TAKE NOTICE that the Council of the Corporation of the Township of Oro-Medonte will hold a Public
Meeting on Wednesday, March 19,2003 at 7:00 p.m. in the Municipal Council Chambers. The purpose of
the public meeting is to obtain public comments on proposed Temporary Use By-law, under Section 34 of
the Planning Act, R.S.O. 1990 c. P. 13.
THE PROPOSED Official Plan Amendment would.redesignate the lands described as Concession 10, West
Part of Lot 20(formerly within the Township of Oro). The subject lands are proposed to be redesignated from
the Agricultural Designation to a Commercial Designation. The purpose of the Temporary Use By-law if
approved would permit a proposed Modular Home Sales Court on the subject property prior to the adoption
of the Official Plan Amendment

THE PROPOSED Zoning By-law Amendment would retain the lands described as Concession 10, West
Part of Lot 20(formerly within the Township of Oro). The current Agricultural/Rural (AlRU) Zone would
permit the house with basement and the storage building to remain on site if no change in zoning to
commercial was successful and would only require the removal of the other two modular homes and the
concrete pads they are constructed on.

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support
of or in opposition to the proposed Amendments. If a person or public body that files an appeal of a decision
of the Township of Oro-Medonte in respect of the proposed Amendments does not make oral submission at
the public meeting or make written submissions to the Township before the proposed Amendments are
adopted, the Ontario Municipal Board may dismiss all or part of the appeal. If you wish to be notified of the
adoption of the proposed Official Plan and Zoning By-law Amendments, you must make a written request to

Mayor J. Neil Craig called the meeting to order and explained this was a joint public
meeting of the Corporate Services Committee of the County of Simcoe and the Council
of the Township of Oro-Medonte.
Mayor Craig introduced the Co-Chair, Deputy Mayor Tim McNabb, Town of
Collingwood, Chairperson of the County of Simcoe Corporate Services Committee.
Mayor Craig explained the proceedings were being recorded and advised that all
persons present would be afforded the opportunity of asking questions in respect to the
proposed amendments.
The Disclosure of Pecuniary Interest was called by Mayor Craig.
Deputy Mayor McNabb explained the purpose of the joint public meeting.
Gary Smith, Planner, The Township of Oro-Medonte presented an outline of the
application in relation to The Township of Oro-Medonte.
Ian Bender, Planner, County of Simcoe presented an outline of the application in
relation to the County of Simcoe.
Cheryl Shindruk, Rick Jones, John Lackey and Gary Pearson of The Jones Consulting
Group spoke in regards to the planning and engineering of the proposal.
Don Fraser and Steve Usher of Garner Lee Limited presented environmental and
hydrology assessments.
Jeannette Gillezeau and Robert Feldgaier of Clayton Research summarized market and
fiscal impact analysis.
Russell Groves of Zenon spoke on issues regarding the Wastewater Treatment system.
Craig Membery, a local golf course designer presented an outline.

The Tiffin Spring Tonic Festival is Backl
Come out and get a taste of springtime at the Tiffin Centre for Conservation. The Friends of liffin
and their partners have your Passport to Spring!
The Tiffin Centre for Conservation is celebrating spring at the annual Spring Tonic Maple Syrup
Festival on Saturday March 29 and Sunday March 30 and again the following weekend on April 5
and April 6, 2003~
The Annual Spring Tonic Maple Syrup FestiVal is a springtime tradition. 'We have tapped 450
Sugar maple~ in our 1 ~acre sugar bush and are waiting for the sap to start to run. We will be
busy giviriCnjjapl~.syrup tours to school groups after the March Break~, said Fred Tustin, Director
of Beyond the Horizon Outdoor Adventures.
The Spring Tonic is a fundraiser to aid the environmental education program at liffin. This year,
the -Friends of Tiffin- along many community partners have joined forces to present the Spring
Tonic Festival at Tiffin. Some of the community partners include Enbridge, Beyond the Horizon, 51
John Ambulance, Hempola, Civitan Club, Country Meat Cuts, Brereton Field Naturalists and the
Fort Willow Improvement Group.
There are nurri.berofgreat family activities planned, including horse drawn sleigh rides around the
ponds, maple syi'up tours, children's craft room, 51 John Ambulance Cadets Adventure land
guided tours and demonstrations. "These weekends, are a great opportunity for families to come
out and enjoy the springtime festivities. Even though gathering sap and making maple syrup is
hard W()~~JI~':!Q~r!l'IQoff'r as the ear1y settlers called It, is a happy and a special time~, said Tustin.
Spring Tonicadn1iSSi8n is $10.00/adult, $7.00/youth and $5.00/preschool, which includes a full
breakfast andalltlJe day activities. The gates ogen at 9:00a.m. and close at 4:00p.m. daily. The
Tiffin Centre for Conservation ;s located on the 8 Concession of Essa Township, 4km south of

