Regarding the request by the township for public comments into the need for revisions to
The Official Plan of the Township ofOro-Medonte, I respectfully submit the following
suggestions:
1. Under Development Policies - A section be added for existing industries and
commercial ventures in which adequate buffering/screening and landscaping of
current industries or commercial enterprises within 2,000 feet of a residence or
agricultural enterprise be made mandatory and enforced - for the mental and
physical health of the occupants of the neighbouring residence; for the health and
safety of any animals or crops on the neighbouring residence or agricultural
enterprise thereby ensuring the livelihood of the owners of the residence or
agricultural enterprise; to maintain the market value of the residence and
agricultural property in the vicinity rather than decrease its value by tens of
thousands of dollars; for the health, safety and protection of the water sources and
environment in the immediate vicinity of these industriaVcommercial businesses
which may be affected by chemicals, dust, toxic fumes, noise etc.
The bufferinglscreeningllandscaping should be sufficient and high enough to
adequately block out the view of the industry and its noise within a minimum
length of time (example, within 3-4 months of completion/occupation of the
facility) rather than the 12-15 years which it takes seedlings to mature. Fences
should be barrier type(wood rather than chain link) and high enough to block out
views/noise and must be sufficiently maintained to prevent eyesores tTom
developing in the future. Currently a high standard of landscaping is required on
ne:w: businesses adjacent to Highway 11 only and outdoor storage screened tTom
Hghway 11 only.

2. Under the same policy that new industries/commercial businesses also be bound
by the same provisions as I have suggested above for the same reasons and that
they be applied to within 2,000 feet of a residence or agricultural enterprise, rather
than "adjoining" or "adjacent" as currently defined by Council.
3. Under the same policy that any re-development of existing industrial/commercial
uses involving expansion be under the same site plan control provisions as I have
suggested above as it applies to their expansion. Currently existing industries may
expand up to 25% each year and avoid being under the current site plan controls.
4. Once again as in D7. 5 .l.g) "close promiximty" be defined as approximately 2,000
feet for existing, new, and re-developed industrial/commercial businesses and that
adjacent, abutting, and adjoining be dropped rrom the wording of the policies.
5. That a noise avoidance policy or bylaw be incorporated into the official plan as it
pertains to industries/commercial businesses - with definitions of types of noise
pollution (e.g. grinding, welding, lift trucks, dump trucks, painting, spraying
equipment, hammering, banging of metal etc.), the times of day that this type of
noise is allowed (for example: 8;.00 a.m. to 6:00 p.m. only), and enforcement
policies - whether it be through a bylaw officer or other agencies. Again this needs
to be defined and made immediately enforceable for the physical and mental health
and protection of humans, animals, crops, property values, and the environment.

Residential. This particular piece of land is in the middle of the Spraggett

Re: Intent to Sever Property at 628 Ridge Road

We represent Buffi Woronka. owner of the Brundall Bed & Breakfast located at 628
Ridge Road, Township of Oro-Medonte.
Our client is interested in severing her 5.7 hectare (14 acre) property to create one
additional building lot. Currently the property is designated "Agricultural" by the
Official Plan for the Township of Oro-Medonte.
It is our understanding that the Township is preparing to review its Official Plan.
Furthermore, we understand that once Council initiates the process, Planning Staff
hopes to hold a public meeting early in May, with deputations to Council to follow.
As such, we feel that it is an appropriate time to request modifications to the
document.
Current Official Plan policies for the Agricultural designation permit the creation of
new lots for residential purposes if it is intended for use by a retiring bona fide
farmer, or if it is considered an infUllot. In the case of the Woronka property, neither
criterion would be satisfied; hence we would be seeking an Official Plan Amendment
to redesignate the lands to Rural. Schedule AS shows the lands to the south of
Ridge Road as designated Rural, therefore it would be a continuation of a
contiguous land use designation-
During the process of the Official Plan review, we are officially requesting on behalf
of our client that the Township of Oro-Medonte review the policies relating to land
severances specifically in the Rural land use designation. The Plan requires a
minimum of 35 hectares of land before a severance for residential purposes can be
considered. We propose that no minimum lot size be required to be consistent with
County of Simcoe Official Plan and the Provincial Policy Statement.
The Rural and Agriculture land use designation of the County of Simcoe Official
Plan does not indicate a minimum lot size to sever a parcel of land_ As noted, the
Provincial POliCy Statement is also silent on lot size.
With a total of 5.7 hectares, or 14 acres, the property is not large enough to
economically sustain a stand alone farming operation_ Currently the owner rents a

portion of the land, approximately 3.2 hectares, to neighbouring farmers, In
addition, there is a house to the east of our client's home. A severance to create
another lot in between the two lots would simply consolidate an established
development pattern.
We feel that there is justification for this request and wish to pursue the matter
further during the reView of the Official Plan_

Dear Andria,
During the Official Plan Review 2002, I would ask that the Review Committee consider the
rezoning of a portion of our 72 acre property located on the west side of Highway # 11 at the 9th
Line, Oro-Medonte to Industrial/Commercial designation.
I feel that this is an ideal location for this designation as the property is located approximately
half way between Orillia and Barrie, has highway exposure and is on a cloverleaf.
My experience in real estate has indicated that there is a need for Industrial/Commercial property
with highway exposure, at favorable market prices in an area that could service both Barrie and
Orillia. My clients indicate they would be interested in establishing new businesses in this area
if property becomes available. The area would be accessed by a service road from the 9th Line.

