Mr. Henry Sander, Mr. Paul Eenhoorn and Ms Kris Menzies. Reeve Robert Drury chaired the meeting and called the meeting to order @ 9:05 a.m. 1. DISCLOSURE AND DECLARATION OF CONFLICT OF INTEREST: None declared. 2. DEPUTATIONS: a) 9:05 a.m. b) 10:10 a.m. c) 11:15 a.m. Mr. Paul Eenhoorn, Fire Chief, was present to address Council with regards to the New Trainin Officer and the potential Arena Hall rental for the upcoming Fire Investigation Course, Novembe 16-20, 1992. The Fire Chief also advised Council of an electrical accident at the Oro Arena on October 27th, involving Contractor, Rob Sutherland. An Occupational Health and Safety Report will be completed and Council will be provided copies for their information. Mr. David White, Solicitor, Mr. Art VanVeld and Kris Menzies, Planner, were present with regard to the Simoro Golf Course, Part Lot 19, and Par Lot 20, Concession 1. The owner of the subject lands, Mr. Art VanVeld, presented a proposal consisting of a severance for residential purposes and consolidating an existing parcel into the land holdings, comprising the golf course property to accommodate future clubhouse expansion and providing for site plan control. Kris Menzies, Planner, was present to discuss with Council various planning matters relating to reports and correspondence appearing on the agenda. ¡ . - 2 - d) Al Lees from R. G. Robinson and Associates, wa present to review with Council Harbourwood Subdivision deficiencies, Phases IIA, IIB and III. Mr. Lees provided Council with a written report on all outstanding works to be complete and advised that quotations had been received for the sub-drain system in roadside ditches t be completed this Fall by Strudwick Construction. All remaining deficiencies will be commenced and completed in 1993 when weathe permits, with adequate funding in the form of Letters of Credit being retained, all in accordance with the Subdivision Agreement provisions. 12:00 p.m. NOTE: Council recessed for lunch from 12:55 p.m. to 1:50 p.m. 3. MOTION NO.1 Moved by Mortson, seconded by Crawford It is recommended that the Agenda for the Committee of the Whole Meeting dated Wednesday, October 2B, 1992, be adopted as printed an circulated with the addition to the following: 4. e) Letter from Allan McLean, M.P.P., Simcoe East, regarding submissions for ontario Commemorative Medals to mark the 125th Anniversary of Confederation; 4. d) David S. White, Township Solicitor, Confidential Correspondence re: Bravakis Subdivision Drainage; Carried MOTION NO.2 Moved by Caldwell, seconded by Crokam It is recommended that the Report from Paul Eenhoorn, Fire Chief, regarding Training Officer, be received and adopted and that Mr. Randy Langstaffe be appointed to the position of Training Officer for the Township of Oro, effective September 1, 1992. Carried MOTION NO.3 Moved by Crawford, seconded by Mortson It is recommended that the Fire Chief, Paul Eenhoorn, be permitted to use the Oro Arena Community Hall Facility to host a forty hour Fire Investigation Course from November 16-20, 1992, and further, that any rental fee applicable be waived. Carried MOTION NO.4 Moved by Mortson, seconded by Crawford It is recommended that the Memo from Lynda Aiken, Deputy Clerk, regarding Draft Business Licencing By-Law, be received and the By- Law be presented in its amended form at a future meeting of Council prior to December 31, 1992. Carried - 4 - MOTION NO.5 Moved by Mortson, seconded by Crawford It is recommended that the Report from Kris Menzies, Planner, regarding Hardwood Hills Rezoning, Part of Lot 11, Concession 6, be received and the By-Law not be presented until after the hydrogeological studies are completed by either the County of Simco or the property owners, to the satisfaction of Oro Township. Carried MOTION NO.6 Moved by Crokam, seconded by Crawford It is recommended that Solicitor, David S. White and Township Planner, Kris Menzies, prepare a report for Council in regard to a proposal for severance and site plan on Part Lot 19 and 20, Concession 1, (Simoro Golf). carried MOTION NO.7 Moved by Caldwell, seconded by Crokam It is recommended that Solicitor, David S. White, be directed to correspond with the owners of Hardwood Hills, Part Lot 11, Concession 6, advising of the position of the Township of Oro in th event of any illegal uses of buildings or structures on the property, prior to approval of the proposed Zoning By-Law. carried MOTION NO.8 Moved by Crawford, seconded by Mortson It is recommended that the Confidential Correspondence from David S White, Township Solicitor, re: Bravakis Subdivision Drainage, be received, and the Township Engineer be directed to review drainage plans and report to Council, and further, the Township acknowledge the correspondence from Greenfield, Gilmore, concerning drainage damage onto Brian and Siske Pratt property and that their concerns are being investigated. carried MOTION NO.9 Moved by Crokam, seconded by Caldwell It is recommended that the Report from Kris Menzies, Planner, regarding Official Plan Amendment No. 4B, Ministry of the Environment correspondence, be received and adopted. Carried MOTION NO. 13 Moved by Caldwell, seconded by Crokam It is recommended that the correspondence from R. G. Robinson and Associates, as presented by Al Lees, Project Co-ordinator, regardin outstanding deficiencies with Harbourwood Subdivision, be received and Council authorize and direct the Township Engineers to have the following works undertaken: 1) Sub-Drain System for roadside ditches be done this Fall as quoted by Strudwick Construction Limited; 2) Top lift of asphalt in Phases IIB and III, be applied in early Summer of 1993; 3) All necessary lot grading be completed after determination being carried out and to be done in 1993; - 6 - MOTION NO. 13 cont'd 4) Completion of Parkland requirements be undertaken in 1993, after the Parks and Recreation Committee have made a site visit; and further, that all the above works be taken from the existing funds within the Letter of Credit. carried MOTION NO. 14 Moved by Mortson, seconded by Crokam It is recommended that the Letter from R.G.
