Couchiching Jubilee House is requesting financial assistance of$I,OOO.OO to assist with
operating expenses.
Couchiching Jubilee House is an ecumenical community based programme that enables
women to achieve their goals by providing transitional housing in a supportive
environment. By providing, safe, affordable transitional (up to one year)housing, we
provide a hand up, not a hand out, to vulnerable women and their dependent children.
Since opening our doors in September 2001, .17 women and their 16 children have called
CJH 'home'. The 'graduates' are welcomed back to our monthly Supper Club meetings;
many friendships developed while participating in the CJH programme continue.
Volunteers are role models and mentors.
The sponsoring Churches, St. Paul's United, St. Andrew's Presbyterian, St. James
Anglican, Forest Home United, Westmount United and Regent Park United continue to
furnish the apartments and providing meeting and activity space. Volunteers are the
backbone of the programme. Administr~tive costs are kept to a bare minimum with the
Anglican Church Outreach 'Faithworks' funding the salary of the part time Programme
Coordinator, and Dr. Hugh Coleman donating office space.
We are finding, however, that the costs of utilities and general house maintenance
continue to rise. Fundrasing activities continue, yet we urgently need your financial
support at this time to help keep our doors open. Weare enclosing our proposed budget
for 2004, and a list of our current Board of Directors.

Re: Hardwood Hills access to Simcoe County Forests
Dear Mr. Craig,
We have recently heard with considerable alarm that Hardwood Hill's access to the County Forests
for their nordic and mountain bike trails may be in some jeopardy. We strongly urge the County and
Township to grant Hardwood this access to help preserve intact one of the premiere recreational
venues in Oro-Medonte.
Hardwood Hills is a world class Nordic and Mountain Bike facility that is second to none in Canada.
As Nordic Skiers and mountain bikers my family has skied and biked from BC to Newfoundland and
we have found few facilities anywhere in Canada that come close to matching those of Hardwood
Hills. This resort is a recreational centre that Oro-Medonte and Simcoe County should view with
great pride!
My family has recently purchased property in Oro-Medonte, a large part due to the exceptional
recreational opportunity that Hardwood Hills provides. In fact, over the years our children have
grown up spending their winters and a good part of the rest of the year pursuing their goals of
becoming competitive Nordic Skiers at Hardwood Hills. It would be unfortunate indeed to deny
other children this exceptional opportunity.
We strongly urge the County and Township to support Kim and Dave Viney by allowing them to
maintain their trail system on County Forest Land.

The Township of Oro-Medonte is currently a member of the Nottawasaga Valley
Conservation Authority. and the Lake Simcoe Region Conservation Authority. As a
member, the Township is engaged in efforts initiated for the protection of drinking water
sources.
Conservation Ontario, through its 36 member Conservation Authorities, has requested
support for the report and recommendations of the Advisory Committee on Watershed-
based Protection Planning. Accordingly, Council has passed the following resolution at
the Regular Council meeting of Wednesday, October 15, 2003:
"Be it resolved that the information presented by Mr. Vvayne
Wilson, CAO-SecretarylTreasurer, Nottawasaga Valley
Conservation Authority, re: Watershed Based Source Protection be
received and;
Whereas the Source Protection Advisory Committee's Report
builds upon the recommendations of the Walkertonlnquiry;
And Whereas The Township of Oro-Medonte supports the
protection of our drinking water resources;
And Whereas The Township of Oro-Medonte supports the
coordinating role in drinking water source protection planning for
Conservation Authorities;

And Whereas there must be substantial funding from the Province
for drinking water source protection planning;
And Whereas the implementation and funding details for drinking
water source protection is to be developed by the Province in
consultation with municipalities and other stakeholders;
Therefore Be it Resolved that The Township of Oro-Medonte
supports the report and recommendations of the multi-stakeholder
Advisory Committee on aWatershed-Based Source Protection
Planning Framework
And That the Province be requested to proceed with
implementation of the Advisory Committee's recommendations
without delay."

Dear Ms. Pennycook:
I am attaching a copy of correspondence dated September 12, 2003 from Notre Dame Catholic School,
requesting that the speed limit in the area of the school, along the Bass Lake Side Road, be lowered to
40km/h.
Council dealt with this issue and adopted the Committee recommendation:
"THA T the existing 80 km/h speed limit on Bass Lake Sideroad between the westerly limit of the City and Harvie
Settlement Road be reduced to 60 km/h from the westerly limit of the City to Hepinstall Place and to 40 km/h from
Hepinstall Place easterly to Harvie Settlement Road, subject to the concurrence of the Township of Oro-Medonte. "
I am also attaching a copy of the staff report, dated October 8, 2003. Council adopted a slightly different
recommendation from the staff report; however, I am enclosing the report because it provides good
background to the issue.
As the Bass Lake Sideroad is a boundary road, both municipalities must pass by-laws to implement any speed
changes.
I would be pleased if you would present this recommendation to your Council and advise if your Council is in
agreement with the proposal.
Once both municipalities agree, by-laws must be passed and signs installed.

