Reeve Robert E. Drury chaired the meeting.
Reeve Robert E. Drury opened the meeting by explaining to those
present that this Public Meeting was to receive public comments wit
respect to a proposed Zoning By-Law Amendment. This is a Township
initiated By-Law, which if approved, will be an area wide amendment
The purpose of this By-Law is to redefine Home Occupation and to
permit Home Occupations in a Natural Area Zone.
To date, the Council of the Corporation of the Township of Oro have
not made a decision on this amendment, other than proceeding to thi
Public Meeting. Only after comments are received from the Public,
requested agencies and Township Staff, within the appropriate time
period, will Council make a decision on this application.
Notice of the Public Meeting was also placed in both the Barrie
Examiner and Orillia Packet on December 31, 1991.
Reeve Robert E. Drury then asked the Clerk if there had been any
correspondence received on this matter. The Clerk responded by
indicating that one letter had been received from the Nottawasaga
Valley Conservation Authority and they had no objection.
The Reeve then stated that those persons present would be afforded
the opportunity of asking questions with respect to the proposed
Amendment. He then turned the meeting over to the Township Planner
Ms. Kris Menzies, to explain the purpose and effect of the proposed
Amendment.
Kris Menzies:
This is a Township initiated by-law. Currently
the zoning by-law for the Township of Oro
permits home occupations within specific
residential types of zoning. In some cases it
does not permit home occupation in some other
types of residential types of zoning. This by-
law would essentially bring that concept across
the board and permit home occupations in each 0
the zones which outwardly permits residential
types of uses. A home occupation, simply
stated, would allow someone in any of these
zones which home occupation is a permitted use,
to have a certain specific types of business
permitted within their existing residential
dwelling units, providing that not more than

Menzies:
twenty-five percent of the existing floor
of the residential unit is used for that
business and that there are not any problems
that Council could foresee with the business,
such as excessive use of vehicles in the yard,
etc. The by-law would also clean up some
administrative matters which are currently in
the zoning by-law; as an example, home
occupation in one of the existing zones is
clearly stated in that particular zone. Home
occupation in another zone asks you to refer
the definition of home occupation in the back.
Each zone as it currently sits in the by-law
treats home occupation a little bit different
and this will just clean up this paper work
matter.
Culos:
Do you have a listing of home occupations?
types of home occupations may be classified as
to ensure that they are situated in an
industrial area. The size of the occupation
have in the home would not substantiate moving
to an industrial zoned area because of the
that it would be too darn expensive.
Menzies:
The Home Occupation By-Law that currently sits
in the zoning by-law and which is subsequently
been revamped in each of the new zones which
will be permitted in, lists what the home
occupation is. If there is a concern with
someone starting a home occupation and it is
specifically listed in that by-law, it is
brought to Council's attention and they make
interpretation.
Larry Culos:
Will a list of these occupations be available?
Kris Menzies:
There is one in the by-law currently and if
would like one this evening I can get you a
photocopy of it.
Garry Sanderson:
Are you allowed to advertise this home
occupation; signs on lawns or buildings?
Kris Menzies:
The current by-law as it sits says that yes
can have a 0.5 meter sign on display outside
the residence.
There being no further questions or comments, the Reeve in closing
the meeting, thanked those in attendance for their participation
advised that Council would consider all matters before reaching a
decision. He then advised those present that if they wished to be
notified of the passing of the proposed By-law, they should leave
their name and address with the Clerk.

Be it resolved that this Special Public Meeting of Council (Home
occupation) now be adjourned @ 7:20 p.m.
