I'BBRUUY 3. 1993. , 1110 P.M. - COUNCIL CHAMBBRS SIXTH KBBTING 1991-1994 COUNCIL The following members of Council were present: Reeve Robert E. Drury Deputy Reeve David Caldwell Councillor Alastair Crawford Councillor Joanne Crokam Councillor Leonard Mortson Also Present Were: Ms. Vivian Bell, Mr. Art VanVeld, Mr. Bill Pidlysny, Mr. stephen Woodrow, Ms. Debra stringer, Mr. Paul Lapp, Mr George Powell, Ms. Kris Menzies, Mr. Scott McMillan, Mr. Henry Sander and Ms. Deborah Broderick. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that this Public Meeting was to receive public comments wit respect to a proposed Zoning By-Law Amendment, pursuant to provisions of the Planning Act, 1983, section 34 (12). The applicant has applied to rezone certain lands described as Part Lot 20, Concession 1, (Simoro). To date, the Council of the Corporation of the Township of Oro have not made a decision on this application, other than proceeding to this Public Meeting. Only after comments are received from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on January 15, 1993, to all property owners within 120 metres of the subject lands. Notice of the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet on January 15, 1993. Reeve Robert E. Drury then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that one letter had been received from the Nottawasaga Valley Conservation Authority, stating they had no objection to the application. The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Township Planner Ms. Kris Menzies, to explain the purpose and effect of the proposed Zoning By-Law Amendment. Kris Menzies: The application is for a rezoning from Rural Residential to Open Space (OSl). Th property is located on Part of Lot 20, Concession 1 and it hosts currently a single family residence and a golf course club house which is associated with Simoro Golf Links Golf Course. - 2 - Kris Menzies: The reason for the application and the reason for the Public Meeting this evening is to afford Council the opportunity to allow the public to comment on the rezonin application, prior to making a decision. The reason for the application is that Mr. VanVeld who is the owner of the Simoro Gol Course wishes to bring the Rural Residentially zoned property into conformity with the Official Plan. The Official Plan designation which underlies the property is a recreational designation. From a land use standpoint, a Rural Residential zone on a recreational designation is not appropriate. An OSl zone is more appropriate for the property and Mr. VanVeld wishes to bring this into conformity with the plan. There being no questions or comments, when being called for the third time, the Reeve in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He then advised those present that if they wished to be notified of the passing of the proposed By-law, they should leave their name and address with the Clerk.