Current Official Plan policies for Agricultural designation permit the creation of new lots for
residential purposes is intended for use by a retiring bona fide farmer, or if it is considered an
infilllot.
The Official Plan has overlooked the circumstances of my Agricultural Property that was a 100-
acre property that was divided by the ridge road. The construction of the road was beyond the
control of the property owner and has divided my farm into two parcels. According to
information that I have received trom your office the Official Plan may not have anticipated such
circumstances and, as it now exists, may prevent me from severing a retirement lot due to the
acreage in each parcel.
Not permitting me to sever a retirement lot goes against the intent of the official plan to preserve
and keep agricultural land in production. It forces the separation of agricultural land making both
parcels too small to be economically viable for agricultural use.
The landowner has no control over the building of the road or the Township's designation of the
two parcels of land. There should be provisions in the Official Plan to enable me to sever a
retirement lot the same as any other retiring bona fide farmer has the right to do.

We understand that a Special Meeting of Council is scheduled for Wednesday, May 8,
2002 to confirm the need for a review of the Township's Official Plan.
As you know, on behalf of our client Ucci Consolicated Companies Inc., we have
submitted an application for an Official Plan Amendment to redesignate the subject lands
to permit an adult lifestyle residential golf course development. The Official Plan
anticipates this type of development and sets out that it shall occur by way of an
amendment to the official plan, subject to certain criteria being satisfactorily addressed.
As you also know, the County of Simcoe Official Plan, however, directs such
development to designated settlement areas. However, recognizing that the shoreline
areas of the County have historically functioned as settlement areas, the County recently
completed a shoreline planning study with the overall intention to develop policies that
might reconcile the continuance of historical patterns of development in the shoreline
areas, with the growth and settlement strategy laid out in its Official Plan
On several occasions we have expressed our concern about the "disconnect" between
the Township and County Official Plans with regard to this development proposal. We
would ask that Council address this issue as part of its official plan review process_

We live on a 5 1/2-acre lot with a 700-ft ftontage along the Ridge Road between the 4th and 5th
lines of Oro-Medonte.
Current Official Plan policies for rural designation require 90 acres to create a severance.
We are requesting changes to the Official Plan to enable parcels ofland 5 acres or larger to be
eligible for a severance.
Our property is described as Lot 26 Con 5 and our Green Number is 905.

A few of my thoughts, questions and suggestions for consideration for inclusion in the
Oro- Medonte Official Plan.
An Official Plan should reflect the future dreams and desires of all ratepayers equally
while maintaining cost and optimum service to the shareholders.
· How much has this plan cost direct to consultant, indirect, staff, time and meetings?
· Have the ratepayers of Oro-Medonte needs been serviced? At what cost per head?
· How many dollars have been spent to enforce the existing Official Plan since
ratification? Can we afford it?
· As the new thrust appears to encourage the capturing of the travelling tourist dollar,
what areas have been ear marked for local tourism operation expansion?
· 25% of our Township Boundaries are waterfront. What areas are set out for new
marinas, motels, or expansion of existing facilities?
· Why do we have farmland situated on the lakeside of # 11 Highway labeled for
commercial industrial when we can not attract industry to locate at the airport on the
north side of # 11 Highway?
· Why do we not have future commercial or highway service properties on 400
Highway or # 12 Highway?
Comments on the Oro Moraine
· Stop all development of any kind on Oro Moraine until the property owner can
demonstrate the proper conserving of our most valuable resource ground source
drinking water.
· Enact a control that only water for drinking or potable consumption to be removed
from the underground aquifers on the Oro Moraine.
· All other uses of water from other sources, like our for-fathers did when they settled
this area. Collect rainwater in cisterns.
· Have all existing homes and farms now located on the Oro Moraine retrofitted to
comply with the above control.
· Enact a clause that would require anyone purchasing a farm that it must be used for
agriculture not just a living accommodation.
The above two suggestions would guarantee the future generation ofOro-Medonte, food
and safe drinking water.
Thought should be given to what if gasoline goes to $3.00 - $5.00 a litre. The resurrecting
ofthe local general store (food, hardware, drugs & fuel) will be in demand. To reduce the
amount of exhaust gases and protect our environment,
Our official plan should include large open activity parklands for sports recreation
purposes.
