1988-019 Medonte By-law to Regulate and to Prohibit Wrongful Use of Water
THE CORPORATION OF THE TOWNSHIP OF MEDONTE
BY-LAW NUMBER 88-19
BEING a by-law to regulate and to prohibit wrongful use of water
WHEREAS Section 12 of the Public Utilities Act, R.S.O. 1980, C. 4-23 as amended
empowers the Corporation of a local municipality to pass by-laws to regulate, supply
and to prohibit wrongful use of water

AND WHEREAS the Council of the Corporation of the Township of Medonte deems
it adv isable to provide a By-Law which sets out the conditions on which domestic water
service shall be supplied to ratepayers.
NOW.fTHEREFORE the Council of the Corporation of the Township of Medcinte enacts
as follows:

1) That this By-Law shall apply to all Municipal water systems within the Township
of Medonte and the Police Village of Hillsdale.
2) That all owners of residential property in the Township of Medonte whose
residential property fronts on a Township road that has an adequate municipal
water line servicing the property shall connect to the said line for the supply
of domestic water.
3) All owners of properties connected to the Township of Medonte waters systems
shall pay a rate as determined from time to time by. Council.
1+) All charges and rates shall be due on demand. All owners shall be notified
in writing of any water account that is outstanding for thirty (30) days after
the due date thereof and shall be notified that the Township may on the
expiration of an additional thirty (30) day period, in addition to other remedies,
discontinue the supply of water to the owner.
5) Application for a water service connection shall be made at the time of
building permit application if the property is to be serviced by Municipal Water.
The water service connection fee shall be established by resolution of Council
from time to time. The water service connection fee shall be paid in 5ull
prior to a building permit being issued.

6) No one shall connect to the Township water systems on relocate a service
without having the work inspected by the Township.
7) If the owner fails to keep his water service line in good working order and
repair and this results in a loss of water, the Township may enter upon the
land where the service pipe is and repair the same and charge the cost thereof
to the owner, and the cost may be collected in the same manner as the water
rates and the Township may terminate the supply of water until repairs are made
to the satisfaction of the Township.
8) There shall be no obligation on the part of the Township to service any lands
",:,ithin the Township for the supply of water and the Township reserves the
rlgh~ ~o determine what residential areas shall be serviced with the supply of
MUnlc1pal water for domestic purposes.
9) The Township of Medonte does not deem the outside usage of water to water
lawns, or gardens, or the filling of swimming pools to be a domestic use under
the terms of this by-law and the Township may from time to time by
resolution prohibit or regulate these types of use.
10) Notwithstanding paragraph 9 above, the Township recognizes the need to water
lawns and gardens. Therefore, water used outside a residential or commercial
building shall be restricted to one (1) outside water faucet between May 15th
to September 15th in each year to the time and days as set forth in Schedule
"A" attached hereto.

11) The filling of swimming pools with water fro!YJ a Municipal Water System is
prohibited however, an owner may occasionally top up a swimming pool during
the designated outside water hours as set out in Schedule "A" attached hereto.

12) In addition to any other penalties prescribed by law, each owner of a property
connected to a Township of Medonte Municipal water system who contravenes
or does not comply with the provisions of this By-Law is guilty of an offence
and on conviction is liable to a fine of not more than $1,000.00.
13) That this By-Law shall take affect upon the date of its passing.

OUTSIDE WATER USAGE
Water used outside a residential or commercial building to water
lawns, gardens or top up swimming pools shall be restricted to one
(1) outside water faucet between May 15th to September 15th
between the hours of 5:00 A.M. and 8:00 A.M. and between the hours
of 7:00 P.M. and 11 :00 P.M. on the designated calendar days for the
following locations.
