howard
Campbell, Merv Walt, P.J. McGuire, Doris Riffer,
B. Jamieson, Myrle Mason, Jim & Pat Kenny,
Randy Crawford, Iona Starr, Harold Starr,
Keith & Orma Lees, Bruce Campbell, Norman Campbell,

Reeve Drury opened the meeting by outlining the purpose of the meeting
and the procedures that would be followed during this meeting.
Purpose:
To outline the History of the Guthrie Community Hall and to
receive input from Council and the public present at the
meeting. He also advised those in attendance that no decision
would be reached at this meeting.
Procedures:
The Reeve requested that members present select a spokesperson
to present their information to Council. The Reeve also
stated Council would not respond to the same question more
than once.
Reeve Drury then reviewed the history of events known to Council by
reviewing the correspondence on file with the Township concerning the
Guthrie Community Hall.
Mr. Charles Grant, Engineer from Ainley & Associates then reviewed his
report entitled "Structural Report on the Guthrie Hall - dated May 1, 1987".
Questions
Reeve Drury then opened the meeting for questions:
Merv Walt asked Mr. Grant
on structural condition of the roof;
Merv Walt said he felt that the Hall Board's in the past waiting for
the public to rent the hall out but instead should be hosting events
such as teen dances, etc. - something for the young people and these
young people could maybe take over the management of the hall;
Roy Campbell stated that Council had over the years paid for the insurance
on the hall, allowed the fuel cost for oil to be at the same rate as
the other Township facilities, and paid the audit fees. Each of the other
community halls received the same benefits. They were also given $500.00
to go towards retro-fits but at that time the Hall Board was not sure
whether they could continue to operate independently and therefore when
the books were turned over to the Township, the $500.00 was still remaining
in its bank account. Teen dances were probably never tried but the

hall board has run New Year's Eve Dances and some monthly dances but
you will find that you do not get a lot of community support. People
~ from the community would rather go somewhere else than stay close to
home. The hall can't anymore than hold about 70 people with a bar
whereby groups are more likely to rent the Shanty Bay Centre where
they can hold about 200. There is a lot more competition out there
now for facilities. We distributed two notices for a public meeting
about the future of the Guthrie Hall and there were only 14 people
there, most of which were previous hall board members or members
at that time;
Paul Eenhoorn reviewed his retrofit report for the Guthrie Hall;
Mr. Pattenden stated that his Steam Club has rented the Guthrie Hall
every month for 16 to 17 years, and the biggest problem is the
parking because of the arena;
Roy Hastings said that upgrading should have been started 10 years
ago and discussed the rules and regulations of the Ontario Building Code;
Another problem is that all communities and all people go through
some ups and downs. What the Guthrie Hall has gone through is a down
period;
Trudy Walt stated that the Shanty Bay Centre was not air conditioned
and had very poor air ventilation with small kitchen facilities.
How much money has been spent in Oro Township on upgrading recreation?
Mr. Small replied that approximately $200,000.00 had been spent
based on the 1986 Financial Statement which included library services,
recreational services and cultural services. In the library area
we spent close to $65,000.00 and that is considered a recreational
pursuit.
Arlene Hastings asked that if the Township spent that much money
on cultural and recreation services, then why didn't the Canada
Day Committee get any money this year?
Mr. Small replied that they had not requested any funding. The Committee
said they apparently had a surplus from the year before and would not
require a budget until next year.

Mr. Walt replied that he still feels that it would be cheaper to
bring up and maintain the Guthrie Hall than to put additions on to
the Guthrie School or Arena which would probably cost thousands of dollars.
Jacquie Deere stated that she helps run the Shanty Bay Community Centre
and its a full time job trying generate revenue and just as hard to
try to get people to be on committees and have community interest in
the events held at the Hall.
Mr. Pattenden asked whether the Government had any grants available
to assist in wages for renovating the hall?
Mr. Small replied that the Township tried to hire some people to clean
up some of the parks in the Township and we went through Manpower

Reeve Drury asked if there were any other questions from the floor
and with no response, he advised that Council would give this matter
careful consideration and thanked the public for attending.
The meeting adjourned at approximately 10:15 p.m.
