council met this evening pursuant to adjournment @ 7:05 p.m. with
the following members present:

Mr. steve Aug, Mr. Henry Sander and One
Member of the Press.
Reeve Robert E. Drury chaired the meeting.
1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST:
None Declared.
2. NOTE: This Special Meeting was called to adopt by resolution,
the 1991 Municipal Estimates of Revenue and Expenditures.
Reeve Robert E. Drury read the following "Press Release" concerning
the 1991 Municipal Budget:
The major highlights contained within the 1991 Budget are as
follows:
1/ The balance of Oro's share of the capital portion of the
airport is $30,768. The amount of the $30,768 is to be drawn
from a reserve account. The operating portion of the airport
costs is $7,961.00. It is Council's continued effort to creat
a strong industrial tax base to help support the residential
tax base of the municipality as well as creating employment
opportunities.
2/ with the help of a $50,000 Anti Recession Grant from the
Ministry of Natural Resources, the Township will be enhancing
the work already completed at the Boat Launching facilities
within the Township.
3/ Two Fire trucks are to be purchased during 1991. A tanker and
a pumper are required at an estimated value of $262,150.00.
4/ At the Arena capital projects such as a new condenser, work on
the hot water system, a Humicon and maintenance of the exterio
of the Arena is anticipated to be done in 1991. The cost of
$96,816 will be offset with the help of a grant from the
Ministry of Culture and Recreation in an anticipated amount of
$32,272.00.
5/ At the Township park, work will be done on the pavilion floor
at a cost of $20,000.

6/ Work is being completed at the various Township's halls by the
Oro Lions Club. An amount of $15,000 is being spent at the
three Township halls by the Lions Club and Council would like
to acknowledge the efforts of this club.
7/ The Oro Day Camp will also continue for another year with the
fees being established at a rate of $75.00 for each two week
program with the Township subsidizing the remaining portion.
8/ The Township's Official Plan is currently being updated at a
cost of $17,626.
9/ Council being ever sensitive to the environment is looking int
the possibility of providing composters. The Ministry of the
Environment offers grants at a rate of 2/3% of the cost.
10/ A financial computer system is being looked at in 1991. The
final decision on this equipment will be made when the
restructuring process is completed and a clear understanding 0
boundaries is known.
11/ The Township roads anticipated expenditures for the year 1991
is $2,063,237. Road maintenance costs for the year is
estimated at $1,048,406 and is broken down as follows:

currently in place is a letter received from the Minister of
the Ministry of Transportation indicating that supplementary
funds are available to the Township over a 3 year period to
complete the reconstruction of the 7th Line from Highway 11 to
North of the Bass Lake Sideroad. The various Township pit
owners have also agreed to finance a large portion of this
project.
The equipment and housing section of the Road Department
reflects the purchase of a new Tandem Sander at a cost of
$115,000, a Crew Cab $21,000 and a garbage bin $800.

The 1991 Mill Rate for Township purposes only will be set at a
residential rate of 3.832 and a commercial rate of 4.508. When the
municipal mill rate is applied against an average assessment of
$70,600 (1984 Market Value), the increase in the municipal share of
the taxes will be $10.38 or a very reasonable 3.99 percent increase
in these tough economic times.
On behalf of myself as Reeve, I would like once again to extend to
the other members of Council and staff my thanks and appreciation
for the efforts put forth in the preparation of the 1991 Budget.

Be it resolved that Section 6 of By-Law No. 89-36, the Township's
Procedural By-Law, be waived and that this Special Meeting of
Council be called without forty-eight hours notice to Members of
Council.

MOTION NO. 2
Moved by Caldwell, seconded by Crawford
Be it resolved that the 1991 municipal portion of the mill rate
only, excluding the County and School Boards' mill rates, will be
established at a residential mill rate of 3.832 and a commercial
mill rate of 4.508 which represents a 3.99 % increase over the 1990
mill rate.
