Drury Also Present Were: Ms. Kris Menzies, Ms. Nicola Linnell, Mr. Henry Sander, Ms. Vivian Bell, Mr. John Mitchell, Mr. Alan Wayne, Mrs. shirley Woodrow, Mr. Conrad Boffo, Mr. Murray Ross, Mrs. Margaret Mortson, Mr. Rod Jennings, Mrs. Carlotta Jennings. Deputy Reeve David Caldwell chaired the meeting. Councillor Mortson declared a monetary Conflict of Interest as he i a joint owner of the subject property and vacated his chair. Deputy Reeve Caldwell opened the meeting by explaining to those present that this Public Meeting was to receive public comments wit respect to a proposed Zoning By-Law Amendment, pursuant to provisions of the Planning Act, 1983, section 34 (12). The applicant has applied to rezone certain lands described as South Part Lot 17 and Part Lot 18, Concession 6, (Mortson). To date, the Council of the Corporation of the Township of Oro have not made a decision on this application, other than proceeding to this Public Meeting. Only after comments are received from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on August 14, 1992, to all property owners within 120 metres of the subject lands. Notice of the Public Meeting was also placed in both the Barrie Examiner and Orillia Packet on August 14, 1992. Deputy Reeve David Caldwell then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that a letter had been received from the Nottawasaga Valley Conservation Authority stating they had no objection to the amendment as it was located outside their jurisdiction. The Deputy Reeve then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Townshi Planner, Ms. Kris Menzies, to explain the purpose and effect of the proposed Zoning By-Law Amendment. Kris Menzies: The subject property is on the South Part of Lot 17 and Part of Lot 18, Concession 6. The purpose of the Public Meeting this evening is to afford Council the opportunity to hear any comments the Publi .' - 2 - Kris Menzies: may want to provide in regards to a rezoning application. As a little bit of background, the Officia Plan in section 5.9.7 which is our Agricultural policies does provide provisions for a second residential dwelling unit to be located on an agriculturally designated property and there are certain conditions in which the applicant must satisfy to Council's satisfaction in order to qualify for such structure. One of the items which Council if they agree with the proponent, after receiving comments from the Public, would have to fulfil, is a zoning amendment whic is what the applicants have requested for this evening. The Agricultural Zoning on the property, and under the Agricultural Zoning By-Law, in section 6.1.1. does permit a second residential dwelling unit if the proponent and Council approves. It is not a site specific zoning but it is a provision to amend the General provisions of the Zoning By-Law to site Specifically identify the property in which the second dwelling unit would be located. If the proponent adheres to the Official Plan Policies, Council after due consideration of the agency and Public comments, agrees that a second residence can go on the property, then a general provision in the Zoning By-Law, section 5.24 will be amende to permit the second residential dwelling unit to be located on the property. I believe Mr. and Mrs. Mortson are here and they may be able to afford the Public in regards to any questions that they might have or to further explain what their proposal is. There being no questions or comments, the Deputy Reeve in closing the meeting, thanked those in attendance for their participation an advised that Council would consider all matters before reaching a decision. He then advised those present that if they wished to be notified of the passing of the proposed By-law, they should leave their name and address with the Clerk.