I am writing on behalf of the Board of Directors of the Oro-Medonte Chamber of Commerce to
express our thanks to Council for your 2003 operating grant of $20,000.00 to the Chamber.
As you know, the Chamber is in its early days as an organization, seeking to encourage and
promote business interests in our municipality, and with a fairly small (though growing)
membership base, we still need your support to achieve our mutual goals. We thank you that
such support has been given.
The Directors met last evening and learned the financial results of the Awards Banquet and
Silent Auction. We are very pleased to have cleared over $4,000.00. The Directors want to thank
the Township for allowing us to use the facilities at the Guthrie Arena for free. Every
consideration helps us achieve a satisfactory bottom line.
We were pleased that so many members of Council were able to attend the Awards Dinner. Your
presence adds credibility to the Chamber. A special thanks to Mayor Craig for your warm words
of greeting on behalf of Council.
We appreciate the many ways that Oro-Medonte Township participates with the Chamber,

Thank you for your commitment towards the preparation of a nomination for the Order of Ontario 2002
for Ms. Joan Reid.
We were in receipt of over 500 nominations this year. The independent Advisory Council, who made
the final selection, reviewed all nominations. The Council was chaired by the Chief Justice of Ontario,
the Honourable R. Roy McMurtry along with the Speaker of the Legislative Assembly of Ontario, the
Secretary of Cabinet and Clerk of the Executive Council as well as standing members of the Order of
Ontario.
Please find enclosed a copy of the press release announcing the 2002 recipients of the Order of
Ontario. The investiture ceremony was held on Wednesday, February 5, 2003 at the Legislative
Building, Queen's Park, Toronto. The Honourable James K. Bartleman, Lieutenant Governor of
Ontario presided over the medal ceremony and invested 25 deserved individuals.
In preparation for next year's Order of Ontario, I would like to invite you to consider re-submitting
your nomination for presentation to the Advisory Council for 2003. If you wish to do so, we request
that you put your intention in writing no later than May 1, 2003. You may send your request by mail
or fax to Ontario Honours and Awards prior to the deadline. Our fax number is (416) 314-6050.
If you wish to resubmit your nomination, you can let your nomination stand as is, or augment it by
sending in additional materials to strengthen your nomination for reconsideration in 2003. Given that
award nominations are often not selected in the first year they are submitted, I would encourage you to

ORDER OF ONTARIO RECIPIENTS FOR 2002 ANNOUNCED
TORONTO - Twenty-five recipients of the Order of Ontario, the province's highest and most
prestigious honour, will be invested during a ceremony today at Queen's Park by the Honourable
James K. Bartleman, Lieutenant Governor of Ontario.
The Order of Ontario recognizes and honours those who have enriched the lives of others by
attaining the highest standards of excellence and achievement in their respective fields. The
award was first presented in 1987. Today's ceremony will bring the total number of recipients to
346.
This year's recipients were chosen by an advisory council chaired by the Chief Justice of
Ontario, the Honourable Roy McMurtry.
2002 recipients listed in alphabetic order:
Peggy Baker, of Toronto, is admired throughout the dance world as an outstanding and gifted
petformer, choreographer and te~cher. A founder of the Toronto-based Dancemakers, she has
danced with the most famous dancers of our time, for world-renown choreographers and
composers, and at major international festivals.
Marilyn Bell DiLascio of Southhampton, New Jersey, became the first person to swim Lake
Ontario in 1954 at the age of 16. A year later, she swam the English Channel, followed by the
Strait of Juan de Fuca in 1956. Years after her amazing feats she continues to volunteer, has
taught swimming to children and adults with disabilities, and inspired many to achieve their
personal best.

