Also Present Were: Mr. Henry Sander, Mr. Fred Haughton, Mr. Brian Howieson, Mr. Brent Trach, Ms. Chery Lewandowski. Reeve Robert E. Drury called the meeting to order @ 7:05 p.m. and chaired the Meeting. 1. a) 2. a) 1) 2) 3) 4) 5) 6) 7) 8) 9) b) DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Councillor David Burton declared a Conflict of Interest with respect to Item No. 4(b); the nature of his conflict being that Councillor Burton has a financial interest with one of th pit Operators who is currently negotiating with the Municipality for the upgrading of the 7th Line. DEPUTATIONS: 7:10 p.m. Henry Sander, Treasurer, addressed Council with respect to review of the following matters: Prudential Benefit Program; 9th Line Boat Ramp - ontario Hydro Costs; Federal/Provincial Tax Exemptions on expenditures; 1991 Tax Instalments; Cedarbrook Subdivision - status of Letter of Credit; Ten Year Capital Forecast; Animal Control Officer Expenditure; Allocation of Lot Levy Reserve Fund; Policy re: Parkland Charge portion of Lot Levy - to be brough forward for review in early 1992; 7:35 p.m. Fred Haughton, Public Services Administrator, and representatives from the Ministry of the Environment, Brent Trach, Brian Howieson and Cheryl Lewandowski, were present with regards t Shanty Bay, Harbourwood and Cedarbrook Municipa Water Systems and pumping facilities. Three mandates of the Ministry of the Environment are 1) 2) 3) Water Supply; Waste Treatment; P.C.B. Storage sites; 3. - 2 - Rules, guidelines and requirements of the Ministry were discussed and a review of recommendations on their investigations and findings concerning Shanty Bay, Harbourwood and Cedarbrook Water Systems. Councillor Johnson inquired on any new policies concerning spreading of affluent and sewage sludge on rural lands. Mr. Howieson advised that the Ministry of Agriculture and Food is currently drafting new guidelines with input from the Ministry of the Environment. Public Services Administrator, Fred Haughton, addressed the issue of requirements which is going to necessitate the need to hire additiona manpower to monitor and test water systems and compliance of certificates of Approval. Robinson re: Harbourwood Subdivision; carried - 4 - MOTION NO.2 Moved by Johnson, seconded by Crawford It is recommended that the additional funds required to complete th Park Pavilion project be taken from the Township's Parkland Reserve Account. carried MOTION NO.3 Moved by Crawford, seconded by Johnson It is recommended that Joan Fletcher be appointed as Assistant Returning Officer for the purpose of the 1991 Municipal Elections and that Lynda Aiken be appointed Assistant Revising Officer/Election Assistant, and the Clerk be authorized to make any further appointments for Election Assistants as deemed desirable. Carried MOTION NO.4 Moved by Caldwell, seconded by Crawford It is recommended that the Report from Henry Sander, Treasurer, regarding Living Benefit Program offered by Prudential Insurance, b received and adopted and the Treasurer advise all eligible employee of the new enhancement added to the benefit package. Carried MOTION NO.5 Moved by Crawford, seconded by Johnson It is recommended that the Report from Henry Sander, Treasurer, regarding Services from Squibb, Lafontaine and Associates Refund Limited, to review Accounts Payable items exempt from Federal and Provincial Tax, be received and adopted, and further, that this audit be carried out at the conclusion of the 1991 fiscal period, and further, the Township of Oro pay this account only once the Municipality has received the rebate. Carried MOTION NO.6 Moved by Caldwell, seconded by Crawford It is recommended that the Report from Henry Sander, Treasurer, re: 1991 Interim Tax Instalments of the Tax Billing Process used for th calendar year 1991, be received and the recommendation to continue this method of Tax Collection for 1992, be adopted. Carried MOTION NO.7 Moved by Crawford, seconded by Johnson It is recommended that the ten year Capital Forecast for the period covering 1992-2001, be received, and further, that each years Capital Projects be brought in each current year budget for review and decision. Carried - 5 - MOTION NO.8 Moved by Caldwell, seconded by Crawford It is recommended that the Report from Henry Sander, Treasurer, regarding allocation of the Lot Levy Reserve Fund, be received and the recommendations contained in the report with respect to the allocation of the existing Lot Levy amounts, and distribution of same, be adopted. Fitzgerald, regarding Smelt Fishing activities (Hawkestone) be received, and th Public Services Administrator, Fred Haughton, report to Council on the existing By-Laws and necessary signage required. Carried - 7 - MOTION NO. 21 Moved by Johnson, seconded by Caldwell It is recommended th~- the correspondence from Township Engineers, R.G. Robinson and Associates Limited, regarding Horseshoe Highlands Phase II, Emergency Access Road, be received and the Developer be requested to obtain a lock for the gates and provide the municipality with a key. Carried MOTION NO. 22 Moved by Crawford, seconded by Caldwell It is recommended that the Confidential Correspondence from Aird an Berlis, Township Solicitors, regarding Township of Oro vs. Waddell, be received, and Ron Kolbe, Chief Building Official, be directed to take the necessary legal action to appeal the decision made in the Provincial Offenses Court on September 25, 1991, regarding this matter. Carried MOTION NO. 23 Moved by Johnson, seconded by Crawford It is recommended that the Public Services Administrator, Fred Haughton, prepare a report to Council recommending how the requirements of the Ministry of the Environment could best be met, concerning the monitoring and testing of municipal water systems an suggesting the time frame required to implement their guidelines. Robinson and Associates Limited, regarding Harbourwood Subdivision, Phases IIA, IIB, and III, be received and the Develope be asked to meet with Council and the Township Engineers to discuss the matter of outstanding deficiencies.
