THE CORPORATION OF THE TOWNSHIP OF ORO

FIRST MEETING - INAUGURAL 1991 - 1994 COUNCIL
Oro Council elect which under the Election Act R.S.O. Chapter 308 a
amended, shall serve for the following time period being December 4
1991 to December 1994.
Council elect comprised of:

Deputy Reeve David Caldwell
Councillor Alastair Crawford
Councillor Joanne Crokam
Councillor Leonard Mortson
met according to the Provincial Statutes and Township By-law
No. 89-36.
Each member of the 1991-1994 Council took the required Declaration
Office and Oath of Allegiance and were therefore duly constituted
a Council for the Corporation of the Township of Oro for the period
December 1991 to December 1994 as declared by the Clerk.
The Chain of Office was presented to Reeve Robert Drury by Mr. Henr
Neufeld, of the Oro Township History Committee, with an explanation 0
some of the history behind this Chain of Office.
Following the Declaration of Office by Council, the prayer
invocation was given by Reverend Marjorie Smith.
Present for the Inaugural Meeting were:

Reeve Robert E. Drury
Reeve Drury began the inaugural address by thanking his wife Lynn fo
all her support and thus making these terms on Council possible. Th
supporters of the Reeve were thanked for all their time and generosit
and appreciation was expressed to the unsuccessful candidates fo
putting their names forward and to not be discouraged but to put thei
names forward in three years time. Al McLean was noted specificall
for his words of wisdom and encouragement over the years
Appreciation was extended to Township staff for their excellent effor
over the past years. The goals and objectives for the next thre
years were outlined as: finishing the review of the Official Plan
successfully completing Official Plan Amendment No. 37, supplying
safe and secure Gravel Haul Route at no expense to this municipality,

strengthening our united position on restructuring, completing t
Oro/Barrie/Orillia Airport and looking at developing the la
surrounding the airport to its highest and best use. Reeve Dru
proposed posting agendas and minutes of Council meetings in sever
locations. Specifically these locations are: Dalston General stor
Granny's of Craighurst, Coulson General store, Edgar General stor
Big Cedar Estates, Hawkestone General store, Simcoeside Grocery, 0
Station General store, Russell's Variety, Shanty Bay Village Mil
Post Off ice at Fuda' s and perhaps four fire halls. Reeve Drury looke
forward to support in Council's endeavours to supply a hard surfac
connecting link from Big Cedar to Highway 11. Reeve Drury is looki
forward to the next three years with this Council.
Deputv Reeve Caldwell
Deputy Reeve Caldwell expressed interest in the Reeve's comment
regarding the avoidance of complacency in Council and indicated h
felt it was good for the municipality to have a good healthy electio
day. The next few years will be full of challenge and Deputy Ree
Caldwell expressed a wish for accessibility and dedication.
Councillor Leonard Mortson
Councillor Mortson expressed the honour he felt to be elected a membe
of Oro Township Council. Councillor Mortson indicated many concern
had been expressed to himself during the election campaign and h
hopes that these concerns will be brought to the attention of Council
Councillor Mortson looks forward to working with the residents of Or
Township and with Council. Appreciation was expressed to his man
supporters.
Councillor Joanne Crokam
Appreciation was expressed by Councillor Crokam to all those i
attendance and indicated that she was looking forward to th
challenges ahead and to working with Council. Councillor Crokam fel
honoured to be entrusted with the care of Oro, Oro's past, present an
future and she expressed pride at having the opportunity an
responsibility of caring for Oro.
Councillor Alastair Crawford
Councillor Crawford paid tribute to all members of his family fo
their support. Tribute was also paid to in house staff and to th
consultants for their efforts and Councillor Crawford looked forwar
to working another three years with staff. Open forums were propose
for 3 or 4 times a year where Council and senior staff could discus
with ratepayers the hopes and dreams for Oro. Councillor Crawfor
indicated a desire to make wise choices over the next three years an
expressed a keen interest in working with Council over this time.
Gail O'Brien
As the elected representative for Oro/Medonte on the Simcoe Count
Board of Education brings greetings on behalf of the Board and wishe
Council well and looked forward to a continuing relationship betwee
the Board and Oro Council.

Joseph Klein Gebbinck
As the elected representative for Wasaga Beach, Flos, Elmvale, Vespr
and Oro on the Simcoe County Roman Catholic Separate School Boar
congratulated Council and indicated that it is often necessary t
spend considerable amounts of money to go forward before the benefit
may be derived for the future and particularly the children .
Each member of Council recognized their invited guests and expresse
appreciation for their support.
Allan McLean. M.P.P.
Congratulations were extended to Council and also to thos
unsuccessful candidates for being part of the democratic process

Warden Nancy Keefe
Warden Keefe was pleased to welcome the Reeve, Deputy Reeve and ne
members of Council and was honoured to be here for the presentation 0
the Chain of Office to the Reeve. Warden Keefe indicated that ther
are large expectations for the County and that the County and Or
Township could look forward to a challenging time.
Mayor Janice Lakinq
Congratulations were expressed by Mayor Laking on behalf of the cit
of Barrie and indicated that on a personal note she would never d
anything that was not in Oro's best interest as well.
Reeve Ian Beard
Reeve Beard congratulated Council from the Township of Medonte an
encouraged the Township of Medonte and the Township of Oro to wor
together to produce good municipalities.
Mayor stewart Fisher
Mayor Fisher brought greetings from the Council and residents of th
Town of Innisfil and looks forward to working with the Reeve an
Deputy Reeve on County Council. Special greetings were expressed t
Councillor Mortson, Councillor Crawford and Councillor Crokam and h
is looking forward to working together over the next three years.

Greetings to Oro Council from Orillia Township and Reeve Gowanloc

In the closing remarks Reeve Drury indicated the thought and effo
that had gone into producing the Mission statements and Council'
shared values that are on display throughout the municipality and h
these statements are a reflection of Council's views.
Mr. Allan Johnson and Mr. David Burton were brought forward by Ree
Drury at which time a presentation was made to both to expre
gratitude and appreciation for the years spent on Township Council.
Mr. David Burton thanked everyone for their continued support a
their dedication and best wishes were extended to the new Council.

a one time basis only, due to the history and unique circumstances
of this case, and further, the applicant acknowledge in writing th
any future site plan will require the mortgagee's signature, prior
to registration or issuance of any building permits.

Be it resolved that the 1991-1994 Council of the corporation of the
Township of Oro support the Agreement between Seeley and Arnill
Aggregates Limited and the Township of Oro, dated October 21, 1991,
which said Agreement provides for certain provisions pertaining to
the operation of a proposed gravel pit to be located on Part Lots 1
and 11, Concession 7.