David Blackwood, of Port Hope, is an internationally renowned artist. A University of Toronto
gallery bears his name, and the Art Gallery of Ontario is the gallery of record for his work and
will become a centre for the study of his prints. Mr. Blackwood is a founding patron of the
Capitol Theatre in Port Hope, the Canadian Outward Bound Wilderness School, and the Artists
for Kids Trust in Vancouver.
Frederick M. Catzman, of Toronto, practiced law for more than 66 years. In 1974, he fonned a
committee of law professors and commercial lawyers to revolutionize the law of Personal
Property Security with central registry and retrieval through modern technology. This law was
ultimately modelled by all provinces in Canada other than Quebec.
Austin Chesterfield Clarke, of Toronto, is an author, teacher, mentor, and writer-in-residence at
the University of Toronto. He has received the 2002 Giller Prize and the W.O. Mitchell Prize for
his writing and his work as a mentor for young writers. In 2000, he received an honourary
degree, Doctor of Sacred Letters from his alma mater, Trinity College of the University of
Toronto, for his outstanding contribution to literature.
Barbara Chilcott, of Toronto, has made major contributions to the arts and theatre in Ontario
and across Canada. One of Canada's outstanding actresses, she was a key player in the
development of the Toronto's Crest Theatre, an important training ground for a generation of
Canadian actors.
Mario Cortellucci, of Concord, was a patron of the CFRB Breakfast Club for underprivileged
children, co-chaired the Heart to Heart Ball in aid of the Hospital for Sick Children, and the
Possible Dream Gala for the Muki Baum Association, which helps children with multiple
disabilities. Mr. Cortellucci also raises funds for the United Way and the York Regional
Hospital.
Patricia Freeman Marshall, of Toronto, has been instrumental in developing policies and
programs in Ontario that make women and children feel safer. As founder of METRAC, the
Metro Action Committee on Violence against Women and Children, she created the Women's
Safety Audit and worked with the Toronto Transit Commission to develop the "Designated
Waiting Areas" and the "Late-night Request Stop" programs.
Irving R. Gerstein, of Toronto, is a dynamic business leader and a leading philanthropist. Mr.
Gerstein's major contributions - among them, the Gerstein Medical and Science Library at the
University of Toronto, and the Gerstein Wing at Mount Sinai Hospital- reflect his deep
commitment to health care, medical science and education.
Joan Goldfarb, of Toronto, taught painting to adults with disabilities, setting the stage for a
lifetime of community service and dedication to the visual arts. Mrs. Goldfarb has also donated

