CALL TO ORDER
The meeting came to order at 7:05 p.m, and was chaired by W. Gardy,
1.0 MINUTES OF THE JANUARY 17,2002 COMMISSION MEETING
MOTION: Moved by R. Hough, seconded by M, Ramsay,
2002-AC-06 "THAT, the minutes of the January 17, 2002 Commission meeting,
be approved."

3.0 PROPERTIES & COMMERCIAL DEVELOPMENT COMMITTEE
i) W. McArthur reviewed an Request for Proposal for the preliminary engineering
design of a mid-point parallel taxiway system as provided by Pryde, Schropp,
McComb Inc.
MOTION: Moved by M. Ramsay, seconded by F, Smith,
2002-AC-07 "THAT, the Lake Simcoe Regional Airport Commission authorize
staff to contract the services of Pryde, Schropp, McComb Inc. for
the preliminary engineering design of a mid-point parallel taxi-way
system for a quoted fee not to exceed $17,055.00, plus applicable
taxes."

indicated that the Lake Simcoe Regional Airport Commission should prepare a
list of required capital upgrades for present and future projects, as well as their
associated costs, As a result of this, M, Drumm and W. McArthur were directed
to prepare for the Commission such figures,
ii)
Further to the January 17, 2002 Commission meeting minutes, R. Hough and L.
Leach updated Commission members as to the status of the ongoing property
negotiations associated with the 8.2-acre triangle of land, In a staff report
prepared by Kathy Gray, City of Barrie Real Estate Department, it was indicated
that all negotiations with the owner(s) of the property have been unsuccessful to
date and that other proceedings should now be considered. As a result of that
report, the following motion was passed,
MOTION: Moved by M, Ramsay, seconded by F. Smith,
2002-AC-08 "THAT, the Lake Simcoe Regional Airport Commission authorize
staff to get expropriation advice from the airport solicitor and report
back to the Commission as information becomes available."

iii) Further to Commission Motion 2002-AC-03, M. Drumm advised the Commission
that the solicitors representing the three municipalities and the airport had not, to
date had a meeting to formalize the council approved Lake Simcoe Regional
Airport Agreement. Although W, Dickie was not present, M. Drumm indicated
that W, Dickie was encouraging the solicitors to conduct the meeting as soon as
possible, Further information will be presented, as it becomes available,
4.0 2002 AIRPORT OPERATING & CAPITAL BUDGET
i) S. Trotter, W, McArthur and M. Drumm reviewed and distributed final copies of
the 2002 airport budget.
MOTION: Moved by M, Ramsay, seconded by L. Leach,
2002-AC-09 "THAT, the Lake Simcoe Regional Airport Commission approve the
2002 Airport Budget and that it be distributed to the three
Municipalities for approval."

5,0 NEW BUSINESS/CORRESPONDENCE
i) The airport manager's report was received as information.
ii) All additional correspondence as presented by the airport manager was
reviewed.
iii) G. Fernandes requested that future correspondence addressed to the three
Municipalities regarding the attendance of Commission members at the
scheduled monthly Commission meetings also include a detailed list depicting
the other meetings and activities that various Commission members participate
in,

Dear Mayor and council members,
I am writing on behalf ofthe Sierra Club to urge you not to allow any more gravel pits on
the Oro Moraine. In particular, we would like you to deny the application to re-zone 12th
line from MR.2 to MR.1, to accommodate an aggregate extraction operation on both sides
of 12th Line. It makes no environmental or financial sense to endanger the health and
well-being of your community for a gravel pit that is not needed.
The Oro Moraine filters about 32,400 million litres of water each year, enough to supply
a city of 200,000 people. The proposed gravel pit would penetrate to a scant 1.5 meters
above the existing water table, allowing pollution of the' groundwater on which your
Township relies and necessitating expensive treatment to ensure that it is safe to drink.
In addition, active gravel pits in your Township now operate at less than 25% of their
permitted capacity, an astounding 10 million tons of gravel per year. There is absolutely
no need for additional pits.
Left intact, the Oro Moraine will provide you with a never-ending supply of fresh, clean
drinking water for generations to come. For a long-term cost to the community, gravel
c>;traction wi11 generate short-term profits to the operators and provide the raw materials
tor needless highways and suburban sprawl development in the province. If you add up
tile costs and benefits, the correct decision is obvious: you must not allow any more
t:'ravel pits on your moraine.

