Lloyd, and Mr. Fred Haughton. Reeve Robert E. Drury called the meeting to order @ 9:30 a.m. and chaired the meeting. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Councillor David Burton declared a possible Conflict of Interest with Item 4 (a) on the Agenda, a letter from Skelton, Brumwell and Associates, re: 7th Line pits Cumulative Studies. The nature of Councillor Burton's conflict being that his Company may have a possible financial interest with one of the pit operators. Councillor Burton left the room and did not participate in any of the discussion on the matter. 2. DEPUTATIONS: a) 9:50 a.m. b) 11:25 a.m. Note: Mr. Nick MacDonald, Planner, Lehman and Associates, Mr. Eric Taves, Solicitor, Mr. Davi Viney, and Township Solicitor David White spoke to Council with respect to the construction of buildings on Part Lot 10, Concession 6, (Hardwood Hills) and status of application for an Official Plan and Zoning By-Law Amendment. (This portion of the meeting was held In- camera.) Ms. Kris Menzies, Township Planner an Mr. Ron Kolbe, Chief Building Official were als present. Mr. Dave McKee, Ms. Deidre Lennon, Mr. Stewart McBoyle, Mr. David White, Township Solicitor, and Mr. Ron Robinson, Township Engineer spoke t Council to address outstanding engineering deficiencies and status of Letter of Credit for Harbourwood Subdivision, Phases IIA, IIB and III. (This portion of the meeting was held In- Camera. ) The Developer has undertaken to carry out the deficiencies in the spring of 1992 and the Letter of Credit to be reduced accordingly upon approval of the Township's Engineer. Council recessed for lunch @ 11:55 a.m.; and, Council reconvened the meeting @ 1:30 p.m. - 2 - c) Mr. Ed. Lloyd, owner Part Lot 22, Concession 11 addressed Council regarding a severance application to create three lots from a 28.66 acre parcel, filed by Mr. O. Newton. The application to the Committee of Adjustment in 1989 was denied, an appeal filed and a deferral made as a result of Township advising that negotiations were commencing on the issue of a water supply system. Carried MOTION NO.9 Moved by Johnson, seconded by Caldwell It is recommended that the correspondence from Simcoe County Solid Waste Management Department, regarding further information required for the Assets and Liabilities Compensation Committee, be received, and Deputy Reeve Caldwell and Treasurer Henry Sander prepare a list of items of compensation respecting the Oro Landfill site and submi same to the county of Simcoe. carried MOTION NO. 10 Moved by Burton, seconded by Crawford It is recommended that the Oro District Lions Club, be granted permission and approval to operate a Beer Tent at the Hardwood Hill Cross Country Ski Centre, who is sponsoring the Hardwood Hills Worl Cup on December 14 and 15, 1991. Carried MOTION NO. 11 Moved by Johnson, seconded by Caldwell It is recommended that the correspondence from Kathleen Montgomery regarding Smoke and Fire Danger due to the burning of leaves, be received and Fire Chief Paul Eenhoorn be directed to correspond wit Ms. Montgomery, advising her of what the municipality's policy is with respect to the burning of leaves. carried MOTION NO. 12 Moved by Crawford, seconded by Burton It is recommended that the Report from Kris Menzies, Township Planner, regarding proposed Plan of Subdivision, P21/88, (Kovacs) Part of Lot 11, Concession 2, be received and the adopting By-Law for the Official Plan Amendment be presented to Council at their next Regular Meeting to be held on November 4, 1991. Carried MOTION NO. 21 Moved by Caldwell, seconded by Johnson It is recommended that the Township of Oro does not support a request for an Agreement between Hardwood Hills and the Township, t allow the construction of building structures, not permitted under the current Official Plan and Zoning By-Law of the subject property being Part Lot 10, Concession 6; And further, Council considers a washroom expansion, being a change facility with no associated plumbing, as being ancillary to a permitted use and instructs the Township's Planning Director and Chief Building Official to process the building permit applications accordingly.