Walter Gretzky, of Brantford, is an ambassador for both the Canadian National Institute for the
Blind and the Canadian Heart and Stroke Foundation. He helped raise more than $4 million for
the Walter and Wayne Gretzky Scholarship Foundation, which awards scholarships to blind and
visually impaired students. Mr. Gretzky is also Canada's best-known hockey dad.
Phyllis M. Grosskurth, of Toronto, is professor emerita and a fellow of Massey College at the
University of Toronto. She has been a leader of the scholarly and literary communities of
Ontario, and has published five biographies to international acclaim, most recently on the life of
British poet Lord Byron. In 1965, Professor Grosskurth received the Governor General's Award
for non-fiction.
Dr. Raymond O. Heimbecker, of Collingwood, has greatly advanced the practice of
cardiovascular surgery. He perfonned the world's first complete heart valve transplant in 1962,
and carned out Canada's first modern heart transplant in 1981. Dr. Heimbecker is considered a
pioneer in heart surgery, has written more than 190 book chapters and other :publications that
have enhanced medical knowledge in his field. .
Patrick John Keenan, of Toronto, is a tireless volunteer and supporter of numerous charitable
causes. He contributed funds for medical research and established the Keenan Chair in Medicine
at St. Michael's Hospital and the Patrick J. Keenan Chair in Religious Education at the
University of St. Michael's College.
Tom Kneebone, of Toronto, is one of Canada's leading actors. As artistic director for the Smile
Theatre Company, Mr. Kneebone has brought joy to the lives of thousands of seniors confined to
nursing homes and long-tenn care facilities through live theatre. Mr. Kneebone not only writes
the shows, based on Canadian stories, but also directs them.
Burton Kramer, of Toronto, a prominent graphic designer, is renown for creating enduring
icons such as the bilingual expanding symbol of the Canadian Broadcasting Corporation. His
work is highly respected and is featured in the Smithsonian Institute and the Library of Congress.
Dr. Benson Lau, of Toronto, originally from Hong Kong, has combined his abilities as a
communicator, physician and teacher to improve the quality of life in the community. He
volunteers extensively and is currently a member of the Toronto Police Services Board.
J. Douglas Lawson, of Windsor, is an active volunteer for many organizations in Ontario. He
served as commissioner on the Ontario government's Health Services Restructuring Commission
and is vice-chair of the Ontario Arts Council. He is the immediate past-chair of the University of
Windsor Board of Governors and headed both the Windsor and Ontario Chambers of Commerce.

Rheal Leroux, of Ottawa, is CEO of Leroux and Associates Inc. He is the recipient of the Meda1
for Excellence from the Regroupement des gens d'affaires, and Prescott and Russell County's
Ordre de la Francophonie. A dedicated volunteer, Mr. Leroux served as president of the Festival
Franco-Ontarien, vice-president of the City of Ottawa's Citizen's Committee, and helped
organize the 1994 Commonwealth Games held in Victoria, B.C.
Dr. William K. Lindsay, of Toronto, is a retired surgeon and professor. He practiced for 47
years with the Hospital for Sick Children treating children with congenital and acquired
defonnities and disfigurements. Dr. Lindsay's clinical research and surgical work has touched
the lives of thousands and provided new beginnings for many children and their families.
Joan Murray, of Whitby, has channelled her tremendous knowledge of, and passion for art
history into promoting Canadian art and culture. Ms. Murray served as the director of the Robert
McLaughlin Gallery in Oshawa for more than 25 years, and has written 18 books on Canadian
art. She has promoted Ontario artists throughout the world, and through her research and love of
art, Joan Murray has enriched Canada's cultural heritage.
Mark Poznansky, of London, has made enormous contributions to medical research and
biotechnology in his 10 years as President and Scientific Director of Robarts Research Institute.
Following his own successful research career in molecular biology and biochemistry, he has
spearheaded the expansion of the Institute, both in its recruitment of scientists and in its scope of
internationally acclaimed research.
Dr. Joanna Santa Barbara, of Lynden, has been unwavering in her quest to make the world a
safer place. As national president of the Physicians for Global Survival, she played a central role
in creating the Centre for Peace Studies at McMaster University. Thanks to Dr. Santa Barbara's
hard work and vision, McMaster University is one of four Canadian universities to offer an
undergraduate program in peace studies.
Thomas H. B. Symons, of Peter borough, founded Trent University and served as its president
and vice-chancellor from 1961 to 1972. Professor Symons work in education, human rights and
heritage conservation has received national and international recognition, including honourary
degrees from 14 universities and colleges across Canada and beyond.
Lela Wilson, of Toronto, has made an indelible mark on Ontario's artistic heritage. She
continues to champion artists' rights and the recognition of art as an honoured profession. Her
dedication to her artist husband, the late York Wilson, led to the creation of the Annual York
Wilson Endowment A ward, allowing a chosen public museum or gallery to purchase a
contemporary Canadian painting for its permanent collection.