Dear Mayor Beard & Members of Council:
I am writing on behalf of the Board of Abbeyfield Housing Society of Shanty Bay, to update
you on the progress of O'Brien House - a project which you have generously supported since its
inception, The Board also wishes at this time to make application for a grant of five thousand
dollars ($5,000) for O'Brien House, to be included in the Township's budget for 2002 as part of
its yearly grant process.
We are entering the new year with a great deal of confidence and enthusiasm. Negotiations with
First National Financial Corporation for a CMHC-guaranteed mortgage are in their final stages,
This financing is augmented by loans from several 'friends of O'Brien House' , which along
with our highly successful fundraising, are further evidence of the wonderful local support the
project has received,
The cpm ing year will be both pivotal and challenging. Construction will begin early in January,
and we will open our doors to ten residents (at a manageable pace, two at a time) beginning in
September. What this means for 2002, of course, is that there will be a maximum outlay of
fund~ coupled with minimum income from residents, which won't begin until September.

O'Brlcn House and for the local initiative this project represents, by approving our request for a

Orillia's inquiry services provide infonnation on the full range of human services from a11 levels of
Government, the non-profit sector, the private voluntary sector, by individuals in the community as well as
from the business sector,

On May 3 & 4,2002 The OriHia Fish & Game Conservation Club wi)) host the 11th Annual
Ontario Hunter Education Instructors' Conference at the OriJ)ia Highwayman Inn.
Throughout this two day event there wi)) be draws, door prizes and a silent auction. Proceeds
from the draws and auction wm help to defray the cost of the Conference.
It is we)) known that the number of hunter related accidents have been dramaticaUy reduced
since Hunter Safety Instructions have been implemented. These instructors volunteer their
time to attend many courses in order that they can keep up with the ever changing regulations.
Most attend out-of-town classes at their own expense.
Our committee is asking for donations to help these instructors to continue teaching new
hunters in the safe use of a firearm. We hope you and your company will support us in this
endeavor.

15/16th Side Road for their monthly meetings. Every
spring our members take time to clean the hall.

MUSIC DIRECTOR., NAMELY MARILYN GREGORY, LIVING IN HAWKESTONE.
MARILYN BEGAN THE ORO-MEDONTE CHILDREN'S CHOIR IN 1995 WITH NINE
YOUNG PEOPLE AND HAS PROVIDED THE ORGANIZATION AND LEADERSHIP
NECESSARY TO EXPAND THE NUMBERS TO AS MANY AS THIRTY-FOUR
CHILDREN. THIS PAST FALL, A YOUTH CHOIR WAS ALSO ESTABLISHED FOR
YOUNG SINGERS TWELVE AND UP WITH 1vlEMBERSHIP BY AUDITION. THIS HAS
CREATED AN OPPORTUNITY FOR THESE OLDER CHILDREN TO WORK ON MORE
CHALLENGING REPERTOIRE AND TO DEVELOP MORE ADVANCED VOCAL AND
CHORAL SKILLS.
I'M SURE YOU WILL AGREE THAT THIS IS A WONDERFUL ACTIVITY TO HAVE
A V AlLABLE IN OUR AREA. IN THE SAME WAY THAT OTHER CIDLDREN ENJOY
INVOLVEMENT IN SPORTS, RECREATION, AND LEISURE THESE YOUNG PEOPLE
DEVELOP NEW SKILLS, BUILD CONFIDENCE, AND LEARN MUCH ABOUT
TEAMWORK, .DEDICA TION AND COMMITMENT THROUGH REHEARSALS AND
PERFORMANCES. IT IS ALSO A WELL DOCUMENTED FACT THAT CHILDREN
INVOL VED IN MUSIC PROGRAMS ALSO PERFORM BETTER IN SCHOOL.

