Drury Deputy Reeve David Caldwell Councillor Alastair Crawford Councillor Joanne Crokam Councillor Leonard Mortson Also Present Were: Mr. Alan Wayne, Mr. G. K. Sanderson, Mr. Conrad Boffo, Mr. Jerry Schnurr, Mrs. Schnurr, Mr. Larry Culos, Mr. Archer Colwell, Mr. Mark Gordon, Mr. Bill and One Member of the Press. Reeve Robert E. Drury chaired the meeting. Reeve Robert E. Drury opened the meeting by explaining to those present that this Public Meeting was to receive public comments respect to a proposed Zoning By-Law Amendment, pursuant to provisions of the Planning Act, 1983, Section 34 (12). The applicant has applied to rezone certain lands described as Lots 84 Plan 952, Concession 13, (Gordon). To date, the Council of the Corporation of the Township of Oro not made a decision on this application, other than proceeding to this Public Meeting. Only after comments are received from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on December 31, 1991, all property owners within 400 feet of the subject lands. Notice the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet on December 31, 1991. Reeve Robert E. Drury then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that no correspondence had been received. The Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Township Ms. Kris Menzies, to explain the purpose and effect of the zoning By-Law Amendment. Kris Menzies: The subject property is located on Lot 84 Plan 952, Concession 13. The applicants are requesting a conversion which is in effect a rezoning from Shoreline Residential to General Residential, in order to permit legal year round use of property. Shoreline Residential zoning only allows seasonal residential use of property. The lot adheres to the minimum lot size and the minimum lot frontage for such a conversion. t'"' .. r - 2 - Boffo: What is the definition of an appropriate time period, is it ninety days, three years? Drury: Generally, Council will consider such as these, and a week or two weeks before the next regular Council Meeting will proceed with the by-law. If it is a large Public Meeting such as the Arbour Subdivision, MSL, Buffalo Springs, etc. I believe the time period is anywhere from two weeks to six to eight months to get enough information, so it does varies. There being no further questions or comments, the Reeve in closing the meeting, thanked those in attendance for their participation advised that Council would consider all matters before reaching a decision. He then advised those present that if they wished to be notified of the passing of the proposed By-law, they should leave their name and address with the Clerk. MOTION NO.1 Moved by Caldwell, seconded by Crokam Be it resolved that this Special Public Meeting of Council (Gordon Lots 84, Plan 952, Concession 13) now be adjourned @ 7:38 p.m. Carried.
