REPORT OF FRIENDS OF THE LIBRARY The next meeting of the Friends is scheduled to take place Monday April 28, the same night that the Building Steering Committee is presenting their report to Council. The Friends were invited to attend the Council Meeting to show their support for this project. tCJc-J NEW BUSINESS Report on Shelving Replacement in Chi1dren's Services - The shelving unit in question was obtained previously used by the Library and has since been repaired. The unit is not stable and has been reviewed by the Hea1th and Safety Committee and deemed to be in need of replacement. A motion to use Reserve Funds to do so has been read and asked to stand down for the present. Further discussion regarding the use of Reserve Funds is needed. Report on Changes to Provincial Legislation Impacting the Composition of Library Boards - School boards are no longer required to have representation on boards. After review of the Report, the Board decided that an ad hoc committee should be formed to determine the best course of action for: board recruitment; appointment from the School Boards; and appropriate input into Counci1 appointment to the Library Board. ., Presentation to City Council of Building Steering Committee Report - The Building Steering Committee met last night and are prepared to present a report of their findings to City Council on Monday April 28, and ask the City for $50,000 to fund an architectural/urban design/planning study. Reserve Funds may also be used to partially fund this study. MOTION #2003:23 Moved by J. Swartz, seconded by M. Hill that the OriIlia Public Library Board authorizes the expenditure of up to $10,000 from the General Reserve Fund for use by the Building Steering Committee for an Architectural/Urban Design/Planning Study. CARRIED MOTION #2003:24 Moved by J. Francis, seconded by R. Fountain that the OriIlia Public Library Board pay for replacement mobile shelving units at a cost of approximately $3,300 from the General Reserve Fund. CARRIED A press release will be issued prior to the Council Meeting to make people aware of the presentation of the Building Steering Committee. Board members and staff are encouraged to attend at approximately 8 p.m. to show their support for this report presentation. Mclaughlin felt that because the report on Reserve Funds has not been completed and presented, we should not be contemplating any spending from the Reserve Fund. MOTION #2003:25 Moved by M. Hill, seconded by J. Swartz that the Board of the Ori1lia Public Library rescind Motions 2003:23 and 2003:24 that were passed at the meeting of Apri123, 2003. CARRIED K. McLaughlin felt that we are not ready to ask for $50,000 to fund a building study as there are too many variables. In consultation with City staff, K. CHAIR CHIEF EXECUTIVE OFFICER ~uc -1 REPORT OF THE DIRECTOR OF CHILDREN'S AND AUDIOVISUAL SERVICES April 2003 Reference Questions April 2003: 438 April 2002: 444 The number of reference questions answered by Children's Services staff saw a small decrease of one per cent this month. The quarterly results show a seven per cent increase in the number of questions answered during the same period in 2002. .. Computer use continues to show an increase. April 2003: 466 April 2002: 378 Computer use showed a twenty three per cent increase in the number of people using the computers. Pro~rams We offered a special EasterProgram on Thursday afternoon, April 17 for children from 2-6 years. It was fully registered within a week. Crystal Dolson, an Early Childhood Education student from Georgian College planned and executed the program. The children had a great time listening to Easter stories, going on an egg hunt and meeting and petting a lamb. Staff member Pat Hopkins brought in the lamb from her farm. Both Pat and the circulation staff made a great effort to give the children this special treat... thank you! We increased the number of Story hours given this month because of the addition of the Caregivers Story time on Mondays, which continues to be popular with full registration. All story time programs are going well with full registration. Saturday Explorers Club is going strong with three programs offered in April. \Uc -5 Professional Development Kelly, Michelle, and Lee attended a Southern Ontario Library Service (SOLS) workshop Telling Tales Out of School: Storytelling for Schoo/ Age Children at Aurora Public Library on April 23. All three came back enthused about telling tales, asking me to order books suggested as sources for storytelling. We were asked to supply someone to tell stories at Guthrie Public School, Michelle volunteered to tell a number of the stories she had learned at the workshop. Staff Crystal Dolson, an ECE student at Georgian College, completed a four week placement with Children's Services. Crystal did a great job. Both parents and children enjoyed her programs. Crystal led Tales for Twos, Preschool Stories, and the Easter Program. She also enthusiastically took on the task of designing two bulletin boards and started working on our Summer Reader's Club Bulletin Board. Children's Services staff meetings were held on April 9 and April 23 to make final planning details for the Summer Reader's Club. This year's theme is "20,000 Reads Under the Sea". To add a fun game to the program we will be incorporating some of the ideas from Survivor-including voting staff members off the Island. Publicity and Outreach In house material displays included Easter and spring books. The Spring Storytime Brochure was produced and the Web Page updated. \CJc -\0 MONTHLY REPORT DIRECTOR OF INFORMATION SERVICES APRIL 2003 Jayne had another sell-out crowd at the April program presented by Bob Bowles on the Galapagos. Forty-nine