Reeve Robert E. Drury chaired the meeting.
Reeve Robert E. Drury opened the meeting by explaining to those
present that this Public Meeting was to receive public comments wit
respect to a proposed Official Plan and Zoning By-Law Amendments,
under Sections 17 and 34 of the Planning Act, 1983. The applicant
has applied to rezone certain lands described as Part Lot 25,
Concession 10 and Part Lot 25 and 26, Plan 882 (Zerny).
To date, the Council of the Corporation of the Township of Oro have
not made a decision on this application, other than proceeding to
this Public Meeting. Only after comments are received from the
Public, requested agencies and Township Staff, within the
appropriate time period, will Council make a decision on this
application.
Notice of the Public Meeting was mailed out on October 4, 1991, to
all property owners within 400 feet of the subject lands. Notice of
the Public Meeting was also placed in both the Barrie Examiner and
Orillia Packet on October 4, 1991.
Reeve Robert E. Drury then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that no written comments had been received.
The Reeve then stated that those persons present would be afforded
the opportunity of asking questions with respect to the proposed
Amendments. He then turned the meeting over to the Township
Planner, Ms. Kris Menzies, to explain the purpose and effect of the
proposed Official Plan and Zoning By-Law Amendments.
Kris Menzies:
This Public Meeting is to allow Council to
have consideration for any comments the
Public would like to make concerning this
Development Application. It is a two fold
application concerning two adjacent
property owners. (Explained by referring
to Drawing of property on board.)

Kris Menzies:
The subject property is Part of Lot 25 and
Lot 26, Plan 882, it also includes a chunk
of land at the top of the property which i
Part of Lot 25, Concession 10.
The applicants are proposing on expanding
the Shoreline Residential designation from
this portion (indicated on map) up here to
include their entire land holding. Both
owners of the property intend to rezone fo
both the Shoreline Residential Zones as
well as the Natural Area Zone to General
Residential to allow for permanent year
round use of the property.
It is a two fold Public Meeting, one to
consider the Official Plan Amendment,
Shoreline Residential and one to consider
the entire rezoning of the two lots to
General Residential to allow permanent yea
round use of the property.
Alan Wayne:
Is that north of the Lakeshore Road?
Reeve Drury:
Yes.
Mrs. Westerman:
I am here on behalf of my husband and
myself, we own the property across
Lakeshore Road from the area under
discussion here and I would like to suppor
the applicant; I know Mr. Zerny builds
nice homes and I think it would boost the
area.
Jackie Bessie:
Why do we have to do a double rezoning?
Kris Menzies:
No it is not a double rezoning, it is a
redesignation and a single rezoning. The
two lots which currently exist on the Plan
of Subdivision are designated Shoreline
Residential in the Official Plan. The Ian
to the north, which forms part of the lot,
but which is outside the boundary of the
Plan of Subdivision is designated Natural
Area in the Official Plan. The zoning on
the Shoreline Residential designation is
Shoreline Residential, currently today.
The zoning on the Natural Area designation
is Natural Area. The applicant would like
the entire parcel one designation, one
zone. The designation being Shoreline
Residential which part of it already is an
the zoning being General Residential which
none of it is. In the Official Plan,
because he has a section of land designate
Natural Area, he cannot put a General
Residential zone on a Natural Area
designation of the plan. He has to put a
General Residential zone on a Shoreline
designation of the plan or a hamlet
designation of the plan. He will be
required to change this designation from
Natural Area to Shoreline designation then
rezone the entire parcel to General
Residential.

There being no further questions or comments, the Reeve in closing
the meeting, thanked those in attendance for their participation an
advised that Council would consider all matters before reaching a
decision. He then advised those present that if they wished to be
notified of the passing of the proposed By-law, they should leave
their name and address with the Clerk.

Be it resolved that the Special Public Meeting (Zerny, Part of the
East Half Lot 25, Concession 10 and Lot 25 and Lot 26, Plan 882,
Concession 10) be adjourned @ 7:12 p.m.
