I'BBRUARY 3.1993 , 1100 P.M. - COUNCIL CHAMBBRS I'IPH KBBTING 1991-1994 COUNCIL The following members of Council were present: Reeve Robert E. Drury Deputy Reeve David Caldwell Councillor Alastair Crawford Councillor Joanne Crokam Councillor Leonard Mortson Also Present Were: Ms. Vivian Bell, Mr. Art VanVeld, Mr. Bill Pidlysny, Ms. Kris Menzies, Mr. Scott McMillan, Mr. Henry Sander and Ms. Deborah Broderick. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that this Public Meeting was to receive public comments wit respect to a proposed zoning By-Law Amendment, pursuant to provisions of the Planning Act, 1983, section 34 (12). The applicant has applied to rezone certain lands described as Lots 80 and 81, Plan 589, Concession 8, (Ferris). To date, the Council of the Corporation of the Township of Oro have not made a decision on this application, other than proceeding to this Public Meeting. Only after comments are received from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on January 15, 1993, to all property owners within 120 metres of the subject lands. Reeve Robert E. Drury then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that two letters had been received, namely the Nottawasaga Valley Conservation Authority, stating the property was outside their watershed and also a letter from the Simcoe County District Health Unit, indicating they were not opposed to the application. The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Township Planner Ms. Kris Menzies, to explain the purpose and effect of the proposed zoning By-Law Amendment. Kris Menzies: The proposal before you is for Lot 80 and 81, Plan 589 in the Township of Oro. The purpose of the rezoning is to convert the property from a Shoreline Residential Use to a General Residential Use and the purpose of the Public Meeting is to allow Council the opportunity to hear comments from members of the Public, prior to makin their decision on the rezoning. -' - - 2 - Kris Menzies: The reason the applicant is requesting the rezoning is the applicant wishes to have year round use of the dwelling unit. The effect of the rezoning would allow the conversion from a seasonal residential use to a permanent residential use. The Official Plan for the Township of Oro has certain requirements which could potentially qualify for a conversion in th municipality and this particular lot does comply to those requirements, being a minimum lot frontage and a minimum lot area. Another consideration which the municipality takes into consideration, prior to looking at a rezoning of such a property is whether or not the Simcoe County District Health unit or the Ministr of the Environment has concerns with the conversion. There being no questions or comments, when being called for the third time, the Reeve in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He then advised those present that if they wished to be notified of the passing of the proposed By-law, they should leave their name and address with the Clerk.