people attended and his talk was wel1-received. The program in May will be stories from the History of Lake Simcoe and Lake Couchiching presented by Monica Frim, author of the book, The Secrets ofthe Lakes. Jayne also attended the fundraising conference at Georgian Col1ege . Mark Climie was the keynote speaker: he has planned successful fundraising initiatives for the Arthritis Society, the Canadian Cancer Society and the Toronto Humane Society. I attended the Ontario Genealogical Conference on Aprillih and participated in sessions on Technology Tips and Tools; Doing Genealogy in the new Russia; and Researching English Ancestors. Internet resources, as wel1 as the location of hard copy information, were provided and sessions were most informative. Handouts and notes have been passed on to Information Services staff. I was invited to attend a literacy breakfast held at Georgian College by the Literacy Network. It was an informal session of information exchange between institutions delivering literacy programs in the area. Pamphlets were exchanged and upcoming events were discussed. New needs were identified, as well. The volunteer luncheon was a great success this year with fifty-eight volunteers attending, along with a number of Library Board members and the Mayor of Orillia. A great deal of time went into its preparation and staff pitched in to help Jayne as well, with a very rewarding result. REFERENCE QUESTIONS: Reference queries made at the desk are down by one percent despite Sunday openings. 1989 reference questions were asked at the desk during the month. Two were sent via email and two were faxed or mailed. Questions are up eight per cent over last year, overall. USE OF ONLINE PRODUCTS: EbscoHost was used 281 times during the month. INTERNET USAGE: The use of internet stations continues to climb, with 1721 users signing in during April. Heather began to teach Internet and computer skills again and thirty-seven people took advantage of this free service. USAGE OF WEB SITE AND FROST PAPERS: The web page was accessed 2128 times during the month and the Frost Scrapbook registered 59 visits. \Dc-l VOLUNTEER HOURS: Volunteers logged 378 hours this month providing the equivalent of 50 days of paid staff time. NEWSPAPER INDEX: Lynn indexed 1361 items of news and 78 births, deaths or marriages during the month. One question asked that required the index was how many earthquakes has Orillia experienced over the years? COMMUNITY OUTREACH: Materials were pulled for fourteen shut-ins during the month. INTERLIBRARY LOANS: Materials borrowed and materials loan were both up this month: 123 items were borrowed from other libraries and 165 items were loaned to other libraries. GOVERNMENT DOCUMENTS: Eighty-four items were added to the collection in the month and thirty-six items were withdrawn. Both provincial and federal documents can be ordered online now. \Uc -~ REPORT OF THE DIRECTOR OF TECHNICAL SERVICES APRIL 2003 Systems In April we began this year's phase of our computer upgrade plan, expecting to acquire a new LAN server and up to 8 PCs for staff and public use. The Southern Ontario Library Service and Dell Computers have reached a special pricing agreement which makes the Dell Optiplex PC substantially cheaper for libraries to buy than through normal purchases. We estimate that we will be able to save about 20% over Dell's best commercial price. At the end of April we had some trouble with our Sun Cobalt internet server, and kept losing services. The problem turned out to by a faulty Sun upgrade patch. The trouble was rectified and things were back to normal after several days. Circulation Our last Sunday being opened, at least for the time being, was April 27. Average circulation for those days was 285 items, and average attendance was 234. From the perspective of circulation activity, then Sunday openings were successful, as expected. Theresa Doubrough, our Sunday circulation clerk, informed us in April that she would not be able to work for us after the last Sunday. Terri was a friendly and energetic presence at the circulation desk, and we wish her well. Technical Processing TP staff have instituted a new policy of marking catalogue records as "In processing" until they are sent out to the shelves. This will help eliminate the occasional confusion over where new materials might actually be as it makes it's way through the department. Kelly Smith started a project to clear up the records for our leased book collections from Baker & Taylor and McNaughton. With Gail Matthews away, we have not been returning any older materials to the leasing companies, so Kelly is doing an overhaul of the whole leased book collection. The two primary directors of the company, Mr. Peter Waters and Dr. Joe Waters were in attendance. Pursuant to the March 20, 2003 Commission meeting, Pete Waters resubmitted site plans and conceptual drawings in accordance with their February 14, 2003 Commercial Development Concept as well as continued interest in purchasing Lot 4 of the airport's Southwest Commercial Development Area, although the construction time lines are not definitive. Upon completion of the presentation, and after a question and answer period, both Mr. Peter Waters and Dr. Joe Waters were excused from the meeting at 8:50 p.m. Hi) As a result of a confidential property matter, the following motion was passed. In this Regulation, "Niagara Escarpment Planning Area" has the same meanmg as m the Niagara Escarpment Planning and Development Act; "Oak Ridges Moraine Area" has the same meaning as in the Oak Ridges Moraine Conservation Act, 2001. Prohibited uses 2. No person shall use surface water or ground water taken from the Niagara Escarpment Planning Area or the Oak Ridges Moraine Area for any of the following purposes, if the person would require a permit under subsection 34 (3) of the Act to take the water: I. Beverage manufacturing, including the manufacturing or production of bottled water or water in other containers. 