Drury Deputy Reeve David Caldwell Councillor David Burton Councillor Alastair Crawford Councillor Allan Johnson Also Present Were: Mr. Fred Haughton, Ms. Kris Menzies, Mr. Henry Sander, Mr. Don Hindson, Mr Gary Bell, and Mr. Scott Elliott. Reeve Robert E. Drury chaired the meeting. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Councillor David Burton declared a possible Conflict of Interest as he may be doing work for one of the pit Operators. Note: Councillor Burton left the meeting prior to the deputation with the pit Operators. 2. DEPUTATIONS: a) 3:55 p.m. Mr. Donald Hindson, Solicitor, with the firm of Cattanach, Hindson, Sutton and Hall, Mr. Gary Bell, Sr. Planner with Skelton and Brumwell, Mr Scott Elliott with Sarjeant and Company, spoke to Council with regards to the 7th Line Reconstruction and related agreement. (This portion of the meeting was held In-Camera.) 3. PUBLIC WORKS: The following correspondence and items for discussion were presented: a) Fred Haughton, Public Services Administrator, Memo re: Line Funding; 7th 4. PLANNING AND DEVELOPMENT: The following correspondence and items for discussion were presented: a) Kris Menzies, Township Planner, Confidential Report re: pits on the 7th Line; Donald C. Hindson, Solicitor, Confidential Memo re: O.M.B. Hearing/Township Pit Agreement; b) MOTION NO.1 Moved by Burton, seconded by Crawford It is recommended that section 21 (d) of By-Law No. 89-36, the Township's Procedural By-Law, be waived for this Special Committee of the Whole Meeting of Council. Carried , MOTION NO.2 - 2 - Moved by Caldwell, seconded by Johnson It is recommended that we do now go In-Camera @ 3:55 p.m. with Fred Haughton, Kris Menzies, Henry Sander, Scott Elliott, Don Hindson, and Gary Bell present.
