Regarding the future of the Park House at Oro Memorial Park
A. Introduction
On behalf of the Oro District Lions Club I would like to thank you for giving us the
opportunity to make this deputation to you today. We are very pleased to be here,
even on very short notice, to share with you some of our thoughts on the future use
of the Park House at Oro Memorial Park.
First of all I would like to tell you who we are. The members of the Oro District
Lions Club are sixty-four (64), community-minded men and women, almost all of
whom live in the former Oro Township, between the Old Barrie Road and Lake
Simcoe, and between the cities of Barrie and Orillia. Many live in subdivisions near
Oro Memorial Park. We range in age from twenty-something to seventy-something
and we have a broad mix of backgrounds in the trades, the professions, public
service and business. The families of some of our members have been here for many
generations, while some other members have recently moved here to work or to
retire. In short, Your Worship and Council Members, we represent a broad cross
section of your constituents.

Many of our members visited the building in June, rendered their opinions on it,
and authorized us to continue the discussions with Township staff. Our President
wrote to Mr. Carter indicating that we were in favor of pursuing this project with
the Township. Sometime later, Mrs. Pennycook, the Township Clerk, wrote us a
letter in which she quoted the motion of Council that you were prepared to pursue
this project with us.
On July 18,2002 Lion WilfMcMechan delivered a letter to Mr. Carter regarding
some of the changes that would have to be carried out on the building to make it
useful to the Club and to the community. Lion Ron Weir also supplied a rough
sketch of the proposed changes. Lion Wilf got the impression that the proposed
changes would be considered by Township staff and that bids for the renovation and
construction would be invited from a number of local contractors. On September 3,
2002, Mr. Carter met with a group of Lions at the Park House to review what
changes were required and suggested that the construction might be carried out in
three (3) stages over 3-years. He again reiterated that plans would have to be
reviewed and invitations extended to potential contractors.
Between September 3, 2002 and February 13, 2003 the Lions were not involved in
any discussion or deliberations about the building. Then on February 13, 2003,
Lion President Eric, Lion Wilf and I met with Chris Carter who informed us that
very little was going to be done to the building this year and that there were no

We believe that such a facility would also require a dedicated management team, for
example, a Hall Board made up of members of the Oro District Lions Club.
D. The Lions as Mana2ers
In operating a Community Hall the Lions Club has the advantage of having some
members already on various Hall Boards. Thus the concept of User Groups,
Rentals, and Fund Raisers, are familiar. Also the idea that the community, through
its Hall Board, would be responsible for building maintenance and a share of
certain capital improvements is also familiar. We have many thoughts as to how we
might operate the new Community Hall to meet some of the community needs.
The motto of Lions International is "We Serve." Indeed, there are twelve (12)
different important areas in which Lions Clubs provide service:
Sight Services;
Diabetes Services;
Dialysis Services;
Hearing Services;
Youth Services;
Sports & Recreation;
Conservation & the Environment;
International Services;
Health Services;
Cultural & Educational Services;
Social Services;
and Community Services.

number of users greatly. We believe that many potential users of the Park are
"turned off' by its lack of sanitary washroom facilities. The Park is also subject to
vandalism. The regular presence of Lions Club members and modern security
systems would greatly reduce vandalism we believe.
The grounds adjoining the Community Hall and the picnic shelters might become
attractive year-round sites for a variety of children's and adult recreation including
horseshoe tournaments, volleyball, tennis matches, public barbeques, ice-fishing
derby, and a host of other activities limited only by the imagination of Lions Club
members, area residents, and Parks & Recreation staff.
There are many ways for a Hall Board to raise the money needed for building
maintenance and the community share of capital projects.
Operating a Canteen during part of the year, especially on weekends and holidays,
should be profitable. There would be some Rental Income as the facility becomes
more well-known. In addition, the cooks in the Club might want to offer meals to
the public from time to time, for instance, a Brunch on the last Sunday of each
month, pancakes on Shrove Tuesday, corned beef and cabbage on St. Patricks Day,
spaghetti on Columbus Day, etc., etc. As Oro-Medonte attracts more and more
residents from various ethnic and cultural backgrounds, there is no end to the
number of National Holidays we might celebrate with a dinner! Dinners, especially
if accompanied with a licensed patio, might be quite profitable, especially when all
staff are volunteers.