2. Fruit or vegetable canning or pickling. 3. Ready-mix concrete manufacturing. 4. The manufacturing or production of products that contain some or all of the water that is taken. Exceptions 3. (1) Section 2 does not apply to a person who uses the water for agricultural purposes, including aquaculture, nurseries, tree farms and sod farms. (2) Section 2 does not apply to a person who has authority to take the water for a purpose described in section 2 pursuant to, (a) a permit that was issued under section 34 of the Act before the day this Regulation was filed; or (b) a permit that was issued under section 34 of the Act on or after the day this Regulation was filed, if the application for the permit was received by the Director before March I, 2003. (3) Section 2 does not apply to a person if, (a) on the day this Regulation was filed, the person held a permit issued under section 34 of the Act that authorized the taking of water for a purpose described in section 2; (b) before the permit referred to in clause (a) expires, the person applies for a new permit under section 34 of the Act to authorize the taking of water from the same location and for the same purpose to which the permit referred to in clause (a) applied; and (c) the person has authority to take the water for a purpose described in section 2 pursuant to a permit that is issued under section 34 of the Act pursuant to the application referred to in clause (b). (4) Subsection (3) applies even if the permit that is issued pursuant to the application referred to in clause (3) (b) authorizes the taking of more water than the permit referred to in clause (3) (a). Issuance of permits 4. The Director shall not consider an application for or issue a permit under section 34 of the Act to authorize the taking of water for a purpose described in section 2 unless the application for the permit was received by the Director before March 1, 2003 or, 2 (a) the application for the permit is made by a person who, on the day this Regulation was filed, held a permit issued under section 34 of the Act that authorized the taking of water for a purpose described in section 2; (b) the application referred to in clause (a) is made before the expiration of the permit that was held by the applicant on the day this Regulation was filed; and (c) the application referred to in clause (a) seeks a new permit under section 34 of the Act to authorize the taking of water from the same location and for the same purpose to which the permit that was held by the applicant on the day this Regulation was filed applied. What do al1 these people have in common? It's caned the "Exceptional Peoples Olympiad" and we are hoJding our 27'" Annual Olympiad this year. With your help, we can make this year's event the best ever! The Exceptional People's Olympiad provides an Olympic style event for developmentaJly challenged adults. This registered non-profit; tax exempt charity is organized by inmates and hosted inside the wans of Collins Bay Institution. The EPO takes place annuaUy during the third weekend in July when the inmates of CoIlins Bay and their gracious supporters in the greater Kingston community play host to approximately 150 athletes coming trom centers across Ontario. One of the most unique features of the EPO is that each athlete is paired with a prisoner who becomes their Godbrother for this special event, becoming a friend, coach, companion and confidant for the weekend. This responsibility often develops into a real and lasting friendship. It is not unusual to see the same athletes and Godbrothers paired year after year. Every year the EPO Committee must raise the funds to provide all accommodations and meals for the atbJetes and their chaperones, as well as entertainment, event costs, and the traditional trophies and medals. In addition, aU athletes are given an Olympiad package, containing such items as 2 silk-screened T-shirts with the Olympiad's logo, gym bags, and hats. Traditionally at least 50% of tbe funds to run the EPO have come directly from tbe inmates of CoHins Bay through a variety of fund raisers. Included in that proposal it was also recommended by all stakeholders that a proper crosswalk be installed to ensure the safety of our children on their way to and from school. Since that time only fluorescent school signs have been installed and nothing else. There has been no reduction in the speed limit and it was also noted that council decided against a proper crcsswalk because there were not enough children. As parents and grandparents you must have some concerns over the safety of the children that reside in our community. The intersection in questions is very dangerous. Very few motorists abide by the posted speed limit, which is 60kmlhr. As a school community we feel that more controls need to be in place to keep our children safe. There are no sidewalks, and in winter the children are forced to walk on the road. Snow banks are high, road conditions and visibility can be poor and these facts all contribute to a dangerous situation. In our minds it does not matter if there are twelve or twelve hundred children crossing the road, they are all precious to us and councils decision to ignore this situation is totally unacceptable. In general, kids lack good judgments about traffic and on the following page you will find some very interesting facts that support our concerns. This council needs to recognize that, even though the numbers are small, the