THE TOWNSHIP. THE CHOIRS HAVE PERFORMED UNDER THE NAME OF ORO-
f\1EDONTE AT SUCH VENUES AS THE KIWANIS FESTIVAL IN BOTH ORlLLIA AND
BARRIE. THE FESTIVAL OF TREES IN BARHJE, THE SIMCOE COUNTY CHILDREN'S

BROADENING THE CHORISTERS' MUSICAL EXPERIENCE. ADDITIONAL SUPPORT
AND FUNDING IS REQUIRED AS THE COST OF MUSIC HAS RISEN, AND BOTH THE
DIRECTOR AND ACCOMPANIST NEED TO BE REMUNERATED FOR THEIR SKILLS
AND DEDICATION. EVEN SO, THE COST OF THIS TALENT IS VERY LOW. IN ORDER
TO ENSURE THE LONG-TERM EXISTENCE AND GROWTH OF THE CHOIRS, WE
HA VE RECENTLY FORMED A VOLUNTEER BOARD OF DIRECTORS TO ASSIST IN
THE MANAGEMENT OF THE ORO-MEDONTE CHILDREN'S AND YOUTH CHOIRS. AS
A REGISTERED NON PROFIT ORGANIZATION. THE NEWLY FORMED BOARD, OF
WHICH I AM ITS FIRST PRESIDENT, WILL BE RESPONSIBLE FOR INCREASING THE
CHOIRS' VISIBILITY, EXPANDING ITS MEMBERSHIP, ARRANGING TOURS AND
PERFORMANCES, AND FUND RAISING. WE HAVE ALREADY EXAMINED THE
OPERATIONS OF SIMILAR CHOIRS IN OUR REGION AND HAVE DECIDED TO
MODEL OUR'S AFTER THE COUCHICHING YOUTH SINGERS IN ORILLIA.
TODAY, WE ARE HERE TO RESPECTFULLY REQUEST COUNCIL'S CONSIDERATION
OF PROVIDING THE ORO-MEDONTE CHILDREN'S CHOIR AND YOUTH CHOIR WITH
A GRANT OF $1500.00 TOWARDS OUR OPERATING COSTS. WE HOPE COUNCIL
WILL AGREE THAT THIS IS A WORTHY EXPENDITURE OF MONEY ON BEHALF OF
THESE CHILDREN AND THEIR FAMILIES.
WE HAVE ATTACHED A PROPOSED BUDGET, AS WELL AS ADDITIONAL
DOCUMENTATION, TO OUR DEPUTATION IN SUPPORT OF THIS REQUEST.

