DEPUTATIONS: 9:15 a.m. Mr. and Mrs. Alex Toffan and Mr. Ron Toffan present to discuss the status of the proposed Official Plan Policy concerning the Natural and the affect this amendment would have on property described as the East Half of Lot 26, Concession 5, between the Ridge Road and the Railway Track, West of the 5th Line. Also present and representing the Township were Township Planner, Kris Menzies and the Chief Building Official, Mr. Ron Kolbe. lO:20 a.m. Mr. Bill Porter, Chairman of the Barrie Board, as well as Mr. Bill Bolger, Chairman of the Finance Committee of the Barrie Library Board were present to discuss the contract for services between the City of Barrie Library Board and the Township of Oro, to explain to Council the rational for the ten percent increase for the 1991 Contract. lO:50 a.m. Mr. Paul E. Blower, Chief Executive Officer of the Orillia Library Board was present to a contract for services between the City of Orillia Library Board and the Township of Oro order to explain the rational for the increase of 33.19 percent in the 1991 Contract. Council recessed for lunch @ 11:40 a.m.; Council reconvened @ 1:00 p.m. J - 2 - d) l:30 p.m. Mr. Lloyd Squires was present to discuss Oro Sanitation Services request for an expansion their Sewage Lagoon located in the North Half the West Half of Lot 17, Concession 7; representing the Ministry of the Environment Lou Belcourt, also present and representing Township was David white, Solicitor, Fred Haughton, Public Services Administrator and R. Robinson of R.G. Robinson and Associates, the Townships Engineering Consultant. e) Mr. David White, Solicitor, was present to discuss the following legal matters: 3:15 p.m. a) Ron Kolbe, Chief Building Official's Confidential Memo, re: Hardwood Hills; The Confidential proposed agreement between the Corporation of the Township of Oro and Mascioli. b) f) Mr. Steen Klint from the County of Simcoe Solid Waste Department was present to discuss the Landfill Tipping Fees. 3:20 p.m. 3. FINANCE, ADMINISTRATION AND FIRE: The following correspondence and items for discussion were presented: a) b) c) Paul Eenhoorn, Fire Chief, Report re: 1990 Fire Department Report; Paul Eenhoorn, Fire Chief, Report re: Emergency Vehicles Wayne simpson, North Simcoe Soil & Crop Improvement re: Request for 1991 Grant; ontario Hydro re: Installation and Maintenance of Street Lights; Town of Tecumseth Resolution re: Funding for Abortions; Town of Innisfil Resolution re: City of Barrie, County Study Committee Proposal; Huronia Tourist Association re: 1991 Township Advertisement; Alfred Perkins to appear before Council to discuss a proposed severance for the East Half of Lot 26, Concession 1 d) e) f) g) h) 4. Robinson Confidential Correspondence re: Lagoon (December 10, 1990); Fred Haughton, Public Services Administrator, Report re: Lagoon Expansion (September 21, 1990); b) c) 5. PLANNING AND DEVELOPMENT: The following correspondence and items for discussion were presented: a) b) Ron Kolbe, Chief Building Hardwood Hills Notice; R.B. Watkin of Ainley and Correspondence re: Lloyd Expansion Official, Confidential Memo re: Associates, Confidential Squire-Oro Sanitation Lagoon - 3 - 6. COMMUNITY SERVICES: The following correspondence and items for discussion were presented: No correspondence or items for discussion were presented at this meeting. MOTION NO.1 Moved by Caldwell, seconded by Johnson It is recommended that the correspondence from Mr. Alfred Perkin, dated January 28, 1991, addressed to Reeve Drury with regards to proposed severance for the East Half of Lot 26, Concession 1, and his request to present this proposal be referred to the Township Planner for a response, and further, he be advised that the Council does not deal with a severance that the procedure is to address his proposal to the Oro Township Committee of Adjustment. MOTION NO.2 Moved by Johnson, seconded by Caldwell It is recommended that the Report from Fire Chief Paul Eenhoorn concerning the 1990 Year End Fire Department Report, be received. Carried. MOTION NO.3 Moved by Caldwell, seconded by Johnson It is recommended that the Report from Fire Chief Paul Eenhoorn concerning Emergency Vehicles, be received, and further, his recommendations be referred to the 1991 Budget. Carried. MOTION NO.4 Moved by Johnson, seconded by Crawford It is recommended that the correspondence from the North simcoe and Crop Improvement Association with regards to their request for 1991 Grant, be referred to the 1991 Budget. Carried. MOTION NO.5 Moved by Burton, seconded by Crawford It is recommended that the correspondence from Ontario Hydro with regards to Township street Light Installation and maintenance be referred to the Department Head Meeting to be held Wednesday, February 13, 1991, and further, a report back to Council by the first Council Meeting in March. Carried. .. - 5 - MOTION NO. 12 Moved by Burton, seconded by Crawford It is recommended that the Confidential Memo from Ron Kolbe, Chief Building Official, re: Notice posted at Hardwood Hills, be and this memo along with the attached correspondence be referred solicitor David White to take the appropriate legal action which would consist of the following: David S. White, to write to Hardwood Hills and its Solicitor expressing the Township's dismay over the Public Notice posted by Hardwood Hills and the Township of Oro request an apology be in the same location. Carried. MOTION NO. 13 Moved by Crawford, seconded by Burton It is recommended that the Confidential Proposed Agreement between the Corporation of the Township of Oro and Antonio Mascioli, be received, and further, that no action be taken until we receive a survey. Carried. MOTION NO. 14 Moved by Crawford, seconded by Burton It is recommended that we suspend section 21 (d) of By-Law No. 89-3 to allow the meeting to proceed past the 4:00 p.m. adjournment hour Carried.
