(This portion of the meeting was held In Camera.) Mr. Larry Hogarth and Mr. C. C. Tatham of C. C. Tatham and Associates were present along with Township Engineer, Mr. R. G. Robinson of R. G. Robinson & Associates Ltd. to examine the requirements of the South Central Water & Sewage Services Review. Mr. Henry Neufeld was present to review the status of the Remembrance Day fund held by the Township of Oro. Mr. R. G. Robinson of R. G. Robinson & Associates Limited was present to review the Bowen Report on Recommendations for Ground Water Development as well as discussing his confidential correspondence concerning MSL Revised Stormwater Management Report. Mrs. Susan Grant, Mr. Garth Burton and Mrs. Mary-Lou Clubine of the Oro Community Policing Committee were present to review with Council recent activities along with rental charges imposed by the municipality with regards to the Oro Community Policing Committee's meetings. -2- 3. MOTION NO.2 Moved by Johnson, Seconded by Caldwell It is recommended that we do now Rise and Report from In-Camera @ 7:50 p.m. Carried. -4- MOTION NO.3 Moved by Johnson, Seconded by Caldwell It is recommended that the correspondence from Terraprobe Limited, consulting Geotechnical Engineers and Hydrogeologists, re: Policy for Ground Water Development, Township of Oro be received, and further, the Township Engineer and Administrator/ Clerk draft the terms of reference for a detailed Ground Water Development policy and further, consideration be given to the implications of the Safe Drinking Water Act. carried. MOTION NO.4 Moved by Johnson, Seconded by Caldwell It is recommended that the correspondence from C. C. Tatham and Associates Limited re: South Central ontario Study Water and Sewage Services Review, be received, and further, the Administrator/Clerk is to request the terms of reference from C. C. Tatham & Associates. carried. MOTION NO.5 Moved by Crawford, Seconded by Burton It is recommended that the following persons be appointed to the 1991 Oro community Centres Parks and Recreation Committee: Meryl Drake Bruce Clark Robert weissmann wendy MacGregor and further the Administrator/Clerk is to prepare the appropriate By-law for the next regular meeting of Council. Carried. MOTION NO.6 Moved by caldwell, Seconded by Johnson It is recommended that the following persons be appointed to the 1991 Planning Advisory Committee: Ross Coneybeare Ron Sommers Jim Noble E. J. Beaton and further the Administrator/Clerk is to prepare the appropriate By-law for the next regular meeting of Council. Carried. MOTION NO.7 Moved by Johnson, Seconded by Caldwell It is recommended that the correspondence from the East Simcoe Plowmen's Association with regards to the request for a Grant for 1991, be referred to the 1991 Budget. Carried. -5- MOTION NO.8 Moved by Burton, Seconded by Crawford It is recommended that the correspondence from Stevenson-Dusome Insurance, re: Cemeteries, be received, and further, the Treasurer provide the Insurance Company with the locations of the Township owned pioneer Cemeteries. Carried. MOTION NO.9 Moved by Crawford, Seconded by Burton It is recommended that the correspondence from R. G. Robinson and Associates Limited re: Sugarbush request to reduce their Letter of Credit for the Sugarbush Subdivision Phase III, stage I, II, III be received, and further, the Treasurer be authorized to reduce their Letter of Credit to the following amounts: a) b) Stage I, Total security to be retained: $128,400.00 Stage II, Total security to be retained: $37,800.00. Carried. MOTION NO. 10 Moved by Burton, Seconded by Crawford It is recommended that the Confidential Correspondence from Leo F. Longo, Township Solicitor re: Horseshoe Highlands, Phase IV be received. Carried. MOTION NO. 11 Moved by Caldwell, Seconded by Johnson It is recommended that the Report from Fred Haughton, Public Services Administrator, re: Garage/Energy Audit, be received and further, his recommendation with regards to the construction of a newer expanded roads garage for 1991, be referred to the 1991 Budget discussion. Carried. MOTION NO. 12 Moved by Johnson, Seconded by Caldwell It is recommended that the Report from Public Services Administrator, Fred Haughton, re: G.I.S. System, be received and this item be referred to the 1991 