DISCLOSURE AND None Declared. 2. DEPUTATIONS: a) 10:15 a.m. b) 11:30 a.m. c) 1:15 p.m. d) 2:00 p.m. DECLARATION OF CONFLICT OF INTEREST: Mr. and Mrs. Edward Dobesberger, were present to address Council with regards to an Agreement of April 1988, regarding existing/new dwelling; Lot 3, Concession 10. Staff Members Ron Kolbe, Chief Building Official and Kris Menzies, Planner, were also present. Mr. Richard Stocki, Mr. Don Morrow, Simcoe County District Health Unit, were present with regards to Disposal via: Septic tanks, holding tanks, hauled sewage; - 4 lagoons in County have been decommissioned due to operation and maintenance costs of owners; - 1 licenced lagoon remaining which is located in Oro Township. Mr. Leo Longo, Township Solicitor, addressed Council regarding the following matters: (1) Draft Cost Sharing Agreement O.P.A. #37; ( 2 ) Embrace Kennels. Ms. Deborah Broderick, Parks and Recreatio Supervisor, Miss Pauline Henderson, Day Camp Director, were present to make a presentation to Council regarding the Oro Day Camp Final Report. f) g) h) i) - 2 - e) Mr. Henry Sander, Treasurer, was present with regards to the review of the 1992 Financial Report; 4:30 p.m. 3. Carried MOTION NO.3 Moved by Crokam, seconded by Mortson It is recommended that the Report from Darlene Shoebridge, Clerk, regarding Municipal Law Course and Planning Administrator Course, b received and adopted. MOTION NO.4 Moved by Crawford, seconded by Crokam It is recommended that the Report from Lynda Aiken, Ron Kolbe and Deborah Broderick, regarding Berthing of Boats, Federal Facilities, be received and adopted, and further, that the costs associated to the purchase and erection of three signs, be funded from within the Parks and Recreation Department Budget. carried. - 4 - MOTION NO.5 Moved by Crokam, seconded by Crawford It is recommended that the Report from Lynda Aiken, Deputy Clerk, rega~ding signing of streets Names, be received and adopted. Carried MOTION NO.6 Moved by Mortson, seconded by Crawford It is recommended that the Confidential Correspondence from Lindsey Morden, regarding Horseshoe Valley Resort corporation, be received and the Township will continue to retain the Letter of Credit and will refer the matter to the Township's Engineers R.G. Robinson and Associates to ascertain whether sufficient works have been carried out in order that a reduction in the secured Letter of Credit may b made. carried MOTION NO.7 Moved by Crawford, seconded by Crokam It is recommended that the Report from Henry Sander, Treasurer, regarding purchase of Transcriber, be received and adopted. Carried MOTION NO.8 Moved by Mortson, seconded by Crawford It is recommended that the Confidential Report from Henry Sander, regarding Treasury Department Staffing, be received and adopted. Carried MOTION NO.9 Moved by Crawford, seconded by Mortson It is recommended that the Report from Deborah Broderick, Parks and Recreation Supervisor, re: Day Camp Director, Pauline Henderson's Report be received and the recommendations be referred to the Parks and Recreation Committee. Carried MOTION NO. 10 Moved by Mortson, seconded by Crawford It is recommended that the Confidential Report from Deborah Broderick, Parks and Recreation Supervisor, regarding a Personnel matter, be received and adopted. Carried MOTION NO. 11 Moved by Mortson, seconded by Crawford It is recommended that the Draft Agreement prepared between the Township of Oro and the Township of Medonte for providing of services related to Waterworks, be received and amended to incorporate inclusions made by Public Services Administrator, and further, that upon final agreement being prepared that the Reeve an the Clerk be authorized to execute same. Carried. - 5 - MOTION NO. 12 Moved by Crokam, seconded by Mortson It is recommended that the Confidential Correspondence from Aird an Berlis re: Draft Cost Sharing Agreement, O.P.A. #37, be received and modified as instructed by Mr. Leo Longo. Carried MOTION NO. 13 Moved by Mortson, seconded by Crawford It is recommended that the correspondence from the Ministry of the Attorney General regarding Embrace Kennels, be received and acknowledged by Aird and Berlis, Township Solicitors. carried MOTION NO. 14 Moved by Crawford, seconded by Crokam It is recommended that the Report from Kris Menzies, Planner, regarding Unassumed Roads, Official Plan Amendment No. 41, be received and adopted. carried MOTION NO. 15 Moved by Crawford, seconded by Mortson It is recommended that the copy of the Confidential Correspondence from Weir and Foulds to Aird and Berlis, be received and the Township Solicitor be directed to respond accordingly. Carried MOTION NO. 16 Moved by Crokam, seconded by Crawford It is recommended that we suspend Rule 21 (d) of the Procedural By- Law No. 89-36 in order for the meeting to proceed past the normal adjournment hour of 4:00 p.m. carried MOTION NO. 17 Moved by Crawford, seconded by Crokam It is recommended that the correspondence from Donald R. MacDonald, regarding Official Plan Amendment No. 37, ontario Municipal Board Hearing, be received and acknowledged. Carried MOTION NO. 18 Moved by Crawford, seconded by Crokam It is recommended that the Confidential Correspondence from Solicitor, David S. White, regarding Subdivision Zonings, be received and that it shall be the Township's policy that Zoning By- Laws will be considered by Council upon confirmation of Draft Plan Approval on any subject property, and further, that the Subdivision Status Checklist, be prepared by the Technical Advisory Committee. Carried. - 6 - MOTION NO. 19 Moved by Crokam, seconded by Crawford It is recommended that the correspondence from Ainley and Associate regarding Ministry of the Environment's comments, O.P.A. #37, be received and the Planning Consultant, Ron Watkin, be directed to forward to the Ministry of Municipal Affairs the draft letter approved by the Township. carried. MOTION NO. 21 Moved by Crokam, seconded by Crawford It is recommended that the application fee submitted on behalf of Oro Motel, Lot 21, Concession 8, for Zoning By-Law Amendment, be refunded, less the advertising costs incurred by the Township, as the amendment was necessary due to a mapping error.