They are Community Choirs
The Choirs were formed to offer an opportunity for
anyone 8 to 18 years of age to be part of a musical
experience. Throughout history and in every culture,
music has been written to capture expressions of the
people in work, play, celebration, protest, spiritual
pursuits, and simple entertainment. As a community
choir we are able to select freely from this vast treasure
trove of musical delights and hopefully also celebrate
our human diversity.
A quick history
The children's choir was formed as a single group in
the Fall of 1995 with 9 members. Since then it has
grown to as many as 34 members. The choir has
performed at a variety of venues -- from banquets to
Ploughing Matches, from Kiwanis festivals to schools
and churches. In 200 I the choir was divided into two
groups, The Oro-Medonte Children's Choir and the
Oro-Medonte Youth Choir.
The Oro-Medonte Children's Choir
This choir is open to any young person from the age of
8 and up. There is a strong emphasis placed on
learning the basic skills of reading music, hearing
pitch, developing the ability to sing harmonies, and
learning good vocal and choral technique. Members
are introduced to a variety of repertoire and will
participate in a variety of Concerts.
The Oro-Medonte Youth Choir
In order to fully realize the developing singers'
potential, a second choir was added. This choir will
includes young people from the ages of 12-18 (by
audition). The repertoire for this choir will be
significantly more advanced and utilize greater vocal
skins, readioe ability and choral technique.
About the Director
Marilyn Gregory was born and raised in Saskatchewan
before attending Bethel College, Kansas to obtain her
degree in Vocal Performance. In addition she received
Iraining in classical and jazz piano and in drama. She
tlught music and theatre in Leamington for two years
and then worked in Musical Theatre in and around
Toronto from 1988-1993. During the 1993 season in
the Stratford Festival Theatre, Marilyn met her
husband, Bob, and moved to Hawkestone. There she
began teaching voice and piano, founded the Oro-
Medonte Children's Choir and the Hawkestone Singers
and has performed locally with jazz ensembles and
community theatre groups.
Who can join the Choirs?
Anyone between the ages of8 to 18 can join the choirs.
Marilyn Gregory believes everyone can sing and no one
is restricted from participating provided they are
enthusiastic about learning to sing in a choir and
Serious about their part in rehearsals and perfonnances,
The youth choir requires greater musical skills and
therefore auditioning is required. To know what is

What can you expect to learn?
As a choir member you will learn to read music, to sing
melody and hannony (two or three parts) and to sing a
wide variety of music. Some of this music will be quite
contemporary and some of it will be very old but all of
it will give you something to enjoy and appreciate.
Most importantly, we will learn some of the basics of
good singing and how to help each other to be part of a
choir that sings well together. It is very important that
everyone brings out the best in each fellow choir
member.
About the Rehearsals
Rehearsals take place in the Hawkestone Community
Hall on Thursday evenings. The Children's Choir
(ages 8 & up) begins at 6:30pm and finish at 7:30pm.
The Youth Choir (12-18) will begin at 7:30 and finish
at 9:00pm,

About Performances
The choir perfonns at six to eight venues per tenn.
These usually take place during the final month of the.
tenn. There is a concert held in conjunction with the
Hawkestone Singers and special guests at the end of
each tenn -- a Christmas Concert in December and a
Cabaret in May. On these days we hold one concert at
2:00pm and one at 7:30pm.
The OMCC has annually taken part in the Kiwanis
Festivals in the area. As the choir develops, we look
forward to the prospect of future choir tours and taking
part in choral festivals held regularly across the
country

Attendance is very important as it is with any
successful team. We learn new material each rehearsal
and it is best when everyone keeps pace. If you arc
unable to attend, leave a message at 487-6385 prior to
the rehearsal. If a member misses more than 3
rehearsals or concerts during a tenn, the family will be
contacted to discuss concerns.

As part of the learning experience in the Oro-Medonte
Children's Choir you will also learn to be a good
perfonner. Presentation, energy, focus and decorum
are all part of the skills of choral perfonnance.
...as to performance uniforms
Each choir member will be able to pay a $10 annual fee
for the use of a unifonn for perfonnances.
Measurements will be taken at the beginning of the
year.

Newsletters
Newsletters are sent home with the choir members to
keep everyone infonned of upcoming performances and
events or changes to previously scheduled events.

you receive them.
Parent/Guardian Assistance
Parents' and guardians' roles are valued in the Oro-
Medonte Children's Choir, Supporting each choir
participant plays an important part in the child's
development (e.g, reviewing music, transporting

Parent Committee
The parent committee is an important part of the day-

Dear Mayor,
The Oro-Medonte Community Policing Committee is presently
endeavouring to put more funding in place to help support some
upcoming projects and expand our scope of involvement in the
community, We would like to request a donation of $900.00 from
Council to help us with these projects.
Our yearly expenses involve the restocking of our
fingerprinting supplies, yearly stationary expenses, the
hiring f an accounting specialist, providing the initial
Neighbourhood Watch sign to those wishing to form a committee
in thei: neighbourhood, expenses associated with our
"Neigh~Gurhood Hero" awards and other incidentals. We are

and hieL school system. We also want to purchase 2 wooden
photo room dividers to display our activities at local Fairs,
schools and the new police satellite office. We are also
interested in obtaining some computer equipment of our own and
a combination T.V./VCR for in-house education and
presentations.
Our committee has offered to take over the distribution of
bus patroller thank you certificates for the O.P.P. and we are
formalizing plans to create a strong Neighbourhood
Watch Committee, developing a resource library of books,
workbooks, pamphlets and videos that will assist our
neighbours with the set-up of their own Neighbourhood Watch.

