NOTE: Councillor Mortson left the meeting @ 3:00 p.m. Councillor Crokam left the meeting @ 4:00 p.m. Reeve Robert E. Drury called the meeting to order @ 9:00 a.m. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Reeve Drury declared a Conflict of Interest with Item 7(b) on the agenda; grass cutting tenders. The nature of the confl being his son had applied for employment with one of the company's. Deputy Reeve Caldwell assumed the chair at that time. 2. DEPUTATIONS: a) 9:00 a.m. Mr. Leo Longo, Aird and Berlis, was to be present to discuss B.A.F.M.A. Litigation matters, however, there was no new information brought forward and therefore Mr. Longo did not appear before Council this day. b) 10:00 a.m. Mr. Fred Haughton, Public Service Administrator, was present to discuss the following: 1) Tender opening - calcium; Pollard Highway Products Harrow, ontario $82,616.16 ($178.73 per unit) Miller Paving Limited Markham, ontario $90,673.00 ($196.16 per unit) Chambers Road oil Gravenhurst, ontario $77,883.16 (liquid only) c) d) NOTE: e) - 2 - 2) Dumpster Bins (Seasonal Use); After considerable discussion, the Public Service Administrator was directed to attempt to sell the seven (7) commercial dumpsters on hand and that the revenues generated would be used to fund new receptacles. 3) Review works done on Private Roads; This matter was deferred until such time a the Township Solicitor provides Council an Staff with a legal opinion. 4) Cedarbrook Drainage; After discussion on this matter, the Publi Services Administrator was directed to grade the outlets to the lake with the ditches closest to the 11th Line being flushed out and regraded if required. If the residents desire tile to be installed, it shall be at the owners expense, provide a permit is obtained from the Township. 5) Truax pit Haul Route Agreement; council discussed with the Public Services Administrator, several amendments to be incorporated into the Draft Agreement. 11:00 a.m. Mr. Rick Jones, Mr. Scott Brumwell and Mr. Louis Kovacs were present to review Kovacs proposed subdivision, Part Lot A and 11, Concession 2, alternate road pattern. A redesign may have been necessary as a result of an objection to the Draft Plan 0 Subdivision by the Nottawasaga Valley Conservation Authority on a through road from Concession 1 to 2 which would transverse over Environmental Protection area. 11:50 a.m. Mrs. Edna Caldwell, Marjory Bell and Vivia Bell were present to discuss the proposed closing of Midhurst Tree Nursery, Ministry of Natural Resources. Council recessed for lunch @ 12:15 p.m. and reconvened @ 12:45 p.m. 3:15 p.m. Fred Haughton, Public Services Administrator, Keith Mathieson, Roads Supervisor, Ron Kolbe, Chief Building Official, Henry Sander, Treasurer, Kris Menzies, Planner, and Darlene Shoebridge, Clerk, were present to discuss "Week in Lieu of Overtime".
