attend a prior commitment.

Reeve Robert E. Drury called the meeting to order @ 7:05 p.m. and
chaired the Meeting.

DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST:
Councillor David Burton declared a Conflict of Interest with
respect to Item No. 4(b); the nature of his conflict being
that Councillor Burton has a financial interest with one of th
pit Operators who is currently negotiating with the
Municipality for the upgrading of the 7th Line.

Henry Sander, Treasurer, addressed Council with
respect to review of the following matters:
Prudential Benefit Program;

Ten Year Capital Forecast;

forward for review in early 1992;

Fred Haughton, Public Services Administrator,
and representatives from the Ministry of the
Environment, Brent Trach, Brian Howieson and
Cheryl Lewandowski, were present with regards t
Shanty Bay, Harbourwood and Cedarbrook Municipa
Water Systems and pumping facilities. Three
mandates of the Ministry of the Environment are

Rules, guidelines and requirements of the
Ministry were discussed and a review of
recommendations on their investigations and
findings concerning Shanty Bay, Harbourwood and
Cedarbrook Water Systems.
Councillor Johnson inquired on any new policies
concerning spreading of affluent and sewage
sludge on rural lands. Mr. Howieson advised
that the Ministry of Agriculture and Food is
currently drafting new guidelines with input
from the Ministry of the Environment.
Public Services Administrator, Fred Haughton,
addressed the issue of requirements which is
going to necessitate the need to hire additiona
manpower to monitor and test water systems and
compliance of certificates of Approval.
The Ministry of the Environment is requesting
acknowledgement of the presentation and
confirmation that the new requirements will be
complied with and what methods and manner the
Township will use to carry out their provisions

Park Pavilion project be taken from the Township's Parkland Reserve

It is recommended that Joan Fletcher be appointed as Assistant
Returning Officer for the purpose of the 1991 Municipal Elections
and that Lynda Aiken be appointed Assistant Revising
Officer/Election Assistant, and the Clerk be authorized to make any
further appointments for Election Assistants as deemed desirable.

It is recommended that the Report from Henry Sander, Treasurer,
regarding Services from Squibb, Lafontaine and Associates Refund
Limited, to review Accounts Payable items exempt from Federal and
Provincial Tax, be received and adopted, and further, that this
audit be carried out at the conclusion of the 1991 fiscal period,
and further, the Township of Oro pay this account only once the
Municipality has received the rebate.

Provincial Offenses Court on September 25, 1991, regarding this
matter.