Road Watch, that the cheques be issued separately for
bookkeeping purposes. Joan FitzGerald and the OMCPC would
much prefer keeping our requests separate, if possible.

B1. When was your organization started and why?
On January 1st 1989 the Ontario Provincial Police, in
conjunction with the Oro Township Council, began a program
of Community Policing in Oro Township. We now exist
as the Oro-Medonte Community Policing Committee. Our
purpose is to voice the concerns of the community and
individuals, in respect to policing, to the O.P.P. and
promote solutions. We work together with Road Watch,
Block Parents and Neighbourhood Watch on an ongoing basis
to help maintain a safe environment in our community.
We have approximately 15 active members representing various
segments of Oro-Medonte Township. These include coordinating
captains of Neighbourhood Watch, administrators of the Road
Watch and Block Parents in our community, an Oro-Medonte
Councillor, and Community Policing officers representing
the O.P.P. from the Barrie detachment, who is now responsible
for policing Oro-Medonte Township. We meet the first Tuesday
evening of every month from September to June at the Township
offices.

B2. What do you do in your community and for whom?
Oro Fair:
In the month of September we reserve a booth at "The Oro
Fair", a large, well-attended event in Oro-Medonte.
The Ontario Provincial Police and Road Watch also have
their own booths in conjunction with ours. We promote
our e:':istence and purpose in the community, encourage new
members to jOin us and distribute material that reflects
safety and policing issues. This can include a variety of
topics including information about Neighbourhood Watch, Crime
Stoppers, our "Lock It Or.Loose It". campaign, and Project
Phonebusters.
Fingerprinting In The Schools:
This campaign is carried out yearly by members of the
OMCPC and involves the fingerprinting of all children
entering the school system for the first time in Oro-Medonte
and those new to the schools not previously fingerprinted.
The child's fingerprints are recorded in a booklet provided by
our Committee, which also has space to place a picture of
the child by the parent, along with other pertinent
information. The booklet is retained by the parent and
is then available if for any reason the child needs to be
identified by the police.
"Neighbourhood Hero"
We recognize people in our community who have "gone the
extra mile" to assist someone with a safety or policing
occurrence. Last year we honoured two people, one a
sixteen year old boy who called in and assisted police
with an occurring break-in at his neighbour's house and
a woman who assisted her neighbours when their house

was on fire. We held a ceremony that was attended by Council
members, the O.P.P., the press and family members. We ~
prov~ded beverages and a decorated cake in their honour ~nd~jl~'
certlficate was presented to them as a thank you for thelr\. ",I
willingness to be a "good neighbour", which we are trying , .
to promote in Oro-Medonte. We also canvassed local businesses
to provide a gift of recognition.
Ski-I-Dent at Horseshoe Valley Resort
OMCPC sets up a table at HVR during their ski swap in
the month of October. For the cost of a toonie we
engraved skies, snowboards etc. with the drivers licence
number of the owner to be used to trace stolen equipment.
The profit is used to cover expenses during the year. One
member arranged to have a large printed banner donated
for this event and the O.P.P. were present to lend to
our visibility.
Neighbourhood Watch
The concept of Neighbourhood Watch was established in Seattle,
Washington in the early 1970's by concerned citizens united
to become eyes and ears to assist their local Police
Enforcement Agency. It has spread to many countries around
the world. It has proven successful in reducing crime,
catching offenders and uniting neighbours in a host of
productive community actions. A "fan out" call system,
originating with the Street Captain, is established to relay
emergency messages quickly to as many neighbours as possible.
The decision for a "fan out" rests with the O.P.P. and
the Captains and would be initiated for such purposes as
a miss:~c resident, a rabid animal in the area, criminal
offence~s close by, repeated (patterned) break-ins, or a
forest ::re. The main cost is for the metal signs that
indicc.t, e: the road side that Neighbourhood Watch is active
in a ;cc::cular area and sends a message of a united
neighcc'-",: ~hood, The OMCPC likes to provide the initial sign
as a 5::. ',.; C f support to those residents willing to set this

