Reeve Robert E. Drury chaired the meeting.
Reeve Robert E. Drury opened the meeting by explaining to those
present that this Public Meeting was to obtain public comments with
respect to a proposed Zoning By-Law Amendment pursuant to the
provisions of the Planning Act, 1983, Section 34 (12). The
applicant has applied to rezone certain lands described as Part of
Lot 11, Concession 2, (McKee Group).
To date, the Council of the Corporation of the Township of Oro have
not made a decision on this application, other than proceeding to a
Public Meeting. Only after comments are received from the Public,
Township Staff and requested agencies within the appropriate time
period, will Council make a decision on this application.
Notice of the Public Meeting was mailed out on February 26, 1991, t
all property owners within 400 feet of the subject lands. Notice 0
the Public Meeting was also placed in both the Barrie Examiner and
Orillia Packet and Times on February 26, 1991.
Reeve Robert E. Drury then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that correspondence had been received from the following
agencies:
a)
Simcoe County District Health unit; a letter addressed to the
McKee Group, dated February 7, 1991, indicating they had no
objection to the proposal;
b)
Ministry of Transportation addressed to McKee Properties, date
January 31, 1991, indicating they would have no objections to
the addition of this proposal as well as indicating that the
existing entrance off the Highway would have to be used to
access the Miniature Go-Cart Track; the letter also indicated
that no drainage would be allowed into the Highway Drainage
system; the letter also went on to indicate to the applicant
the types of signage that would be available;

Letter from the Nottawasaga Valley Conservation Authority,
dated March 18, 1991, addressed to the Township of Oro,
indicating that the authority has concerns for development in
the Flood Plain in willow Creek; but in this particular case
has no objection with this proposed zone change based on the
Township of Oro's Official Plan, specifically section 5.7.2 (b
5) and advising the municipality that it would require a final
site Plan and a cross section of the fill to be approved by th
NVCA.
Note:
The Administrator/Clerk read the above three pieces of
correspondence.
The Reeve then stated that those persons present would be afforded
the opportunity of asking questions with respect to the proposed
Zoning By-Law Amendment.
Reeve Robert E. Drury then turned the meeting over to the Township
Planning Consultant, Mr. Ron Watkin, to explain the purpose and
effect of the proposed zoning By-Law Amendment.
Ron Watkin:
The purpose of this Public Meeting is to
review an amendment to the Zoning By-Law t
rezone the property which is located in
Part Lot 11, Concession 2, which is those
lands located behind the carriage House
Restaurant. The Official Plan for this
property is already designated in a Highwa
Commercial category which would permit the
proposed uses. The Zoning By-Law being
Highway Commercial (C2) Zone, in order to
ensure that the uses that are being
proposed fit into the proposal, the By-Law
would go to a Highway Commercial (C2-2)
exception, to fit the recreational uses
that would go on the site. The site itsel
is proposed to be used for a miniature gol
course, go-cart tract and batting cages.
Reeve Robert E. Drury then asked those present if they had any
questions and if they did would they please state their name and
address in order that it could be properly recorded.
Pat Thompson:
I do question an amusement centre, it is
the highway and I hope you take that into
consideration. If you do decide that this
is a good location for an amusement centre
I am hoping that you do take safety into
strong consideration. I realize that ther
are accesses to the carriage House via
certain exits off the highway, however for
safety sake I presume you may have opted t
have the entrance into the go-cart track
off Concession 1. I wondered how long the
track is? According to the newspaper it
was described as a mini track, could you
tell me how long it is length wise?

2,580 feet in length, 1/2 mile.
Mr. Hayward, would you please give a brief
description on your proposal.

This complex is designed to offer a lot of
different entertainment for a variety of
age groups.
The mini kart track is to be located
towards the back of the property and is
2,580 square feet and is done in three
circles, having an over and under pass. I
is called a mini kart track, small cars
designed to carry one person or one person
and one child.
steve Hayward:
Pat Thompson:
I think this was quite a misrepresentation
to people as much as I don't think you
meant it to be, I feel that the neighbours
felt that when it was said it would be an
amusement park, that this would be small
and that will be small and that will be
small, but we are talking a go-cart track
period.
steve Hayward:
Go-carts in a lot of people's minds are an
open vehicle, open wheels, open engine and
these are not, these have a full body on
them, they are mini cars. I have pictures
of them for you to see.
There is also a kiddie-car track, a kiddie
car is a very small little car. There wil
also be batting cages, bumper boats and
miniature golf. (Pointed to the various
areas where these would be located on the
property.)
Pat Thompson:
The Go-cart track comes first though.
steve Hayward:
Yes it does.
Pat Thompson:
The other things are not coming next.
Dave McKee:
This project here and this (pointed to map
and of course the structure will be Phase
I. Phase II would be the miniature golf
and Phase II would be the batting cages an
the bumper boats.
I think perhaps a little better descriptio
of the cars is the noise that comes from
some cars really hum and there is no
comparison. It is a very very low sound.
steve Hayward:
Pat Thompson:
I do think that this is a concern that the
neighbours have. The sound does carry.
steve Hayward:
Mr. Hayward, do you have the sound studies
here that you can make them available to
the public?
I can certainly get them to this lady.
Reeve Drury:
Pat Thompson:
How late is this going to be open?
steve Hayward:
The operation hours usually run somewhere
around noon until ten or eleven.
Pat Thompson:
You tell me about noise, what does it mean
to me and how do I understand what the
noise is comparable to?

steve Hayward:
If you where standing on the 1st
concession, you would not be able to
differentiate the noise from the Highway
Traffic.
Jim cowie:
Small Amusement Park, the question that
Mrs. Thompson has, I have the same one, yo
can give the noise out for the engines but
the kids screaming is a different matter.
How many vehicles do you estimate will be
using this establishment on a Saturday or
Sunday?
steve Hayward:
Cars coming in? It has worked out on the
average of about 44 per day. That is over
a 200 day operating season.
Jim cowie:
That is the lst concession of the highway
and is kind of a dangerous corner when you
come down with the motor homes in park and
you cannot get a clear view of the highway
Maybe you want to take that into
consideration.
Kevin Chalmers:
I am President of a Company located on the
same property site and I would just like t
come forward and say that we are very
interested in having them in there and loo
forward to participating with them. They
have been very professional in laying out
everything for us, they have been very
straightforward, and I cannot see any
problems. I think there would probably b
more traffic and noise coming into Petro
Canada than we are going to see coming fro
this.
The Reeve after enquiring and ascertaining that there were no
further questions from those present, thanked those in attendance
for their participation and advised that Council would consider all
matters before reaching a decision. He then advised those present
that if they wished to be notified of the passing of the proposed
By-law, they should leave their name and address with the Clerk.

Group, Part of Lot 11, Concession 2) be adjourned @ 7:42 p.m.