Dear Om Medonte Council:

I understand it is your budget deliberation time and the community and I need to know
your stand on financial support for prospective physicians entertaining the idea of coming
to our township.
After a long dry spell, on Monday, I will be meeting a physician (through Barrie's
physician recruitment advertising and media reports) and another one on Tuesday
morning (through Bame's physician reemitment direct contact) who is interested in a
country practice. Unfortunately, I need to know what you as a community are willing to
offer tbem.
In the Barrie Area Physician Recruitment budget of last year, where you were asked for
10,000 to 15,000, but only contributed $1,500.00. we only budgeted for $1,000.00 moving
expenses and additional money to entertain them while looking and Ms. Pam Gilchrist's
time to entice them here and co-ordinate tbeir visit. No other money is available for the
standards s,t by other communities.
In other similar communities, many incentives are standard.
1) A fully built and furnished office. Are you willing to pay the costs to build and Curnish a
new building exclusively for, them and related services, or renovate an existing building and
then pay their rent? Perhaps you foresaw this and added extra space in yoor fire hall or
police station for them ina publicly owned building. If you have a large centre, the cost is
only incurred once, and can include multiple physicians and associated services. i.e.
Creemore did this yean ago. They were ahead of their time..
2) A home provided free of charge, with or without taxes included. Are you wiDing to
provide this for any physicians who come to this area?
3) A large SUV vehicle for transportation to and from work and the hospital in our
sometimes unhospitable weather. Are you willing to buy one for any physicians who come
to our area?
4) Pay their staff all wages and benefits, plus training. Are you willing to commit to tbis for
any and an physicians coming to your community?

5) Furnish their office and provide computers and staff to bill OBIP. Are you interested in
offering this incentive? Supplies fOT all of their procedures are often provided as well
6) Moving expenses. As you noted above; Barrie and Area Physician Recmitment budgeted
for $1,000.00 each for the physicians, but last year 22 physicians moved to Barrie's RVH
Presently, the moving costs ate now averaging $5,000.00 each and that is now the set fee to
have a physician 'come on board' and it is expected and standard for aU physicians. The
last specialist to come to Barrie incurred a $16,000.00 moving expense which the Task force
gladly paid, as we were desparate for this type of specialist. Many other communities are
paying over and above our $5,000.00 fee.
7) A flat fee of $50,000. to commit to two years in OUT community. Are you willing to foot
this type ofbU1? We regularly get them from students, who are willing to commit to an
area in return for the cost to educate them. Tuition is $15,000.00 per year x seven years
plus living expenses, which comes to over $140,000.00. More is incurred for specialists and
don't forget most physicians have two to four years of education at a university level before
the additional seven yeal'$ in medicine.
The Barrie and Area Physician Recroitment Task Force has a $200,000.00 ANNUAL
budget, but were $66,000.sJ1Qrt J~st year because the surrounding townships did not
contribute, except for Oro-Medontewhich contributed $1,500.00 (10%). We have
overspent as we did not get the expected funds we need. We are currentJy in need 01 an
additional annual increase of probably $1,000,000.00 to give us the extra money for the
above costs as they are escalating so quickly. Due to the reluctance of the Oro-Medonte
Council to support the .Barrie and Area Physician Recruitment Task Force's annual budget,
do you want to incur these expenses alone? The shortage of physicians has set the stage for
all communities to provide,theJ'un"s for the doctors, or they wiD go to some other
community who is cQmmitted tpprovide funds to have badly needed physicians for their
community.
For your information so...e,9rthe .costs in the Recmitment's $200,000. budget are:
a) Ads in the journals (4 c,Jf.tbe~) ~verage $2000. to $4,500. per issue
b) Costs (including salary) for a Cull time recruiter including benefits, extras (mileage,
expenses), overtime and EI, mc and CPP will be a minimum of $75,000.
c) Office space, computer, phone, fax, desk, stationary, flyers ete: are $25,000
d) 22 Doctors moving expenses at $1,000 each = $22,000.00 (We underestimated! It is
$5,000.00 each per doctor - at least - $110,000.)

period has a high rate of .-eturn to our community. Their lodging, 'wine & dine' expenses
(concentrating on their area of interest and that of their spouses & children), touring and
meals/entertainment and parking while on their work terms are paid for by the task fo.-ee.
$2,000.00 per month = $24,000.
g) Going to all recruitment tours (or graduating physicians - This involves three or four
people travelling for five days at a time, with displays and pamphlets, lodging and meals.
About S20,OOO.00.Physicians in other communities pay their physicians SIOO.OOthour to
attend these tours, instead of treating their patients. A 'Catch 22'.
h) Promotional folders and materials for any physician showing a spark of interest. To
develop the CD was a $5,000.00 initial cost to make plus additional costs for producing
copies. Distribution involves mailing costs and time, plus the Dyers and other materials in
each packet. $10,000.00
i) Mise unexpected costs - $10,000. This includes everything we can do towards physician
retention, as they are leaving too fast and many will be retiring soon!
This is a rough review ofthe costs in"olved in recruiting physicians, and it is going to get
much worse! Tbe general pub6c has no idea of the costs or process involved. As council
members, please show your initiative and understanding, ahead of your constituents,
especially in an election year. (Horseshoe Valley Property Owners are voicing their concern
over no physicians in their area, and are ready to get proactive.) Support the task force in
fum If as a community, you are willing to give additional incentives for local physiciaus for
your public, please Jet us know what you are willing to commit to. Will this be for every
physician committing to Oro-Medonte?
I realize this is a staggering concept, but it is very reaL We must not lag behind other
communities who are more aggressive and successful than we are.
Please support the task force as a minimum and give something (rental considerations?) to
prospective physicians. Pam Gilchrist, Task force representatives or I will be more than
happy to confirm the above, or discuss the issues in more detail in person.

