Reeve Robert Drury chaired the meeting and called the meeting to order @ 9:15 a.m. DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF: - IN ACCORDANCE WITH THE ACT 1. None declared. 2. DEPUTATIONS: a) 9:30 a.m. Mr. Chris Williams, Aird & Berlis, Township Solicitor, spoke to Council regarding Township of Oro vs Sarjeant et al (Zoning & building infraction - Bass Lake). Also present during the deputation was Mr. Greg Mulligan, Solicitor representing the Bass Lake Orillia-Oro Ratepayers Association, as well as officials from the Ministry of Natural Resources, Kim Benner, Graham Finlay and Roy Alkema. (This portion of the meeting was held In- Camera - litigation matter) b) 11:30 a.m. Mr. Paul Eenhoorn, Fire Chief, was present to speak to Council regarding the sale of surplus tanker truck and correspondence received from Township of Medonte requesting report on fire services to be provided to the Township's of Orillia, Matchedash and Village of Coldwater. f) g) h) 4. - 2 - 3. Oro Trails MOTION NO.1 Moved by Crawford, seconded by Mortson It is recommended that we do now go In-Camera @ 9:30 a.m. to discus litigation matters with Solicitor Chris Williams. Carried MOTION NO.2 Moved by Caldwell, seconded by Crokam It is recommended that we do now Rise and Report from In-Camera @ 10:15 a.m. carried . - 3 - MOTION NO.3 Moved by Caldwell, seconded by Crokam It is recommended that with respect to the litigation matter concerning Township of Oro vs. Sarjeant et aI, that the municipali continue to proceed with the prosecution and instruct the Township' Solicitors Aird & Berlis to perform and carry out any necessary actions required on behalf of the Township of Oro, to do so, and further, that the Ministry of Natural Resources be requested to participate as a Party to the proceedings and invite the Bass Lake Orillia-Oro Ratepayers Association to participate as well. Carried MOTION NO.6 Moved by Mortson, seconded by Crawford It is recommended that with respect to the Cost Sharing Agreement with Official Plan Amendment No. 37, that such Agreement also make provision to provide for the Township to use its best efforts to recover costs from non-participating land owners including amending the Application Fees By-Law. carried - 4 - MOTION NO.7 Moved by Crokam, seconded by Caldwell It is recommended that the account for services from Aird & Berlis re: Gray sale to Duff, be received and the Solicitor be requested to provide further clarification on the transactions that occurred. Carried MOTION NO.8 Moved by Mortson, seconded by Crawford It is recommended that the Confidential Correspondence from Greenfield, Gilmore, Solicitors, for Brian and Siske Pratt, regarding development on Lot 36, Concession 1, (Bravakis) be received and a deputation be arranged at the next Committee of the Whole Meeting with the parties and their Solicitor and Township Engineers, R.G. Robinson and Associates and Solicitor David White. Carried MOTION NO.9 Moved by Crokam, seconded by Caldwell It is recommended that the Township of Oro authorize the purchase 0 one twelve inch (12") vermeer wood chipper by December 31, 1992, at a cost of $3,000.00, as per quote supplied by BNR Equipment. Carried MOTION NO. 10 Moved by Crawford, seconded by Mortson It is recommended that the quotations received for the sale of surplus tanker truck be renegotiated at the highest possible amount Carried MOTION NO. 11 Moved by Caldwell, seconded by Crokam It is recommended that correspondence be sent to the Joint Councils of the Township's of orillia, Matchedash and Village of Coldwater, requesting that any communication from sub-committees be sent from the Joint Councils to the Joint Council of Oro-Medonte, and further that Oro-Medonte are in the process of establishing the new administration structure and will be in a position to address any requests brought forward early in 1993.
