DEPUTATIONS: a) 9:05 a.m. Mr. Richard Stocki and Mr. Don Morrow, representing the Simcoe County District Health unit were present to discuss the Health units recent correspondence concerning septic tank systems, holding tanks, and the process of hauled sewage. b) 9:20 a.m. Mrs. C. E. Robinson of Embrace Kennels, wa present to discuss a recent By-Law Complaint. (This portion of the Meeting was held In-Camera.) c) 9:50 a.m. Mr. Paul Eenhoorn, Fire Chief, was present to discuss the use of excess funds in his 1991 Budget allocated to the purchase of Fire Trucks. d) 10:05 a.m. Mrs. Josephine Martensson representing the Orillia Convention Association was present to review the purpose and role of the Orillia and District Convention and visitors Association and to request that Council give further consideration to additional financial support. e) 11:00 a.m. Mrs. Lynda Aiken, Secretarial Services Co- ordinator, Andria Darby, OMPT Student and Township Planner, Kris Menzies were pres en to review the Municipal Addressing System Report. , , f) g) - 2 - 2:05 p.m. The following representatives from Flos an Vespra Townships were present to discuss the advantages and disadvantages of a Communal Water System vs individual wells in the Hamlet of Craighurst. Vespra Township representatives included Julian Tofts, Clerk/Administrator, Planner Larry Cotton, Councillor Helen Coutts; representatives from Flos Township were Clerk/Treasurer Darlene Shoebridge, Reeve Don Bell, Councillors Reg Cowan, Neil Crai and Hugh Ritchie. 4:45 p.m. Mr. Fred Haughton, Public services Administrator, was present to review various reports concerning the Public Work Department. 3. Robinson of Embrace Kennels, with regards to a By-Law complaint, be received. Carried MOTION NO.6 Moved by Johnson, seconded by Caldwell It is recommended that the correspondence from J.R. Moore, Regional Assessment Commissioner and the attached 1990 Annual Report for the Corporation of the Township of Oro, be received. Carried MOTION NO.7 Moved by Caldwell, seconded by Johnson It is recommended that the Report of Live Stock Valuer, Bruce Anderson, for Live Stock killed, owned by Mr. Melville Mawdsley, with an estimated value of three hundred and twenty dollars ($320.00), be received, and further, the Treasurer be authorized to issue a cheque to Mr. Mawdsley in the amount of three hundred and twenty dollars ($320.00). Longo, Township Solicitor, with the firm of Aird and Berlis, re: Status Report of B.A.F.M.A., be received, and further, the Part 3(a and (b) be settled by the recommended method as set out in the correspondence. Carried MOTION NO. 10 Moved by Crawford, seconded by Burton It is recommended that the Memo from Robert James, Animal Control/By-Law Enforcement Officer, regarding his request to attend Municipal By-Law Officers Conference to be held in Windsor, Ontario the week of September 8th, be received, and further, he be allowed to attend this conference. Carried MOTION NO. 13 Moved by Caldwell, seconded by Johnson It is recommended that the correspondence from the Ministry of Transportation, with regards to Drainage Report for Guthrie Commercial Development, Part Lots 21 and 22, Concession 5, (Winfull Properties) be received, and further, the Administrator/Clerk request the current status with regards to this correspondence. Carried MOTION NO. 14 Moved by Burton, seconded by Crawford It is recommended that the Public Services Administrator be authorized to apply to the Ministry of Transportation for ontario for permission to construct a concrete sidewalk along the east side of the Kings Highway No. 93, Hamlet of craighurst, from the Intersection of Highway No. 93 and County Road 22, southerly for a distance or approximately 206 metres. Howard, re: Lots 23, 119 and 120 and part Lots 121 and 122, Plan 626, Concession 11, be received, and further, the Pubic Services Administrator confirm what is being requested and refer back to Council only if he has concerns. Carried MOTION NO. 16 Moved by Crawford, seconded by Burton It is recommended that Council approve the supply of maple syrup to the A.C.R.O. Conference to be held October 6th to 9th, 1991, the syrup to come from an Oro producer and not to exceed Two Hundred an Fifty Dollars ($250.00). Carried MOTION NO. 25 Moved by Burton, seconded by Crawford It is recommended that the correspondence from the Lake Simcoe Region Conservation Authority re: Lake Simcoe Environmental Management Strategy, be received, and further, the Council of the Corporation of the Township of Oro supports the Lake Simcoe Region Conservation Authority with regards to the (LSEMS) Implementation Program. carried - 8 - MOTION NO. 26 Moved by Caldwell, seconded by Crawford It is recommended that the Council of the Corporation of the Township of Oro direct the Administrator/Clerk to advise the Committee of Adjustment that when the Committee grants additions to Lots which are part of a Registered Plan of Subdivision, the owner to the registered lot be required to sign an agreement stating that notwithstanding the provisions of the Planning Act, they agree that the addition is never to be treated as a separate lot; and further that they will not convey the registered lot separate from the additional lands, and further, that this agreement be placed on the title to the lands. carried MOTION NO. 27 Moved by Crawford, seconded by Burton It is recommended that the Administrator/Clerk direct Solicitor David White to prepare a Quit Claim Deed from Art Proper to acknowledge that he accepts the surveyed boundary adjoining his property to that of the Township and in future the Agriculture society. Longo, Township Solicitor, with the firm of Aird and Berlis, investigate the possibility of Road Upgrading under the Local Improvement Act.