The Oro-Medonte Firefighters Association and the Oro District Lions Club wish to
donate to Fire and Emergency Services of the Township of Oro-Medonte two MSA
Thermal Imaging Cameras (Eyes of Life) .
These cameras greatly enhance the firefighters ability to find and rescue people
who may be trapped in smoke filled structures and will also reduce the risk to
firefighters as they can see the Uhot spots".
The cost of each camera is $9,875 plus taxes, which is a greatly reduced price
if we purchase them by the end of the month. Through community fundraising by
both organizations, this purchase will be made possible and we hope that it will
be accepted and appreciated by council.

they may be eligible to receive a Community Sport for All Award.
The Sport Alliance of Ontario, with support from the Ontario Trillium Foundation, will
be recognizing Ontario's community sport councils or similar organizations by presenting
them with a Community Sport for All Award at the inaugural Ontario Sport Leadership
Conference on May 9-10 at the Hilton Suites Conference Centre in Markham.

BY-LAW NO. 2003-017
Being a By-law to Enter into a Water Service Connection Agreement between
The Corporation of the Township of Oro-Medonte and Ellen Kirstine
WHEREAS the Municipal Act, 5.0., 2001, c.25, Section 11, authorizes the Council of a
Municipality by to pass a by-law respecting water distribution;
AND WHEREAS the Applicant has requested permission from the Municipality to connect
to a municipal water system (Moonstone);
AND WHEREAS the Municipality is prepared to grant permission to connect to a municipal
water system (Moonstone) upon certain terms and conditions;
NOW THEREFORE The Council of the Corporation of the Township of Oro-Medonte
enacts as follows:
I. That the Mayor and Clerk be authorized to execute the Water Service Connection
Agreement, shown as Schedule "A" attached hereto and forming part of this By-law.
2. That this By-law shall come into full force and effect on its final passing thereof.

BEING A BY-LAW TO DESIGNATE CERTAIN PLANS OF SUBDIVISION NOT TO BE
REGISTERED PLANS OF SUBDIVISION WITIDN THE MEANING OF THE
PLANNING ACT R.s.O. 1990 c. P. 13, AS AMENDED.
WHEREAS it is considered desirable in order to control adequately the development of certain
areas within the Township of Oro-Medonte, that certain existing Plans of Subdivision be deemed
not to be registered Plans of Subdivision for the purposes of Section 50(3) of the Planning Act
RS.O. 1990 c. P. 13, as amended.
AND WHEREAS Section 50(4) of the said Planning Act provides for the passing of necessary by-
laws designating any Plan of Subdivision or part thereof that has been registered for eight years or
more, to not be registered Plans of Subdivision for the purposes of Section 50(3) of the said
Planning Act RS.O. 1990 c. P. 13, as amended.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWNSIDP OF
ORO-MEDONTE ENACTS AS FOLLOWS:
1. The following lots on a designated Registered Plan of Subdivision with the Township of Oro-
Medonte (fonnerly Township of Orillia), in the County of Simcoe namely Part Block C,
Registered Plan 461, Concession 15, as shown on Schedule "An attached hereto, are hereby
deemed not to be lots on a Registered Plan of Subdivision for the purposes of Section 50(3) of
the Planning Act RS.O. 1990 c.P.13, as amended.
2. That Schedule "An attached hereto fonns part of this by-law.

BEING A BY-LAW TO AUTHORIZE THE EXECUTION OF AN AGREEMENT
BETWEEN THE TOWNSHIP OF ORO-MEDONTE AND BARRIE Y.M.C.A.
WHEREAS the Municipal Act, 5.0. 2001, c.25, Section 11, Subsection (1), provides that
municipalities may enter into agreements within the sphere of jurisdiction with respect
to recreation;
AND WHEREAS the Council of the Township of Oro-Medonte deems it necessary and
desirable to pass a By-law to authorize the Mayor and Clerk to execute an agreement
with the Barrie Y.M.CA. for lease of the parkland and buildings in Memorial Park;
NOW THEREFORE the Council for The Corporation of the Township of Oro-Medonte
hereby enacts as follows:
1. THAT the Mayor and Clerk are hereby authorized to sign an agreement between
the Corporation of the Township of Oro-Medonte and the Barrie Y.M.CA., said
agreement attached hereto as Schedule 'A' and forming part of this by-law.
2. THAT this by-law come into full force and effect upon final passing thereof.