numbers are not relevant, the lives are. We strongly recommend that council consider the following recommendations: declare the school zone as a school safety zone which includes flashing school signs from the hours of8:30 am until 5:00pm, , a posted 40km/hr speed limit, a proper crosswalk, a four way stop and regular policing of this area. Motorists who disobey the speed limits would be subject to increased fines. We are very serious about our children's safety and council's decision to implement the above recommendations would ensure that our elected council representatives are also serious about the safety of our children. Their level of thinking and physical coordination prevents them from judging whether or not a situation is safe. ~ Children under nine may not act appropriately in an emergency especially if they are nervous or scared ~ Young children can't see out the corner of their eyes as well as adults can, they are unable to use information from their peripheral field of vision ~ The direction of various sounds e.g. A siren, is often difficult for children to determine. Children are known to turn the wrong way when searching for a sound. ~ Children's sense of perception is different than that of adults. They may think that large cars move faster than small ones do, or that narrow streets are less dangerous than wider ones. ~ Young children can't pull together all the pieces of information they need to when they are in an emergency ~ Children lack a sense of vulnerability. They don't understand that a car can seriously hurt or kill them if they collide ~ Children have difficulty judging how fast a vehicle is moving towards them or how far the vehicle is away from them ~ Children like to keep moving, they may be impulsive in getting where they are going, even though they have been taught how to cross the road safely. Children can be easily distracted ~ Children may simply believe that grown-ups will look out for them. They think that if they can see an adult driving a car toward them, the driver must be able to see them too. For all of the facts stated, we believe it necessary to take every precaution available to protect our children. It also includes the belief that proper safety measures need to be made at the crossing of the 15th/16th sideroad and line 11. Our children depend on us to keep them safe. If you vote in favor of these events, then we know that our council is in favor of youth recreational events as such to occur within this township. Similar events take place at Hardwood Hills, Horseshoe Valley, Mt St Louis and Burl's Creek. As far as most of the concerns brought forth at the open public meeting on May 21,2003, most are very irrelevant. " Environmental concerns, re atmosphere and ecological, parking, garbage, sewage, destruction of topsoil, operations in a wetland, destroying a creek with fish etc. have been already addressed by the landowner Mr. John Graham. This stream goes dry in the summer so it does not support fis~ the landlord has also created an earthen berm between the track and the stream. Drainage pipes have been installed to move excess runoff from the upper side of the field to the stream bed. Numerous Porta-potties are available at each race and each race is only one part day. The landlord has ample grassed parking for these events 10 - 20 acreas and keeps the vehicles off the roadway with a extra long drive. The only real concern that may be a problem is the noise in the country. Is this a rural setting or a residential area? Why were there not more complaints last year? The main dissidents live on Duruy Lane which is buffered by 2 kIn of woodland to the south. These individuals stirred up the fear mongering visiting many households on lines 1,2,3 and Old Barrie Rd. to spearhead petitions and initiate spokespeople to complain at the public meeting. Some attending this meeting on May 21,2003 lived as far as 3 kIn. from the track. Last year while the race was on, the landlord drove his 4-wheeler to this distance to check for noise disturbance, it was minimal. The prevailing wind on race day determines who will and who won't hear the track events. Living next door we hear all the starts and when we show cattle at the fairs with midways we are glad that they have been exposed to a variety of noises and an abundance of people. ;'!t During the last few days, we have put lots of thought into this report. As I hear as many as 10 gravel trucks every 5 minutes five days a week from 5 am to 5 pm for the entire summer, I suppose this is not noise. Our animals are more fiightened by the Snow Birds because they hear a noise that they cannot see the source. Ora Medonte Township is for children too not just the piano players and not just for wealthy semi - retired voters that can not tolerate another human for 3 or 4 days of the year. That the Mayor and Clerk are hereby authorized to execute, on behalf of the Township of Oro-Medonte, an Agreement of Purchase and Sale for lands located in Part of Lot 19, Concession 7 (geographic Township of Oro), Township of Ora-Medonte, County of Simcoe, more particularly designated as Part 4, Plan 51R-31319. 2. THAT the action of the Council at its Council Meeting held on Wednesday, June 4, 2003, and in respect to each Motion, Resolution and other actions passed and taken by the Council at its said Meeting is, except where prior approval of the Ontario Municipal Board is required, hereby adopted, ratified and confirmed. 2. THAT the Mayor and the proper Officials of the Township are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain approvals where required and to execute all documents as may be necessary on behalf of the Council of the Corporation of the Township of Oro- Medonte.
