Small opened the tenders for Contract No. 91-11, Concrete Sidewalk (Craighurst). COMPANY NAME TENDER AMOUNT Frank's Construction Ltd. $16,059.10 $10,695.00 Bradleigh Construction MOTION NO.1 Moved by Caldwell, Seconded by Johnson . It is recommended that Contract No. 91-11, Concrete Sidewalk (Craighurst) be awarded to Franks Construction Dundalk Ltd. at the total amount of $10,695.00. Carried. MOTION NO.2 Moved by Crawford, Seconded by Burton It is recommended that the memo from Fred Haughton, Public Services Administrator, re: Municipal Tippage Fee Exemptions, be received and further the Public Services Administrator advise the County of the days the Township wishes to use the exemption. Carried. MOTION NO.3 Moved by Burton, Seconded by Crawford It is recommended that the Report from Fred Haughton, Public Services Administrator~ re: Dumpster Locations be received. Carried. MOTION NO.4 Moved by Caldwell, Seconded by Johnson It is recommended that the Report from Ron Kolbe, Chief Building Off icial, wi th regards to Street Lights be received and the recommendation contained in this report be adopted. MOTION NO.7 Moved by Crawford, Seconded by Caldwell It is recommended that the correspondence from Doug Wilson, with regards to the Residential Rehabilitation Assistance Program for Homeowners (RRAP) be received, and referred to the Treasurer, Henry Sander, for a review and comment with regards to its relationship to the ontario Homeowner Renewal Program. Carried. MOTION NO.8 Moved by Crawford, Seconded by Caldwell It is recommended that the Memo from Henry Sander, Treasurer, re: 1991 Finance Conference, be received, and further, the Treasurer b allowed to attend this conference. Carried. MOTION NO.9 Moved by Johnson, Seconded by Crawford It is recommended that the Confidential correspondence from Mr. Ronald S. Steinberg, with regards to the status of Lot 69, PIa 952, be received, and further, Council of the Corporation of th Township of Oro request the Administrator/Clerk to correspond wit Mr. steinberg indicating that the municipality would not cons ide selling this particular Lot at this time. carried. Seepa, re: Lot 7, Plan 952, be referred to the Animal Control/By Law Enforcement Officer for a review and a report back to Council. Carried. MOTION NO. 11 Moved by Johnson, Seconded by Crawford It is recommended that the Personal and Confidential Correspondenc from Timbercroft, re: 1985 Car Accident, be received and referre to the Township Solicitor for a report back to Council. MOTION NO. 12 Moved by Caldwell, Seconded by Johnson It is recommended that the Correspondence from Muriel Proteau, b received and referred to the Animal Control/By-Law Enforcemen Officer and the Public Services Administrator for a review and report back to Council. carried. MOTION NO. 13 Moved by Crawford, Seconded by Caldwell It is recommended that the Resolution from the Township of Aldborough re: Federal and Provincial Legislation concerning Drainage Ditches, be endorsed by the Corporation of the Township of Oro. Carried. MOTION NO. 14 Moved by Johnson, Seconded by Caldwell It is recommended that the Corporation of the Township of Oro provide the following Haul Routes to the Oro-Barrie-Orillia Airport commission. To provide materials to the airport, the route shall (1) (2) be via the 7th Line to the 15th/16th Sideroad to the 6th Line; Existing haul roads be video recorded (at an approved (4) time and condition by the Public Services Administrator) to monitor existing conditions and to establish repairs required at termination of contract or completion of hauling. Dust control be mandatory and applied prior to and during the hauling of materials on gravel roads. The product be either calcium chloride or approved equal; not water only. The contract for construction contain above requirements including the awarded contractor or Airport Commission providing a deposit amount to cover the costs of maintaining the approved haul route. carried. Carried. MOTION NO. 16 Moved by Crawford, Seconded by Burton It is recommended that the correspondence from Aird and Berlis re: Proposed Trailer Camp By-Law, be received and further, the comments from the Oro Township Department Heads be incorporated within the By-Law, and further these comments be referred to Aird and Berlis for inclusion in the By-Law or rationale for non inclusion and further a definition for Mobile Homes and Trailers be included in the By-Law. carried. Moved by Crawford, Seconded by Burton It is recommended that we suspend section 21(d) of By-Law No. 