"Day Camp Operation at Memorial Park, 2003"
AGREEMENT BElWEEN:
The Corporation of the Township of
Oro-Medonte
and
The Barrie YMCA
22 Grove Street West, Barrie, ON L4N 1M7
The undersigned have examined the conditions of the AGREEMENT pertaining to
the operation of a Day Camp, have visited the site and are fully informed as to
the nature and conditions of the site.
The undersigned hereby offer to run a Day Camp program at Memorial Park and
have use of the two (2) pavilions and one (1) storage area in the large pavilion,
and the general use of the park property for a rental rate of $2,000.00 (two
thousand dollars).
TERMS AND CONDITIONS:
The Barrie YMCA will pay the Township $2,000.00 rental for the use of said
buildings and park property. The Barrie YMCA will provide to the Township a
$500.00 damage deposit. These amounts are due to be paid by June 27, 2003.
The Barrie YMCA will occupy the one (1) storage area in the large pavilion for
use of the Day Camp Director and staff from June 30, 2003 to August 22, 2003,
Monday to Friday, 8:00 a.m. to 5:00 p.m. There will be limited access to the
area for preparation during the month of June 2003.
The Barrie YMCA will have use of both pavilions and general use of the entire
property for their Day Camp program.
The Barrie YMCA day camp staff will remove the luncheon garbage on a daily
basis.

The Barrie YMCA will provide the Township with proof of liability insurance
naming the Township of Oro-Medonte as additionally insured and shall protect
the municipality against all claims for all damage or injury, including death, to
any person or persons, and for any damage to any property of the municipality.
The Barrie YMCA will comply with any laws, statues, by-laws and regulations that
are applicable to a daily Day Camp operation for children aged 5 - 12 years.
The Barrie YMCA understands that the general public will continue to have use of
the park during the operation of the Day Camp.
Either party can terminate this AGREEMENT by providing a ten-day written notice
to the other party prior to the termination date.

WHEREAS the Township of Oro-Medonte did, on the 18th day of December, 2002
enact By-law No. 2002-138, being a by-law to govern the proceedings of Council and
Committees of Council under the authority of The Municipal Act, 5.0. 2001, c. 25,
Section 238(2);
AND WHEREAS the Council of The Corporation of the Township of Oro-Medonte
deems it appropriate to amend Schedule "A" of By-law No. 2002-138;

Being a By-law to Authorize the Execution of an Agreement of Purchase and Sale
between The Corporation of the Township of Oro-Medonte,
The Corporation of the City of Barrie, the Corporation of the City of Orillia
and Ukcan II Incorporated
WHEREAS The Mllnidr::ll Ar.t, S.O. 2001, c.25, authorizes a Municipal Council to pass
a by-law for entering into an agreement with one or more municipalities to jointly
provide, for their joint benefit, any matter;
AND WHEREAS, the Township of Oro-Medonte, the City of Orillia, the City of Barrie
and the Lake Simcoe Regional Airport Commission previously entered into such an
Agreement dated June 10, 2002;
NOW THEREFORE the Council of the Township of Oro-Medonte hereby enacts as
follows:
1. That the Mayor and Clerk are hereby authorized to execute, on behalf of the
Township of Oro-Medonte, an Agreement of Purchase and Sale for lands
located in Part of Lot 19, Concession 7 (geographic Township of Oro), Township
of Oro-Medonte, County of Simcoe, more particularly designated as Part 5, Plan
51R-31319.
2. That this By-Law shall come into force and take effect on the final passing
thereof.