Dear Mayor Craig:
I am requesting your approval to have the Central Region SAVE Team (which is the abbreviation for
Snowmobile-ATV-Vessel Enforcement Team) stationed at the OPP Oro-Medonte Satellite Office.
They are currently based out of the General Headquarters building in Orillia. The office space they
currently occupy is not adequate for their requirements.
The SAVE Team consists of one sergeant and five constables and is completely funded by the
Province. The Team has three marked pickup trucks, six ATVs and six snowmobiles which, if
approved, they would keep at the Oro-Medonte Satellite Office. In addition the Team has three
vessels including a j etboat, a 20' skiff and an 18' skiff. These vessels would also be kept at this Office
when they were not operational.
The size of the Satellite Office could easily accommodate the additional six officers and their
equipment. To ensure the safety and security of the SAVE Team's equipment, Central Region would
build, at the OPP's expense, a fenced in compound at the rear ofthe Satellite Office.
We believe this arrangement would be mutually beneficial. The Township would realize greater
police visibility and enforcement while the SAVE Team would have more than adequate
accommodations.

Thank you for your letter of November 12, 2002 concerning the resolution from
the Town of St. Marys regarding the retroactive charge to be levied by Union Gas.
The Ontario Energy Board is responsible for setting fair rates for the supply and
delivery of gas by Union Gas. This includes any retroactive adjustments for previous years.
The Board has approved the charge to which you refer in your letter. Before making such
decisions, the Board considers the views of all interested parties, including consumer groups, in
public hearings. The process subjects the utility's costs to public scrutiny and ensures that rates
are no higher than the level required to recover the utility's costs, including a reasonable return
on shareholders' capital invested in the utility. Furthermore, costs that were not prudently
incurred by the utility may not be recovered from ratepayers.
It's important to note that the Ontario Energy Board does not allow
utilities to make a profit on the gas commodity they buy from suppliers and then resell to their
customers. The Board only allows utilities to charge the costs of buying the gas in Western
Canada, having it transported to Ontario, plus their own costs of delivering it to users.
Part of the retroactive charge is due to implementation of higher delivery rates
for 2001 and 2002. But the bulk of the charge stems from the extraordinarily high prices Union
Gas had to pay in late 2000 and early 2001 to buy the gas supply needed to run its own
operations and to keep supply balanced with demand in its system. This last function, called
"load balancing", accounted for the largest part of the excess costs resulting in the retroactive
charge.

Union routinely has to buy short-term gas supplies during spells of cold weather
over the winter to ensure that there is enough gas to meet the demands of all gas users in its
service area, or to replenish gas stored underground if cold weather early in the winter has
drawn down storage to levels which are inadequate for the remainder of the winter. This is part
of load balancing. The anticipated costs of the extra supplies are included in the delivery
charges approved by the Ontario Energy Board for all Union users.
There were six weeks of much colder than normal weather in November and
December 2000. Union had to buy extra gas at the time and in the following months to
replenish storage. Unfortunately, towards the end of 2000 and into early 2001, short-term
market prices soared to levels about four or five times higher than levels experienced in past
winters. The result was that Union had to spend far more on load balancing than had been
forecast and built into the rates approved by the Ontario Energy Board. This was entirely
unforeseen. No one expected prices to rise to the extent they did. A large part of the extra costs
that now have to be recovered retroactively were incurred over this period.
Union Gas recently announced that it would be spreading the retroactive charges
over six months instead of three beginning with the January 2003 bill, thereby reducing the
burden of large unexpected payments for many customers.
I understand that having to pay extra amounts for services a year or more after
they are consumed is very difficult for all customers. The Ontario Energy Board also
appreciates this and attempts to reduce the incidence and magnitude of retroactive charges.
Having said that, I agree there is room for improvement in this area. On October 7, 2002
Premier Ernie Eves announced that I would be reviewing the way the Board functions.

