The following members of Council were present:

Deputy Reeve David Caldwell
Councillor David Burton
Councillor Alastair Crawford
Councillor Allan Johnson
Also Present Were:
Mr. Ron Sommers, Ms. Betty Moore, Mr.
Sperling, Ms. shirley Woodrow, Mr. Jim
Cowie, Mr. Stephen Woodrow, Mr. Garth
Daniels, Mr. Steve Hayward, Ms. Kris
Menzies and One Member of the Press.
Reeve Robert E. Drury chaired the meeting.
Reeve Robert E. Drury opened the meeting by explaining to those
present that this Public Meeting was to obtain public comments with
respect to a proposed Zoning By-Law Amendment, pursuant to the
provisions of the Planning Act, 1983, section 34 (12). The
applicant has applied to rezone certain lands described as the East
Half of Lot 15, Concession 12, (Moore).
TO DATE, the Council of the corporation of the Township of Oro have
not made a decision on this application other than proceeding to a
Public Meeting. Only after comments are received from the Public,
Township Staff and requested Agencies within the appropriate time
period, will Council make a decision on this application.
NOTICE of the Public Meeting was mailed out on December l7, 1990,
all property owners within 400 feet of the subject lands.
The Reeve then asked the Clerk if there had been any
received on this matter. The Clerk responded by indicating that
correspondence had been received from the Nottawasaga Valley
Conservation Authority indicating that this proposal was located
outside the Nottawasaga Valley Conservation Authority watershed.
The Reeve then stated that those persons present would be afforded
the opportunity of asking questions with respect to the proposed
zoning By-Law Amendment.
Reeve Robert E. Drury then turned the meeting over to the Township
Planner, Ms. Kris Menzies, to explain the purpose and effect of the
proposed zoning By-Law Amendment.
Kris Menzies:
The applicant has applied to rezone a
parcel of land 190 feet by 200 feet,
changing the zoning from the Agricultural
Zone to a Rural Residential Zone. The
application is condition of consent from
the Committee of Adjustment. The
applicants Norman and Betty Moore own the
parcel of land described as the East Half
of Lot 15, Concession 12, and the property
is currently designated Agricultural.
Besides the comments the Clerk had
mentioned from the Nottawasaga Valley
Conservation Authority, no other comments

Kris Menzies:
have been received, however, comments were
received on the Consent Application; the
Health unit was not opposed and the
Ministry of Agriculture and Food had no
opposition to the severance application
pending certain conditions which the
committee satisfies itself of.
The Planning Department comments on the
rezoning; the request would be in the
keeping with the Rural Residential polic
for more appropriate zoning based on the
proposed use, being that it is a condit
of consent. If the rezoning is not
completed the severance will become null
and void. The recommendation from the
Planning Department is that the appl
proceed pursuant to section 34 of the
Planning Act and the Township Official
Policy, to a Public Meeting.
The Reeve after inquiring and ascertaining that there were no
questions from those present, thanked those in attendance for their
participation and advised that Council would consider all matters
before reaching a decision. He then advised those present that if
they wished to be notified of the passing of the proposed By-Law,
they should leave their name and address with the Clerk.
