The following members of Council were present:

Reeve Robert E. Drury chaired the meeting.
Reeve Robert E. Drury opened the meeting by explaining to those
present that this Public Meeting was to obtain public comments with
respect to a proposed Zoning By-Law Amendment, pursuant to the
provisions of the Planning Act, 1983, section 34 (12). The
applicant has applied to rezone certain lands described as Lot 14,
Plan 864, Concession 14, (Romp).
To date, the Council of the Corporation of the Township of Oro have
not made a decision on this application, other than proceeding to a
Public Meeting. Only after comments are received from the Public,
Township Staff and requested agencies within the appropriate time
period, will Council make a decision on this application.
Notice of the Public Meeting was mailed out on August 13, 1991, to
all property owners within 400 feet of the subject lands.
Reeve Robert E. Drury then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that correspondence had been received from the Simcoe
County District Health Unit indicating they are requesting a $75.00
site Inspection Fee for this particular proposal.
The Reeve then stated that those persons present would be afforded
the opportunity of asking questions with respect to the proposed
zoning By-Law Amendment.
Reeve Robert E. Drury then turned the meeting over to the Township
Planner, Ms. Kris Menzies, to explain the purpose and effect of the
proposed Zoning By-Law Amendment.
Kris Menzies:
The applicants are proposing a conversion
from the Shoreline Residential Zoning to
the General Residential Zoning in order to
allow for year round occupancy. The
policies of the Township encourage such
conversions and certain requirements must
be met. One of which is approval from the
Simcoe County District Health unit. From
the standpoint of the Official Plan, the
property meets all of the requirements.

approved separately or can you just do it
in one shot?
The reason for the conversion process and
it is being done peace meal, is because
some people do want to maintain a Seasonal
Residential Use of their property. The
people who want year round occupancy of
their dwelling, require rezoning. The
reason why we look at that on a site by
site basis is that we have to determine
whether or not essentially the lot size is
adequate, the frontage is adequate and if
there is an adequate tile field system in
use that will allow for year round use of
the property.
My concern is that we are doing a lot of
paper work for no reason and these
resources could be better used.
The municipality encourages rezonings to
General Residential to in fact upgrade the
septic systems, tile fields along the
Lakeshore so that we are not polluting Lak
Simcoe.
That is not really your jurisdiction, that
is County jurisdiction.
Lake Simcoe environment, is our
jurisdiction.
Legally it is Simcoe County. I am just
curious why we are going through all this
work.
They don't have any means in which to forc
the Public to update their tile systems an
a lot of people will not necessarily
volunteer to do this.
Isn't that covered through the ontario
Building Permit?
Yes, if they want a Building Permit to
expand their property, certainly they woul
have to have adequate tile system. A lot
of people do not want to renovate.
Could that not all be covered under the
Building Code?
No it can not.
Not all the lots will conform and meet the
size required in the General Residential
Zoning and there will be septic systems
that have been developed twenty-five,
thirty years ago which the County Health
Unit will not even have records of. So it
is very difficult to say lets just do them
all in mass.
If a Real Estate person were going to sell
your property, the first thing he would
want to know is how it is zoned. A buyer
coming in to buy your property would pay

councillor crawford:
considerably more if it were zoned General
Residential than Seasonal.
The Reeve after enquiring and ascertaining that there were no
further questions from those present, thanked those in attendance
for their participation and advised that Council would consider all
matters before reaching a decision. He then advised those present
that if they wished to be notified of the passing of the proposed
By-law, they should leave their name and address with the Clerk.