Dear Mrs. Leigh and Mssrs. Smith and Hughes; ,
I have recently sold the Bradley farm on Line five south at Guthrie, which
transaction closes in May. The authorizations from the current and former
owners which are attached, permit me to discuss issues of planning
involved with this property, insofar as your current update is concerned.; I
have spoken in this regard to both Mrs. Leigh and Mr. Hughes, and I .
understand that Mr. Smith will be filling in for Mrs. Leigh while she is on
leave.
Basically, in the next week or so we would like to sit down with planning
staff regarding this site, which site runs behind all the homes and
businesses located along 111 highway from Guthrie school westward to
theTownship- owned five acre parcel, a distance of approximately 2200
feet. The property runs down 'line five 'behind the school for about 1800
feet.
The former owner has been in touch with area concerns, and through
him and he Township and the school board, we have identified a few key
issues. We feel that the property will be proven to be appropriate for
some moderate development with some major concessions given to the
Municipality which address safety issues and other concerns. Guthrie is
an identifiable community, with a school, churches, commercial
establishments, housing, and a major community facility including a ball
field and arena. Our plans will enhance that community atmosphere.

The issues we wish to flesh out in our discussions are:
a. The Guthrie school we are told, is maximized on it's site considering
the number of children attending there (about 680). In short, the board
would like to buy a piece of the subject property. This would provide for
expansion of things like parking and septic field area, and would
recognize that ultimately the school will lose ground to the widening of
#11 highway.
b.The school may well wish to consider an alternate entrance to the one
which now is dangerously close to highway traffic exiting and accessing
#11.
c. The new owner sees the benefit of a neighborhood park adjacent to
the school and adjoining _houses.
d. Also envisioned is a road right of way for the Township, which
roadway could run adjacent to the .rear of every property aJong the south
side of #11, so that when the inevitable widening occurs, all those
properties couLd be giv~n a safe alternate route off the rear or south end

team coached by Ernie Cumming and Jim Chute has now qualified for the
All Ontario Finals.
Our playdown begins this weekend with our team travelling to Mount
Brydges for the first two games and we then will be hosting their team
here for the weekend of March 23 and 24.
This is such an exciting time for both teams that we would like to host
a cold buffet for their team after our first game on Saturday March
22.(time to be determined) in our banquet hall. We are inquiring to see
if we could have the upstairs at no charge and our parents would be
providing the clean up after the event.

Correspondence was received by the Committee of the Whole at its meeting on January 15, 2003
from the Centre Director of the Y.M.C.A. of Barrie, requesting the use of Memorial Park from June
30th through to August 22nd 2003 to offer Junior and Senior Day Camps. This request was referred to
staff for a report.
The Y.M.C.A. of Barrie (a non-profit organization), has rented Memorial Park for the past three years
to run day camp programs. The provision of these programs has been at no cost to the Township.
The maximum number of registrants for the summer camp is 120 children per week.
In 2002, the total number of registrants for the eight-week period was 1,400 children, with 200 of
those being Oro-Medonte residents.
The registration fee is $100.00 per week for Y.M.C.A. members and $115.00 per week for non-
members. As part of our agreement with the Y.M.C.A., Oro-Medonte residents pay the $100.00 per
week member fee. Advertising for the program is done through the Y.M.C.A. brochure and
registration is on a "first come, first serve basis".
In previous years, the Y.M.C.A. of Barrie has rented the Memorial Park in the amount of $1 ,200.00. It
is staff recommendation that the rental fee be increase to $2,000.00. The increase will help assist
with park maintenance and rental services. Staff has discussed and received no objections from the
Centre Director with respect to the increase in rental fees.

Staff is presently in the process of reviewing and developing suitable programs to be delivered from a

being explored. The on-going partnership with the Y.M.C.A. would complement new efforts being
investigated for the 2003 summer season.
1. That Council receives and adopts this report.
2. That the Township of Oro-Medonte enters into an agreement with the Y.M.C.A. for the operation
of Day Camp Programs at Memorial Park from June 30th to August 22nd, 2003.
3. That the Mayor and Clerk be authorized to execute an agreement with the Y.M.C.A. and that the
Clerk be authorized to bring forward the appropriate By-law.
4. That the Y.M.C.A. pay a rental fee of $2,000.00 for the use of the Memorial Park.
5. That Y.M.C.A. provide the Township $500.00 damage deposit.

