Reeve Drury chaired the meeting and called the meeting to order @ 9:00 a.m. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: Reeve Drury, Deputy Reeve Caldwell and Councillor Crawford declared a potential pecuniary interest with respect to Item 2(c) and Item 3(e) on the agenda with the discussion regarding B.A.F.M.A. 2. DEPUTATIONS: a) Mr. John Morgan, Woodland Heights, was present with regards to Tree Cutting on adjacent Development (Bravakis, Part Lot 37, Concession 1) ; 10:30 a.m. Murray Lockhart, County of Simcoe, By-Law Enforcement Officer, David White, Township Solicitor, Ron Robinson, Township Engineer Staff, Kris Menzies and Fred Haughton were in attendance for this deputation. and also Mr. Morgan & Mr. Fell expressed to Council thei concerns with the recent tree cutting activity on the development and encroachment on adjacent private property. The road allowance at the en of Woodland Heights Crescent was stripped of al trees for the full 66 feet width. They realize that the 70-80 year old trees cannot be replace and therefore were very anxious for the road to be completed with proper drainage, curb and gutter. Staff from the County of Simcoe were present to obtain more specific information on the events that transpired to assist them in determining whether the spirit or intent of the tree cutting was done in violation of the County's tree cutting by-law. This by-law prohibits the slaughter of trees except in approved plans of subdivision or developments. b) c) NOTE: 3. - 2 - After lengthy discussion, Reeve Drury invited Mr. Morgan & Mr. Fell to attend at the Township Engineers offices to review the plans showing road grades, building envelopes, drainage plans, etc. and also suggested that if they request in writing that the street light at the end of the cul-de-sac not be energized. 1:30 p.m. Mr. Leo Longo, Township Solicitor was present to discuss legal matters with regards to B.A.F.M.A. and Embrace Kennels. (This portion of the meeting was held In-Camera, due to potential litigation.) 2:00 p.m. Mr. Leo Longo, Township Solicitor, and Mr. Ron Robinson, Township Engineer spoke to Council regarding the Development Charges Act and its applications to road improvements for the Nunn Subdivision, Part Lot 14, Conca 1. Council recessed for lunch @ 12:30 p.m. and reconvened th meeting @ 1:00 p.m. Council also recessed @ 3:20 p.m. and reconvened at 4:30 p.m. to conduct an interview for Planning Consultants. Reeve Drury left the meeting @ 4:30 p.m. with Deputy Reev Caldwell assuming the chair. MOTION NO.5 Moved by Mortson, seconded by Crawford It is recommended that the correspondence from the Ministry of Agriculture and Food regarding an Appeal received under the Dog Licensing and Live stock and Poultry Protection Act be received and letters be sent to our evaluators indicating that we feel the interests of our ratepayers should be adequately considered. Robinson and Associates Limited regarding Street Light Operation in Horseshoe Highlands Phase IVA be received and the Engineer be directed to proceed to obtain quotations in order that the necessary work be performed and costs associated be taken from the Letter of Credit.