Newspaper Updates
We feature our Committee, its projects and safety tips in our
local newspaper, The Simcoe North News, to encourage people to
join our organization and to foster a feeling of caring for
the safety of others. Our slogan is "Oro-Medonte Community

One of our greatest achievements I have seen in a "personal
committee" way is the ret.ention of our core group through
thick and thin. I feel this speaks well of the dedication
and depth of our members.

prohibitive. These lectures are very informative and useful
to all volunteers. Their attendance would help foster
new interest and enthusiasm.

information session with neighbouring Community
Policing Committees. This would provide a
time of fellowship and some insight into their
particular community problems and solutions.
This would include the Orillia Unbrella Group
of Community Policing Committee, their regular
3 Community Policing Groups in Orillia, South
Springwater CPC, North Springwater CPC, Penetanguishene
CPC, Ramara CPC, Coldwater CPC, and West Shore
Cumberland Beach CPC. These groups are interested
in attending and I enquired as to the availability
of the Shaw's Pancake House who would provide
their facility and a pancake breakfast for a cost
of $10.00 per person. We were also going to make
arrangements for speakers from the Search and Rescue
O.P.P. squad to see if our members would be interested in
training and also a speaker from Child-Find which ties
in with our "Fingerprinting in the Schools". I

Why do you want to do it? Who will benefit and how?
"Fingerprinting in the Schools" is another tool in the fight
against abducted children, making parents more aware of their
need to monitor their children's activities. It also
creates a atmosphere of nurturing and responsibility from the
community of Oro-Medonte (OMCPC) towards our young residents.
The schools fully support this programme and the Ontario
Provincial Police are in attendance during the fingerprinting
to lend a hand. We wish to keep this programme viable
every year through sufficient funding.
"Neighbourhood Hero" has had a very positive response in our
commt.::--.:" : y. Our goal is to create an "old-time" philosophy
amo~ngst our residents and neighbours, one of caring and
conce:~ ~or each other where. a helping hand is welcomed,
not sec~ as an intrusion. We are hoping that, by setting
an exa~ple, people will be willing to assist others in need
of eme:gency help. This is always well publicised in our
loca: ;:apers.
"Neic:.:::-t.:rhood Watch" helps to unite neighbourhoods, keeps

(stationary and printing supplies), and allow for professional
conclusion of our year-end statements.

Dear Council:
I am submitting to you a list of costs that I incurred in order to get Oro-Medonte designated
under-serviced,
About a year ago, I was approached on my opinion about joining with Orillia to help them get
their much needed designation as well. In principle, I agreed whole heartedly. My reservation
was that all potential leads on all interested doctors might not be shared with us in Oro-Medonte,
We feJt that each doctor should have the choice of either Orillia or Oro-Medonte, if we indeed
joined forces, They should not have this choice made for them by Orillia, This was addressed
and "iseIy noted by Mayor Beard and Jennifer Zieleniewski, I agreed to give up Oro-Medonte's
designation, Unfortunately, Ori11ia has not kept up their end of the bargain! I have not had one
communication from Dr. Muel1er from Soldier's Memorial Hospital, I believe he truly feels "no
doctor wants to work in the country - they want to be close to the hospital" - this was a comment
made by him at the meeting to have the underserviced designation transferred to his hospital. I
behc\c he communicates this very wen to prospective medicai doctors.
Since that arrangement, one year ago, I have been working with the Barrie Underserviced Task
Force run by Dr. Bohon and Mr. Richard Kel1y out of Royal Victoria Hospital. Barrie should
also shortly be designated underserviced. The Barrie area, was able to use Oro-Medonte's under-
serviced designation to send a team of physicians to the recruitment tour this year, under Oro-
Medonte's umbrel1a. The feel they have generated a lot ofinterest and have several names to
follow up with. They have proceeded and addressed the problem of staffmg for a full time
person (later team) to help bring doctors and other medical personnel to this area. They have
approached all of the townships with a budget, shared based on population, of $200,000 a year to
start. They recognize the need to spend time and money on recruitment. They also recognize
that the need will get a lot worse before it gets better.