Budget. Carried. MOTION NO. 13 Moved by Johnson, Seconded by Caldwell It is recommended that the Report from Fred Haughton, Public Services Administrator, re: Safety Standards Roads/Water be received and referred to the Township of Oro's Safety Committee for a review and a report to Council. carried. -6- MOTION NO. 14 Moved by Johnson, Seconded by Caldwell It is recommended that the memo from Fred Haughton, Public Services Administrator, re: Oro Arena Parking Lot, be received, and further, the Treasurer be authorized to pay the $97.00 payable to the Treasurer of ontario, and further, any funding for the building of a road should be budgeted in the 1991 Roads Budget as it is unlawful to use funds from the recreational reserves for this purpose. Carried. MOTION NO. 15 Moved by Burton, Seconded by Crawford It is recommended that the correspondence from the Solid Waste Management Department re: Amendment to Simcoe Landfill Schedule re: 3 bags or less limit exempt from tippage charges, be received and made available to Township staff as information. Carried. MOTION NO. 16 Moved by Crawford, Seconded by Burton It is recommended that the correspondence from Jane E. Tremblay, Administrator, Indian Park Association re: Support Material requested by Council re: Proposal Rezoning of Lots and the correspondence from Martin Greenglass, Solicitor, re: Indian Park Association Development Application P-18/90, be received and further, that their application for up to four lots proceed. Carried. MOTION NO. 17 Moved by Burton, Seconded by Crawford It is recommended that the confidential correspondence from R. G. Robinson and Associates Limited, re: MSL - Ora Subdivision, Revised Stormwater Management Report, be received, and further, the Township Engineer be directed to contact Mr. Walsh to ascertain the status concerning his wishes with regards to maintaining a riparian right to run-off from the MSL property, and further, the Township Engineer is to report to Council on Mr. Walsh's decision. carried. MOTION NO. 18 Moved by Crawford, Seconded by Burton It is recommended that the confidential correspondence from David S. White, Solicitor, re: Township of Oro and MSL Properties and Walsh, be received, and further, the Administrator/Clerk is to advise Mr. White of the most recent correspondence received by the Township Engineer, R. G. Robinson and Associates Limited, and provide to Mr. White, a copy of the most recent engineering report. Carried. MOTION NO. 19 Moved by Johnson, Seconded by Caldwell It is recommended that the Confidential Proposed Agreement, pursuant to section 50 of the Planning Act between the Corporation of the Township of Oro and Antonio Mascioli be received and referred to the January 28th meeting. Carried. -7- MOTION NO. 20 Moved by Crawford, Seconded by Johnson It is recommended that section 21(d) of By-Law No. 89-36 be suspended to allow the meeting to proceed past the 11:00 p.m. adjournment hour. Carried. MOTION NO. 21 Moved by Crawford, Seconded by Burton It is recommended that the correspondence from Douglas G. Lewis, M.P. re: correspondence received from Darlene Fisher, concerning the Proposed Buffalo springs Development, be received and referred to the Township Planner for a response. carried. MOTION NO. 22 Moved by Burton, Seconded by Crawford It is recommended that the Confidential Report from Robert James, Animal Control/By-Law Enforcement Officer, re: Shanty Bay Auto Wreckers and Sales Limited, be received, and further, a legal opinion be obtained for Council's review. carried. MOTION NO. 23 Moved by Crawford, Seconded by Burton It is recommended that the Confidential Report from Robert James, re: Simpson Application Kennel Licence, be received, and further, the Simpson Kennel Licence, be denied on the recommendation of the Animal Control/By-Law Enforcement Officer. Carried. MOTION NO. 24 Moved by Crawford, Seconded by Burton It is recommended that the Confidential Report from Robert James, Animal Control/By-Law Enforcement Officer, re: Donnelly Property, Part of Lot 26, Concession 8, Natural Area, be received, and further, the action recommended in the above noted report be taken. Carried. MOTION NO. 25 Moved by Burton, Seconded by Crawford It is recommended that the Confidential Report from Robert James, Animal Control/By-Law