Drury Deputy Reeve David Caldwell Councillor Alastair Crawford Councillor Allan Johnson Absent: Councillor David Burton Also Present Were: Mr. Jim Reisch, Mr. Leo Longo, Mr. David White, Ms. Kris Menzies, Mr. Fred Haughton Mrs. Lynda Aiken. Reeve Robert E. Drury chaired the meeting. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: None Declared. 2. CONSENT AGENDA: None. 3. DEPUTATIONS: a) 9:30 a.m. Mr. Jim Reisch, President of the Shanty Bay Ratepayers Association re: copy of letter to b sent to the Minister of Municipal Affairs from the Association with respect to County Restructuring. b) 10:15 a.m. Mr. Leo Longo and Mr. David White, Township Solicitors and appropriate staff addressed Council with respect to the review of current legal issues, ongoing, by the Township of Oro. (This portion of the meeting was held in Committee of the Whole.) . MOTION NO. 1 Moved by Crawford, seconded by Johnson Be it resolved that the Agenda as prepared, be received and adopted with the addition of the following: a) Item 9 (j) Shanty Bay Ratepayers Association, copy of letter t the Minister of Municipal Affairs re: County Restructuring. Longo, Township Solicitor, with regards to B.A.F.M.A. Litigation, b received and filed. Carried MOTION NO. 5 Moved by Johnson, seconded by Crawford Be it resolved that the Confidential Correspondence from Aird and Berlis, Township Solicitor, with regards to the F.O.I. Act, be received, and filed. carried MOTION NO. 6 Moved by Crawford, seconded by Johnson Be it resolved that the copy of the correspondence from the Shanty Bay Ratepayers Association to the Minister of Municipal Affairs re: County Restructuring, be received, recommending a copy be sent to Premier Bob Rae, M.P.P. Allan McLean, M.P.P. Paul Wessenger and the city of Barrie. carried MOTION NO. 7 Moved by Crawford, seconded by Caldwell Be it resolved that the Correspondence from Stephen Davie with regards to his access request under Freedom of Information and Protection of Privacy Act, be received, and further, the Clerk be authorized to obtain legal advice and assistance with respect to th Municipality's responsibilities in complying with the provisions of the Act. carried - 3 - MOTION NO. 8 Moved by Johnson, seconded by Caldwell Be it resolved that the Confidential Correspondence from Robert C. Thompson, with regards to Seeley and Arnill Aggregates Limited, be received, and further, a letter be prepared by Solicitor, David White to the Ministry of Natural Resources, and further, that the Clerk be directed to prepare the appropriate By-Law to enter into a Agreement with Seeley and Arnill Aggregates Limited to be presented to Council at their next Regular Meeting. Carried MOTION NO. 9 Moved by Caldwell, seconded by Crawford Be it resolved that the Confidential Correspondence from Leo F. Longo, Township Solicitor, with regards to the Oro Airport, be received, and further, the Solicitor pursue his investigations unde the Topsoil Preservation Act, as well as Township By-Law No. 87-68. Carried MOTION NO. 10 Moved by Caldwell, seconded by Crawford Be it resolved that the Confidential correspondence from David S. White, Township Solicitor, with regards to the 7th Line Engineering Costs, be received. Carried MOTION NO. 11 Moved by Johnson, seconded by Caldwell Be it resolved that the Confidential Correspondence from David S. White, Township Solicitor, with regards to the 7th Line pits and Quarries Agreement, be received, and further, the Township Solicito correspond with Donald C. Hindson, Solicitor, expressing Council's position on the matter. carried MOTION NO. 12 Moved by Caldwell, seconded by Johnson Be it resolved that the Confidential Correspondence from David S. White, Township Solicitor, with regards to the Township of Oro and Seeley and Arnill, be received, and the draft agreement as prepared be accepted. Carried MOTION NO. 13 Moved by Caldwell, seconded by Johnson Be it resolved that the Confidential Correspondence from David S. White, Township Solicitor, with regards to Township of Oro and Mascioli, be received, and further, the Solicitor be directed to draft an Agreement with respect to potential conveyance of a road allowance, Part Lot 21, Concession 3, in return for an additional 6 foot strip of land. Carried " . - 4 - MOTION NO. 14 Moved by Crawford, seconded by Johnson Be it resolved that the draft Development Agreement prepared by Lehman and Associates re: Viney, Part Lots 9, 10 and 11, Concession 6, be received and referred to the Technical Advisory Committee.