a personal benefit to me if the building could have been developed into a health centre, when the
Orima group took over the underserviced designation from Oro-Medonte township,
We looked very good, having addressed the problem, and dealt with it ]ong before others.

Background:
The Royal Canadian Legion Branch 619 located in Warminster has requested an exemption from the
municipal portion of taxes pursuant to Section 207 Paragraph 62 of the Municipal Act R.S,O. 1990 as
amended.
Analysis:
The said section states that a municipality may pass a by-law "for exempting from taxation, except for
local improvement and school purposes, for a period not exceeding ten years, any premises actually
used and occupied as a memorial home, clubhouse or athletic grounds by persons who served in the
armed forces of Her majesty or Her Majesty's allies in any war". The exemption remains in the new
Municipal Act which takes effect on January 1,2003 as Section 325.
Taxes for 2001 for the property in question were as follows:

If an exemption was granted for 2002, the cost to the municipality would be $ 865,29 ( $825.66 plus
4.8% increase). This amount would be accounted for as a tax cancellation, The municipality's 2002
budget allocation for tax cancellations is $ 40,000, Tax cancellations totaling $ 9,901.66 have been

incurred to date, The granting of an exemption would therefore not be exceedingly onerous on the
municipality,
Although Section 207 allows an exemption for a period not exceeding ten years, we respectfully
suggest that the exemption be for the balance of this term of Council and be reviewed at the
commencement of each subsequent term of Council.
When reviewing the exemption in the future, a key factor to be considered should be the number of
members of the Branch who served in the armed forces in any war.
Please note that the Royal Canadian Legion Branch 19 has provided a financial statement for some
undisclosed date in 2001 for Council's perusal.
Recommendation:
1, An exemption be granted for the years 2002 and 2003 from taxes for municipal purposes
pursuant to Section 207 Paragraph 62 of the Municipal Act to the Royal Canadian Legion Branch
619.
2, The Treasurer prepare the appropriate by-law to enact this exemption and that this by-law be
brought forward for Council's consideration.
3. This report be received and adopted.

Thank you for your letter dated October 2. 2001, requesting clarification of the legislative
provisions governing property tax rebates for charities and similar organizations, and exemptions
from municipal tax as they relate to branches of the Royal Canadian Legion.
As you aIe aware. there are two avenues which municipalities may use to provide property tax
relid 10 legions. The first avenue is section 207, paragraph 62 of the Municipal Act which
autht'fl1es upper-, single-. and lower-tier municipalities to provide exemptions from the municipal
ponl()n of the property tax to "any premises actually used and occupied as a memorial home,
clubrwuse or athletic grounds by persons who served in the armed forces of Her Majesty's allies in

As requested by the Council Committee, please find a copy of our Financial statement for
the Year 2001 attached. CounciJ also suggested that we include a prospectus of our hopes
and plans for the future.
Our Legion has always been dedicated to serving the entire Community, both young and
old in any way we can. We have always made our han available to non profit groups as
often as possible. Our sponsorship of the soccer team and also our Youth and Education
program, are just another part of our dedication to the VilJage and area. The welfare of
our Veterans remain our prime concern.
Our wishes for the future are very simple. We hope to carry on with our service to the
