policy and direction as well as enable the Members to work together in the development and
implementation of GIS applications.

Chairs and V ice-Chairs of the four Member groups. In the absence of any of these members, a designate
may attend and be the voting member. This committee is chaired by the Chief Administrative Officer of the
County of Simcoe. Any additional Member of the cooperative may attend Executive Committee meetings
as a non-voting member.
The purpose of the Executive Committee is to approve budgets, policies and strategic and operational plans
for cooperative as well as resolve issues relevant to the general membership.

Midhurst United Church congregation would like to request permission to
hold a service of worship on Sunday, June 13th at 10:30AM in the AMEC church
on the Edgar-Rugby Road.
This past year our congregation has been hosting Rev. Wesley Mabuza, a
Methodist Minister from South Africa, who has been serving as a Partner in
Residence since July 2003 in the Toronto Conference of the United Church.
Wesley and his wife Khwezi have learned about and taken a keen interest
in the history of the black settlement in Oro Township, and have been out to see
the church several times. The prospect of being able to lead a service in the
church before they return to South Africa this summer was one which Wesley
found to be very moving when it was suggested. We would greatly appreciate
your assistance in making this possibility a reality.
Thank you for your interest and support. If there are any steps we need to
take to support this request, please let me know. I hope to hear from you soon.
Yours sincerely,
Rev. Peter Kingsbury

REPORT
Dept. Report No. To: Committee of the Whole Prepared By: J. Zieleniewski
ADM2004-26 Chief Administrative Officer
Subject: Oro-Medonte History Department: Administration
Association Policies and
Procedures
Council
C.ofW. Date: June 9, 2004
Motion # R.M. File #: A01-013378
Date: Roll #:
BACKGROUND:
Before the beginning of the new term of Council, Report ADM2003-049 was presented for discussion with
respect to the structure and composition of committees of Council. The recommendation in the report "that
the Oro-Medonte History Committee be requested to change its name to denote that it is not a committee of
Council as legislated by the Municipal Act" was ratified by Council and the History Committee was informed of
Council's decision. Since that time, staff have arranged and attended several meetings with representatives of
the "Oro-Medonte History Association" to initiate policies and procedures to ensure an informed and
accountable liaison between Council and the Association.
II ANALYSIS:
~
The Association is presently at a full complement of five members and these members have unanimously
agreed to remain as the Oro-Medonte History Association. Since the restructuring of the group, meetings
have been held every two weeks, however, the normal number of meetings is approximately eight per year.
Business cards are to be printed and the History Association has been encouraged to design their own logo.
Members of the Association have brought forward a number of questions with respect to the day-to-day
operation of the group. Among these concerns is that of liability of members when acting on behalf of the
Township, i.e., Oro World's Fair; the procedure for funding of special projects; reporting relationship to
Council, etc. After discussion with the President and Vice-President, the following recommendations were
agreed upon for Council's deliberation.
.
.
the Association membership maximum is five community volunteers

A further concern raised by the History Association representatives is the use of the Oro African Church. The
Association members expressed their reservations in the past and, as a group, found it inappropriate that a
National "Black" Historic Site was used for a non-black wedding. It was therefore suggested that the
Association formulate a user policy for the Oro African Church to be brought forward to Council for
consideration.
Overall the meetings with the Association representatives have been very productive and informative. To
continue the excellent communication that has been established, a copy of this report together with Council's
decision will be forwarded to the Association.
