Call to Order: The Township of Oro-Medonte acknowledges that we are situated on the traditional land of the Anishnaabek (A- nish- in- aa- beh) people, and ancestral territory of the Huron-Wendat. The Anishnaabek include the Odawa [Oh-DAH-wah], Ojibwe [O-jib-we] and Pottawatomi [boh-tah-WAH-toh-mee] nations, collectively known as the Three Fires Confederacy. It continues today as the home for diverse Indigenous Peoples including the historic Metis Community in Penetanguishene. The Anishnaabek people continue to have an enduring relationship with this land, specifically the Chippewas of Rama First Nation, the Chippewa Tri- Council and the Williams Treaties First Nations. The Huron-Wendat Nation also continues to pay respect and protect their ancestors and heritage on this land. We honour the Indigenous history and culture that has thrived for millennia in this territory and the Treaties that bind us together as partners in the spirit of a shared sustainable and prosperous future. Lowering Speed Limits in School Zones: A Crucial Step for Oro-Medonte's Safety and Well-being With the excellent recent report by your staff- Karla Musso Garcia on the implementation of more community safety zones in our township presented to you on August 14, as well as the recent letter to council from the SCDSB regarding improving safety in front of schools, I believe that all members of council now have the perfect opportunity to address the pressing issue that affects the safety of our children—speeding in school zones. I am here today to ask council members to revisit the speed limits in front of schools on our township roads and help advocate to lower the speed limit in school zones in the County of Simcoe. The rapid growth in student population in Simcoe County necessitates further action to ensure the safety of our students, staff, and parent(s)/guardians. The SCDSB's commitment to student safety links directly to the SCDSB Strategic Priorities (2022-2027) in the areas of Well-being and Community. The SCDSB believes that collaborative efforts between the school board and the municipalities can lead to effective solutions. Request for traffic calming measures: The SCDSB respectfully requests that municipalities throughout the county consider reviewing and implementing additional traffic calming measures tailored to our school zones, as required. These measures could include: • Infrastructure enhancements: installing additional speed bumps, crosswalks, and pedestrian- activated signals to reduce speed and enhance safety; • Extended public transit: collaboration between transit authorities and the SCDSB to improve bus routes and encourage public transportation for students; and, • Safe routes to school: identifying and promoting safe walking and cycling routes, including proper signage and designated crossing points. Collaboration with community law enforcement: While traffic calming measures are crucial, enforcement of traffic rules are equally important. The SCDSB would like to propose a collaborative effort between the SCDSB and community law enforcement to: • Increase police presence in school zones during drop-off and pick-up times to promote compliance with traffic regulations; • Conduct awareness campaigns for students, and parent(s)/guardians regarding safe driving practices in school zones; and, • Analyze traffic data to identify areas that require additional traffic calming measures and allocate resources accordingly. That Report No. OCS2024-31 be received and adopted; 2. That Council direct staff to invite the Simcoe County District School Board (SCDSB) to send a representative to join the Township's Traffic Safety Advisory Committee, and otherwise continue with membership as is for the 2022-2026 term of Council. 3. Background As the Municipal Act, 2001, S.O. 2001, c.25, as amended, provides municipalities the authority to respond to municipal matters, a by-law was passed on June 14, 2023, by the Township Council (2023-043) to govern the proceedings of Council and Committees. On July 12, 2023, Council passed Resolution #C2307-12-10 to establish a Traffic Safety Advisory Committee to raise awareness and enhance community participation and collaboration to increase traffic safety in the Township. Further, the Committee would advise Council on matters relating to traffic management to stimulate action. Notice seeking up to six (6) public appointments was posted on the website, posted under Announcements of Interest on Council meeting agenda, posted through social media means and email blasts were sent to various groups throughout the Township. Appointed public members are the voting members of the Traffic Safety Advisory Committee and make recommendations to Council. The Council members, staff, and the Ontario Provincial Police representative appointed to the Committee, were and are to be non-voting members. Appointed Council members will instead vote during the Council meeting on any recommendations from the Committee. On November 8, 2023, a Terms of Reference and membership list was established through by-law 2023-090. Two members of Council were also appointed with Councillor Clarke as the Chair and Councillor Hutcheson as the Vice-Chair. A total of six (6) public applications were received and before the terms of reference was brought to Council, one (1) member withdrew their candidacy. As such, five (5) members of the public were appointed to the Committee. Analysis The Township has recently received the resignation of one of the appointed members of the public. Section 3.0 of the Terms of Reference states that the Committee will include up to six (6) non-elected members of the public that will be appointed by Council. Further, it states that subject to the remaining term, a replacement member shall be appointed at the discretion of Council. During the initial membership appointment process in 2023, only a total of five (5) applications that proceeded to Council were received and searching for a new member would involve going through the process again and returning to Council to approve new member(s). This is only if new applications were received, it is quite possible that none would be received. Given these items of note and the fact that we are approximately half way through the term of Council, it is advisable to continue operating with the current public membership representation. Further, On September 12, 2024, the Township received a letter from the SCDSB showing appreciation for the work done around community safety zones, and requesting to continue working with the municipality to further enhance safety in school zones. It is therefore recommended that Council direct staff to send a letter requesting official SCDSC representation be sent to join the member of the Township's Traffic Safety Advisory Committee. Financial/Legal Implications/ Risk Management Per the Terms of Reference, each member is to receive remunerations and mileage per the current by-law. By not seeking an additional member of the public to join the committee, this will only need to be paid to the current membership. The current members are educated and informed on all the Committee has discussed and worked through since inception and adding a new public member now would be time consuming and not practical. Instead, it is recommended that Council direct staff to invite committee participation from the SCDSB as it has provided a written request dated September 12, 2024, to continue assessing methods to increase school zone safety. Including a SCDSB representative would bring added value to the Committee including a different perspective and understanding of the school board's applicable systems and methods. At our last meeting, we were asked if there were any items we would like to have added to the agenda. I would like to make a suggestion please. As I had brought up in a previous meeting, I would like to discuss opportunities to reach out to Simcoe County, in regard to the County roads within Oro Medonte. I believe there are a number of County roads that have concerns, obviously, I am mostly concerned about Horseshoe Valley Road, because of the lack of lighting, heavy trucks, local traffic, excess speed, bus stops at base of valley. I am almost positive others would have similar concerns with other County roads. Are we able to liaison with Simcoe County? Can we as a committee send representation to a similar committee with SC?
