Drury Also Present Were: Mr. Fred Haughton, Ms. Lynn MacDonald, and Ms. Maureen Watt. Deputy Reeve David Caldwell called the meeting to order @ 9:00 a.m. and chaired the Meeting. Note: Councillor Joanne Crokam was dismissed from the meeting t attend a luncheon awards ceremony hosted by the Orillia and District Chamber of Commerce @ 11:30 a.m. 1. DISCLOSURE AND None Declared. 2. DEPUTATIONS: a) 10:10 a.m. DECLARATION OF CONFLICT OF INTEREST: Maureen Watt and Lynn MacDonald representing Community Futures Committee, Orillia and Area and Business Development Centre spoke to Council to provide awareness to their programs Community Futures Program entitled "Just Doing It" providing awareness to the Communities to help the economy grow and prosper. The Committee was soliciting ideas, issues and concerns at Public Forums held throughout the area (Rama, Mara, Orillia, Medonte, an Oro) . This Committee is made up of volunteers. The Orillia and Area Business Development Centre provides financial assistance, business planning, marketing, and cost/accounting etc. to area business to foster the creation of new jobs and helpin business to start-up or expand. b) 11:00 a.m. Fred Haughton, Public Services Administrator, addressed Council concern in the following matters: 3) 4) Report re: Department; Report re: Bay; Report re: Association Report re: Vehicles. Computer-Roads 1) 2) Snow Plow Route - Carthew Road Superintendent certification; Leased Road Department - 3 - MOTION NO.1 Moved by Mortson, seconded by Crawford It is recommended that the Agenda for the Committee of the Whole Meeting dated Wednesday, February 12, 1992, be adopted as printed and circulated with the addition of the following: 3. i) Darlene Shoebridge, Clerk, Report re: Program; Co-operative Education 4. d) Fred Haughton, Public Services Administrator, Report re: Association of ontario Road Superintendent certification Program; e) Fred Haughton, Public Services Administrator, Report re: Leased Road Department Vehicles; Carried MOTION NO.2 Moved by Crokam, seconded by Mortson It is recommended that the Confidential Correspondence from Christopher Williams, Aird and Berlis, re: Embrace Kennels Licence Renewal, be received and that no action be taken by the Municipalit on this matter. carried MOTION NO.3 Moved by Crawford, seconded by Mortson It is recommended that the correspondence from the Solid Waste Management Department, Assets, Liabilities, Adjustments Committee, re: options in Interim Report No. 51, be received and the Treasure be directed to bring a report forward on subsidies or surcharges applicable to tippage fees for the February 27, 1992, Committee of the Whole Meeting. carried MOTION NO.4 Moved by Crawford, seconded by Mortson It is recommended that the correspondence from the Ministry of Citizenship, re: 1992 ontario Senior Achievement Awards program, b received and referred to the History Committee for their recommendation. Carried MOTION NO.5 Moved by Mortson, seconded by Crokam It is recommended that the correspondence from Information Orillia, requesting Grant Donation, be received and referred to the 1992 Budget. Carried - 4 - MOTION NO.6 Moved by Mortson, seconded by Crawford It is recommended that the Report from Fred Haughton, Public Services Administrator, re: Roads Department Computer, be received and Council accept the offer from Mr. Fred Haughton to purchase the redundant computer system at a cost of $300.00. Carried MOTION NO.7 Moved by Mortson, seconded by Crokam It is recommended that the Report from Fred Haughton, Public Services Administrator, re: Snow Plowing Route, Carthew Bay, Unit #21, be received and the Public Services Administrator be authorize to negotiate with Mr. David McPhee for Snow Removal from certain road sections in this area at a rate of $20.00 per road, per operation. carried MOTION NO.8 Moved by Crawford, seconded by Crokam It is recommended that the Report from Fred Haughton, Public Services Administrator, re: Association of ontario Road Superintendent and certification Program, be received and the required certification fees be paid by the Township for Fred Haughton and Keith Mathieson. carried MOTION NO.9 Moved by Mortson, seconded by Crawford It is recommended that the report from Fred Haughton, Public Services Administrator, re: Leased Road Department Vehicles be received and accepted. Carried MOTION NO. 10 Moved by Mortson, seconded by Crawford It is recommended that the report from Darlene Shoebridge, Clerk, re: Co-Operative Education Program, be received and adopted and arrangements be made to participate in the Program offered through the Ministry of Education to employ Miss Michelle Watson from February 18 through June 5, 1992 at no cost or expense to the municipality. Carried MOTION NO. 11 Moved by Mortson, seconded by Crawford It is recommended that the correspondence from the Solid Waste Management Department, re: Municipal Tippage Fees Exemptions for Roadside clean up, be received and referred to the Public Services Administrator for co-ordination with the County Waste Management Department. Carried - 5 - MOTION NO. 12 Moved by Mortson, seconded by Crawford It is recommended that the Report from Deborah Broderick, Parks and Recreation supervisor, re: Advertisement for Home and Garden Show, be received and arrangements be made to publish the notice in the Township spring Newsletter. Carried MOTION NO. 13 Moved by Crawford, seconded by Mortson It is recommended that the report from Robert James, Animal Control/By-Law Enforcement Officer, re: Dog Tag Distribution, be received for information to be discussed at the 1992 Budget.