Enforcement Officer, re: Rogan Complaint re: Noise from Embrace Kennels be received and action taken under By-law 1364-84, as recommended in the above noted report after an opinion from Leo Longo on the possibility of winning an action. Carried. MOTION NO. 26 Moved by Caldwell, Seconded by Johnson It is recommended that the Report prepared by Henry Sander, Treasurer, concerning Grossman Application Costs, be received, and further, the above information be supplied to Mr. Dillon, as requested in Recommendation No. 12 of the Committee of the Whole Meeting held November 13, 1990. Carried. -8- MOTION NO. 27 Moved by Johnson, Seconded by Caldwell It is recommended that the Confidential Report from Kris Menzies, Township Planner, re: McKee Group, be received and the recommendations contained in the report be adopted. Carried. MOTION NO. 28 Moved by Caldwell, Seconded by Johnson It is recommended that the correspondence from Jorden and Jones, re: McKee-Oro site Plan, Kartworld Group, be received, and further, Jorden and Jones be advised of the recommendations contained in the Township Planner, Kris Menzies, Confidential Report, entitled the McKee Group. carried. MOTION NO. 29 Moved by Johnson, Seconded by Caldwell It is recommended that the Report from Kris Menzies, Township Planner, re: Conversion Policies be received and brought forward at the Committee of the Whole meeting January 28, 1991. Carried. MOTION NO. 30 Moved by Caldwell, Seconded by Johnson It is recommended that the Confidential Report from Kris Menzies, Township Planner, with regards to Development Application P37/89, David McKee Properties, be received and adopted. MOTION NO. 31 Moved by Johnson, Seconded by Caldwell It is recommended that the Confidential Report from Kris Menzies, Township Planner, re: Development Application P-14/89, Bravakis Residential Subdivision, be received and adopted. Carried. MOTION NO. 32 Moved by Johnson, Seconded by Caldwell It is recommended that the Confidential Report prepared by Kris Menzies, Township Planner, re: Development Application P11/90, Archer Colwill, be received and adopted. Carried. MOTION NO. 33 Moved by Caldwell, Seconded by Johnson It is recommended that the Report from Kris Menzies, Township Planner, re: Flos Township Policies, be received. Carried. -9- MOTION NO. 34 Moved by Caldwell, Seconded by Johnson It is recommended that the correspondence from continental Homes, re: Lot 16, Bayfarm Developments be received, and further, the Administrator/Clerk advise Continental Homes that Council will give them permission to use the garage as a temporary sales office, located on Lot 16, provided the Township Planner and Chief Building Official are in agreement. carried. MOTION NO. 35 Moved by Crawford, Seconded by Burton It is recommended that the Notice of a Public Meeting in the Township of Medonte, concerning rezoning of a parcel of land, Part of Lot 1, Concession 10, be received and further Kris Menzies be instructed to attend the Public meeting. Carried. MOTION NO. 36 Moved by Burton, Seconded by Crawford It is recommended that the memo from Beth Oosthuizen, Deputy- Clerk with regards to Remembrance Day Collection Monies and the report by Henry Sander, Treasurer, Cenotaph Account be received and further, the Oro History Committee be responsible for keeping Council up to date on the condition of the cenotaph and grounds and that a staff member work with the Institutes re: expenses for Remembrance Day services. Carried. MOTION NO. 37 Moved by Crawford, Seconded by Burton It is recommended that the report from Pat Harwood, Parks and Recreation supervisor, re: Enerface Engineering Limited, Initial Energy Audit, be received and adopted. Carried. MOTION NO. 38 Moved by Caldwell, Seconded by Johnson It is recommended that the following correspondence be received and filed: 3 (a) (c) (g) (i), 4 (e), 5 (k), 6 (d) . Carried. MOTION NO. 39 Moved by Burton, Seconded by Crawford It is recommended that the Treasurer be authorized to issue a cheque to ontario Paving Company Limited, in the amount of $30,000.00 in full payment of the ontario Paving Company Limited Invoice No. 002684, dated November 30, 1990, for work completed at the Township of Oro's Gravel Pit, and further this amount be allocated from the Roads Department 1990 Budget.