89-3 to allow the meeting to proceed past the 4: 00 p. m. adj ournmen hour. Carried. MOTION NO. 22 Moved by Johnson, Seconded by Caldwell It is recommended that the Confidential Correspondence from th Ukrainian National Federation of Canada, re: their request fo exemption to Oro By-Law, re: Building on an Unassumed Road, b received, and further, the Council of the Corporation of th Township of Oro directs its Planner, Kris Menzies, to correspon with the applicant and advise them, the Municipality will not gran an exemption from its By-Law, and further, the Township Planner i to explain the History and rationale for not granting thi exemption. carried. MOTION NO. 23 Moved by Caldwell, SecQnded by Johnson It is recommended that the Correspondence from the Nottawasag Valley Conservation Authority, with regards to the Cost Estimat for Fill Line Mapping, be received, and further, Council delay th decision until the O.B.M.s have been finished, which according t this correspondence would be late 1991 and in that event the 1991- 95 Council would have to make a decision on this project. Carried. MOTION NO. 24 Moved by Caldwell, Seconded by Johnson 1- It is recommended that the Memo from Ron Kolbe, Chief Buildin Official, with regards to the Building Department Vehicle Replacement, be received, and further, recommendation No.3 in the Memo, be adopted, provided that the Chief Building Official an Fire Chief provide cost comparisons on the present vehicles vs. the proposed two new vehicles to be used by both the Chief Buildin Official and the Fire Chief, and that these Cost Estimates are presented and approved by Council and approved by the ontario Municipal Board. Carried. MOTION NO. 25 Moved by Johnson, Seconded by Caldwell It is recommended that the Memo from Kris Menzies, Township Planner, re: Orillia Residential Rezoning be received. Carried. MOTION NO. 26 Moved by Burton, Seconded by Crawford It is recommended that the Minutes of the Volunteer Recognitio Committee Meeting held on July 16, 1991 be received and adopted. Carried. MOTION NO. 27 . Moved by Burton, Seconded by Crawford It is recommended that the Correspondence from the Conservatio Council of ontario with regards to a candidate for the Fourt Annual Lieutenant Governor's Conservation Award, be received, an referred to the Parks and Recreation Committee Meeting to be hel Thursday, July 25, 1991. carried. MOTION NO. 28 Moved by Burton, Seconded by Crawford It is recommended that the correspondence from the Oro Burto Drillers Old Timers and their request for a Special Occasion permi for August 9,10, and 11, be received, and further, the Corporatio of the Township of Oro has no objection to this organizatio applying for this permit. Carried. MOTION NO. 29 Moved by Caldwell, Seconded by Johnson It is recommended that the correspondence from Mr. and Mrs. Bria Fox and other area residents, re: Lake Access, Oro Line 13, Sout Shore of Bass Lake, be received, and referred to the By-La Enforcement Officer and Public Services Administrator, for a revie of the recommendations contained in this correspondence and repor back to Council at the earliest possible date by August 1, 1991. Carried. MOTION NO. 30 Moved by Crawford, Seconded by Burton It is recommended that the Correspondence from Pat Harwood, Parks and Recreation Supervisor, re: Oro Memorial Park, Work on Larg Pavilion, be received, and further, the recommendation in thi report be adopted and that the Fire Chief and Chief Buildin Official be requested to re-tender this project at the earlies possible date and report back to Council. carried. MOTION NO. 31 - Moved by Caldwell, Seconded by Johnson It is recommended that the Report from Pat Harwood, Parks and Rec- reation Supervisor, re: Oro 77' s outstanding balance, be received, and further, the recommendations in this report be adopted. Carried. MOTION NO. 32 Moved by Crawford, Seconded by Burton It is recommended that a collage be made of pictures of volunteer groups, their logos etc. and that this be put on display at the Fall Fair, a tribute to all those who volunteered their time an efforts. Carried. - MOTION NO. 33 Moved by Johnson, Seconded by Caldwell It is recommended that the Report from Pat Harwood, Parks and Recreation supervisor, with regards to repairs to the Oro Town Hall Roof, be received, and further, the quote of $470.00 from Don Robinson, be accepted. Carried. MOTION NO. 34 Moved by Burton, Seconded by Crawford It is recommended that Cec Phillips be paid overtime hours in accordance with Provincial statutes. Carried.
