Drury Deputy Reeve David Caldwell Councillor David Burton Councillor Alastair Crawford Absent: Councillor Allan Johnson Also Present Were: Ms. Shirley Woodrow, Mr. Stuart Woodrow, Mr. Jim Cowe, Mr. G. Daniell, Mr. B. Scherbarth, Ms. Kris Menzies and One of the Press. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that this Public Meeting was to obtain public comments respect to a proposed Zoning By-Law Amendment pursuant to the Provisions of the Planning Act, 1983, Section 34 (12). The applicant has applied to rezone certain lands described as Lot 30, Plan 875, Concession 9, (Scherbarth). To date, the Council of the Corporation of the Township of Oro not made a decision on this application, other than proceeding to Public Meeting. Only after comments are received from the Public, Township Staff and requested agencies within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on January 29, 1991, all property owners within 400 feet of the subject lands. Reeve Robert E. Drury then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that correspondence had been received from the Simcoe county District Health unit dated February 7, 1991, addressed to attention of Kris Menzies, Township Planner; "Dear Ms. Menzies: In regard to the above noted proposal, further information is required before we can comment. Therefore at this time I must object to the conversion as proposed. Yours truly, Jerry Bruce, Public Health Inspector Simcoe County District Health unit" The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Zoning By-Law Amendment. Reeve Robert E. Drury then turned the meeting over to the Township Planner, Ms. Kris Menzies, to explain the purpose and effect of proposed Zoning By-Law Amendment. ~ ~~ - 2 - Kris Menzies: The applicants are the owners of Lot 30, Plan 875, Concession 9, in the Township of Oro. The applicants are proposing to rezone certain lands from Seasonal Residential to allow for a permanent residential use. The requested zoning is General Residential. The existing Plan designation is Shoreline Residential and the Shoreline Residential designation allows for General Residential zones. The subject property has adequate area adequate frontage etc. for the conversion to take place. The Planning Department would respectful like Council to consider a site Specific Inspection of the Accessory Building that is on the property, prior to any decision being granted, in order to adequately determine that a second residential dwelling is not located on the structure. Jim Cowie: The area down there being Shoreline Residential and with people living there all year round; I don't see the purpose rezoning and putting you people to all trouble. I would like to comment on the accessory building and in looking at it I think it facing the wrong way; it is suppose to facing Parks ide not towards Barrie. I believe you granted a Building Permit and the building seems to have swung ninety degrees, therefore going over his septic system, the entrance of the building. Is that acceptable? As you are checking on and inspecting the accessory dwellings, maybe you want to make a note of that and check it out. Kris Menzies: I believe that is the concern of the unit in that the original drawing to the Health unit shows the building twisted and so does our Building Permit. There is concern that the driveway may in fact be on his septic system. The Reeve after enquiring and ascertaining that there were no further questions from those present, thanked those in attendance for their participation and advised that Council would consider al matters before reaching a decision.