Since the Public Works Department amalgamated with the Parks Department three
years ago, staff has remained status quo. The joining of the two Departments has
proven to be a cost saving, as well as more efficient with regards to equipment,
materials and staffing.
The Public Works Department is now faced with an increase of work in the summer
months during weekends, with additional tourists at Memorial Park, ball diamond usage
and Rail Trail maintenance. During the winter, we have an increased demand at the
Arena with added ice rentals, which has increased ice and building maintenance.
The summers of 2001 and 2002 were extremely warm and dry, increasing park
attendance and adding to such problems as garbage and washroom complaints, as well
as disputes between the public who rented the pavilions and tourists who walked in and
occupied these facilities. A summer student was hired to help alleviate these problems,
but this did not address the concerns at any of the ball diamond rentals, or Trail and
boat launch areas.
In the fall of 2001, a part-time Operator was hired for one (1) eight-hour shift in the
Arena, as well as to provide back-up for sick time and holiday schedules. This shift
ended in early April and resumed in September when the three full-time staff began ice
making. This part-time person then kept up with park and diamond maintenance until
these facilities closed in October, and then resumed a 20-hour shift in the Arena.

Therefore, with the increased year-round workload within the Department, I would
request that consideration be given to hire one (1) additional full-time Public Works
Operator to commence in the spring of 2003. This would allow for a "7-day-a-week"
rotation schedule during the summer months for full-time staff to complete maintenance
duties for parks and diamonds, as well as assist with the added workload in the Arena
for the winter season.

Construction worked in the Town of Midland in 2002, on the Harbourview Drive watennain
project. The work by Amott Construction was described as very good quality work with a
very professional team on the job. Mr. Baker was v~ complimentary.
2. D. DodweU of R. G. Robinson and Associates (Barrie) Ltd. As Project Manager for a
project here in BaiTie,. Mr. Dodwell reports that this contractor perfonns excellent quality
workmanship.
It is noted that Arnott Construction was the low bidder on all 4 tenders. Four (4) different
contractors provided second low bids. Reference checks were made for each of the second low
bidders on this project as listed below:

reponed that Gibson Contracting is very experienced in underground pipeline work. The
work by Gibson Contracting is classified as very good quality and they have a good record
for completing the projects on time.
2. Reference for North Rock Group Limited. Rob Micieli of Munro Concrete as a supplier
advises that Nom Rock is a good contractor and is financially sound and pays their invoices
on time. He has no compla.ints with this contractor.

3. Reference for Detra Builders Inc. R.O. Robinson and Associates (Barrie) Ltd. has had flfSt-
hand construction experience with this contractor on the Barrie project - Little Lake
Pumping Station. This contractor performed the c.omp1ex installation with good quality
workmanship.
4. Reference for D.L.G Fann Drainage. A ca}} was made to Mr. Dave Rozycki - General
Manager of the Dee Jay Campgrounds where this contractor undertOOk a $700,000
watermain and sewer project. Mr. Rozycki was unavailable at the time of the call.

meter, which will be Mrs. Kirstine's responsibility when constructing a house on this lot.

For the past number of years, the Township has actively encouraged local community groups to
participate in "Pitch-In Canada Week", citing roadside and parkland clean up during this week.
Mr. Frank Lawson, a resident of Simcoe side and member of the Oro Lions Club, has been very
involved with this campaign from the start.
Mr. Lawson has contacted Guide and Scout Groups, Women's Institutes, ratepayer groups, and
schools with information on "Pitch-In Canada Week" with the list of participants growing each year.
A notice has also been posted at local high schools this year looking for volunteers to help in the
roadside clean-up campaign, which will allow students credit towards their required 40 hours of
volunteer work.
The Township will supply any individual or group that would like to participate, with yellow garbage
bags, gloves, safety vests, and signs. Arrangements will be made with our garbage contractor and
Public Works Department to pick up the yellow bags.
The Oro District Lions Club is planning a free B.B.a. at Oro Memorial Park on Saturday, April 26,
2003 as a thank you for all participants.

BACKGROUND/ANALYSIS:
An application has been received to merge two lots on a registered plan of subdivision in order to
construct a single detached dwelling in the middle of the proposed larger parcel. This request was
received and circulated to all department heads for comments and no concerns were noted.
The process in which to merge these two lots is through a deeming by-law.
The subject property is located the north side of Bass Lake. A map is attached for Council's
reference.
The Assessment office records show two property roll numbers for the two lots. The applicant has
been made aware that the only way to separate these parcels in the future is through a consent
application considered by the Committee of Adjustment; which would be unlikely once the house is
constructed.
It is recommended that Council give favorable consideration to the deeming of these two lots through
the attached deeming by-law.

1. THAT this report be received and adopted; and
2. That the Clerk bring forward the appropriate by-law for adoption by Council.
