Deputy Reeve David Caldwell chaired the meeting. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Councillor Allan Johnson declared a Conflict of Interest with regards to Agenda Item No.6 d) (b), concerning Oro Sand and Stone, proposed development with regards to a Gravel Pit; the nature of his conflict is that his parents own property adjacent to the effected lands. Mr. Johnson vacated his seat in the Council Chambers, did not discuss or vote on the resolution concerning this topic under the above noted agenda item. 2. Carried MOTION NO. 3 Moved by Johnson, seconded by Burton Be it resolved that the accounts presented for the period ending Tuesday, May 21, 1991, in the amount of $69,813.88, plus payroll fo the period ending Thursday, May 16, 1991, in the amount of $28,443.20, in accordance with the computer print-out presented to council, be approved for payment. carried MOTION NO. 4 Moved by Crawford, seconded by Burton Be it resolved that the Road Expenditures for the period ending Tuesday, May 21, 1991, be accepted as presented, and further, the Treasurer be authorized to issue cheques in the amount of $27,759.18. Carried Note: Councillor Johnson declared a Conflict of Interest with regards to Agenda Item No.6 d) (b), concerning Oro Sand and Stone, proposed development with regards to a Gravel pit and vacated his seat in the Council Chambers, did not discuss or vote on the resolution concerning this topic. Robinson and Associates Limited, concerning the Township 0 Oro Development Charges study, be received. Carried MOTION NO. 9 Moved by Burton, seconded by Johnson Be it resolved that the correspondence from the County of Simcoe Recreation Department, re: Linear Greenways Master Plan, be referred to the Parks and Recreation Supervisor as well as the Township Planner for a review and report back to Council. carried MOTION NO. 10 Moved by Crawford, seconded by Burton Be it resolved that the letter from Kim Brennan of the Ministry of Natural Resources, be received, and the Township Planner review the letter in order to determine if a mapping error has in fact occurred, also if appropriate, the Township Planner is hereby instructed to amend the Township Zoning mapping accordingly and to issue an applicable building permit once all other Township criteri has been met. carried MOTION NO. 11 Moved by Johnson, seconded by Burton Be it resolved that the Report by Staff Sergeant Don Bulmer, Chairman of the 9-1-1 Committee and its attached Technical Committe Report, be received and referred to Fire Chief Paul Eenhoorn for a report back to Council. Carried MOTION NO. 12 Moved by Johnson, seconded by Crawford Be it resolved that the correspondence from the Ministry of the Environment, re: Township of Oro Burning Permits, open burning complaints, be received and referred to the Township's Fire Chief for a response. carried MOTION NO. 13 Moved by Burton, seconded by Johnson Be it resolved that the correspondence from the Oro District Lions Club re: Annual Slow pitch Tournament to be held at the Oro Sports Complex, June 21, 22, and 23, 1991, be received, and further, the Corporation of the Township of Oro has no objection to the Oro District Lions Club applying for a Special occasion Permit for this event. carried - 5 - MOTION NO. 14 Moved by Johnson, seconded by Burton Be it resolved that the correspondence re: Ballinger-Hopcroft Report and its received, and further, the Corporation support this resolution. from the Township of Rama, effect on Library Boards, be of the Township of Oro Carried. MOTION NO. 17 Moved by Johnson, seconded by Burton Be it resolved that the Confidential Correspondence from Linda Knighton-Ingle, re: Plan 626, Lot 256 and Plan 1488, Block B, be received, and referred to the Township Planner for a response with copy to be forwarded to Council. carried MOTION NO. 18 Moved by Burton, seconded by Crawford Be it resolved that the Confidential Correspondence from R. B. Watkin of Ainley and Associates, re: status of Ukrainian National Federation Lands, be received, and further, the Administrator/Clerk is hereby directed to advise the Ukrainian National Federation of the outstanding issues outlined in this correspondence and request reply as to how the Ukrainian National Federation intends to addres these issues to the satisfaction of the Township of Oro, and further, a response to this request must be received by the Corporation of the Township of Oro prior to June 17, 1991, or the Municipality will assume the Ukrainian National Federation does not wish to pursue O.P.A. No. 33. Carried. Carried MOTION NO. 28 Moved by Burton, seconded by Johnson Be it resolved that the Confidential Correspondence from Aird and Berlis, re: Oro vs Oro Beach Ratepayers Association, be received, and further, the Administrator/Clerk advise Aird and Berlis to pursue this matter by writing the ratepayers. carried MOTION NO. 29 Moved by Burton, seconded by Johnson Be it resolved that By-Law No. 91-24 be read a third time and finally passed, be engrossed by the Clerk, signed and sealed by the Reeve. carried MOTION NO. 30 Moved by Burton, seconded by Crawford Be it resolved that a By-Law to Amend By-Law No. 87-68, a By-Law to Regulate the Removal of Top Soil be introduced and read a first and second time and numbered By-Law No. 91-39. Robinson and Associates Limited, re: Audubon Estates Subdivision, be received, and further, the Administrator/Clerk request the Township Engineer to report on any outstanding issue in the current Subdivision Agreement such as lot grading and beautification, and further, supply the municipality with a recommendation as to the amount whic should be retained by the municipality by the way of a Letter of Credit to cover these outstanding items. Carried MOTION NO. 31 Moved by Johnson, seconded by Caldwell It is recommended that the Correspondence from James D. DeMartini, with regards to the recently closed road allowance, Part of the Wes Half of Lot 1, Concession 7, be received, and further, all costs be obtained for legal and appraisal fees from the above. Should the property by offered For Sale at a later date, a new appraisal be obtained prior to advertising it, and further, the file be reviewed by Leo Longo, Solicitor. Carried MOTION NO. 32 Moved by Caldwell, seconded by Crawford It is recommended that the Draft Policy from the Joint Health and Safety Committee for the Corporation of the Township of Oro, be received, and further, all individual members of Council and Staff are to provide written comments to the Committee by Friday, July 19 1991. Carried MOTION NO. 33 Moved by Caldwell, seconded by Johnson It is recommended that the Draft Copy of the Health and Safety Policy for the Township of Oro be submitted to the Township Solicitor for a review and comment back to the Administrator/Clerk.
