Deputy Reeve Caldwell called the meeting to order @ 9:15 a.m. and
chaired the Meeting.

DECLARATION OF CONFLICT OF INTEREST:
Mr. Ted Bertram, Mr. Barry Bertram and Township
solicitor, David White, were scheduled to be
present @ 9:00 a.m. to discuss Development
Application P-35/89, Part Lot 1, Concession 1,
however, the deputation was cancelled by the
proponents and asked to be rescheduled at a
future meeting.
Ron Kolbe, Chief Building Official and Kris
Menzies, Township Planner, were present re:
Request for Building Permit, Ukrainian Camp.
Discussion took place regarding the issuance of
permits on an unassumed road within Plan 1464,
Concession 11, Lot 3. Official Plan Amendment
No. 41 has just recently been approved by the
Ministry of Municipal Affairs which establishes
the policy for obtaining building permits on
Township unassumed roads. Property owners woul
be required to enter into an Agreement. The
appropriate by-law to initiate Agreements is to
be presented to Council for consideration at th
April 15th Council Meeting. If adopted,
Standard Agreements will be prepared and upon
expiration of the appeal period to the By-law,
Agreements could be entered into and
subsequently registered. Estimated that within
one month from the by-law being adopted,

this process would wait until then.

Mr. Conrad Boffo, and Mr. John Marin were
present to address Council regarding Part Lot 2.
and 26, Concession 7. The subject land having
been previously owned by Walter Shelswell (88
acres) now acquired by Oro Project One Inc.
Township Solicitor, David White was present.
Mr. Boffo has retained by Agreement, 3.1 acres
surrounding the existing residence and desires
to obtain a severance. The lands are designate
Natural Area and Council informed Mr. Boffo tha
currently no severances are permitted in Natura
Area, however, Official Plan Amendment No. 56
recently adopted by Council established new
policies whereby a severance may be permitted 0
a forty hectare parcel. The Township must wait
until the Ministry of Municipal Affairs approva
is received prior to enacting the policies.

Mr. Bill O'Brien, Oro District Lions Club, was
present to discuss the potential for the Club t
utilize the Hawkestone Community Hall. Townshi
Solicitor, David white was also present. The
Clerk explained the present unknown status of
the Police Village as a result of no candidates
for Trustees in the November 1991 Elections.
The Trustees own and operate the Hawkestone Hal
and the Township is expecting direction from th
Ministry of Municipal Affairs as to the status
in relation to restructuring, which would
dissolve Police villages.

It is recommended that the correspondence from Duncan Green, County
of Simcoe, re: Chairman for Waste Management Negotiations, be
received and the Township of Oro appoint Gordon McCracken to act as
Chairman for negotiations between the County of Simcoe and the
municipality, with the second and third choice being Ronald Emo and
Randy Elo, respectively.

Hawkestone Hall, subject to receiving written confirmation from the

with Township Solicitor, David S. White, and report back to Council

received and exemption be granted from the requirements of section

may be sold from Russell's variety.