Backaround
Notre Dame Catholic School has requested that the existing aOkm/h speed limit on Bass
lake Sideroad between Line 15N and Harvie Settlement Road be reduced to 40km/h.
Discussion
Bass lake Sideroad is classified as a two-lane arterial roadway under the City's Official Plan
and has a pavement width of approximately 604m with an Annual Average Daily Traffic of
1500. This roadway is located within a rural area not yet fully developed. There are no
sidewalks and narrow shoulders on either side of the roadway. Bass lake Sideroad has one
reverse curve and two hills located between Line 15N and Harvie Settlement Road. The City
of Orillia's northem boundary on Bass lake Sideroad is down the centerline of the right-of-
way. Therefore the north limit of the right-of-way of Bass lake Sideroad is under the
Township of Oro-Medonte jurisdiction.
Notre Dame Catholic School is located on the northwest corner of Bass lake Sideroad and
Harvie Settlement Road. Only a portion of the school's property is located within the City's
boundaries. It was noted upon site visit that the school's kindergarten playground is
completely fenced along with the rest of the schoolyard, which backs onto Bass lake
Sideroad.
Public Works staff investigated the area and noted that there are three residential side streets
located along the north side of Bass lake Side road (Hepinstal Pl., Hawthom Pl., Old Scotia
Pl.). There are presently two existing entrances off Bass lake Sideroad, one to a residential
property and the other to a farm field. It was also noted that there are no sight restrictions at

The Township of Oro-Medonte has posted Bass lake Sideroad west of Line 15N as a
60kmlh limit. The posted speed limit on Bass lake Sideroad east of Harvie Settlement Road
is 50kmlh into the residential areaNJest Ridge subdivision. The speed limit on Harvie
Settlement Road in front of the school is 50kmlh as well.
In order to pass a bylaw reducing the speed limit on Bass lake Sideroad, the City would have
to have concurrence with the Township of Oro-Medonte since they have jurisdiction over the
north side of Bass Lake Sideroad.
Summary
Bass lake Sideroad between Harvie Settlement Road and Line 15N currently exists as an
80km/h speed limit and west of Line 15N, which is within the Township of Oro-Medonte's
jurisdiction, is posted at 60kmlh. See Figure 1. Even though Bass lake Sideroad can be
driven comfortably at 80kmlh it is recommended that the speed limit be reduced to 60kmlh to
coincide with the section of Bass lake Sideroad west of Line 15N.
The implementation of a 60kmlh speed limit for the City's jurisdiction of Bass lake Sideroad
will have to coincide with the Township of Oro-Medonte's passing of their bylaw implementing
a 60kmlh speed limit for their jurisdiction.

In October, 2002, Council passed a resolution to continue to deem one-third of the remuneration paid to the
elected members of Council to be expenses incident to the discharge of their duties as members of Council.
S. 283(7) ofthe Municipal Act, 2001 requires Council to review this policy at least once during the three year
period corresponding to the tenn of office of its members after a regular election.
The one-third tax-free allowance is still a reasonable estimate of costs incident to the discharge of a Councilor's
duties such as personal use of automobile and office-in-home.
We therefore respectfully recommend the continuation of the current policy of considering one-third of the
remuneration paid to the elected members of Council to be expenses incident to the discharge of their duties.

II BACKGROUND:
On January 27,2003, a water pipe at the Old Town Hall broke and caused flooding and water
damage to the records/documents that the History group were storing in the vault. As a result of this
unfortunate incident and unfavourable storage conditions, the documents developed a mold problem.
Ellen Millar, Assistant Archivist for the County of Simcoe, attended the site to assess the documents
and made recommendations for actions necessary for the proper preservation of the documents.
During her review of the documents, Ms. Millar identified that the majority of the documents were the
former Township of Oro's municipal records. Of particular concern was the safe storage of those
records which contain sensitive information and could be closed to general access by provisions of
the Municipal Freedom of Information and Protection of Privacy Act. The balance of the items that
the History group had been storing in this location were bound books consisting of Revised Statutes
of Ontario, Statutes of Canada, etcetera.
During the clean up, the History group identified and pulled redundant documentation with no
historical significance, cancelled cheques and tax assessment summary notices, which were
damaged beyond salvage. The History group placed these items in boxes and Town Staff destroyed
them.
The waterlogged materials were removed from the vault and dried out. All of the documents and
books were transferred to the Township Administration Centre at the beginning of May 2003.

During the summer months, the Records Management Coordinator was in contact with the Assistant
Archivist regarding the documents and discussion occurred regarding the mold infestation of the
documents and books.
On October 8th, 2003, the Assistant Archivist attended the Township Administration Centre to assist
the Records Management Coordinator in identifying which Township of Oro documents would be of
historical interest to both the Township and the Simcoe County Archives. The Assistant Archivist
also provided contact information for companies that handle document restoration, so that the
Township could look at the cost of having the bound books cleaned for the History group. The
. estimated cost to clean the books is approximately $10,000.00. The same books are retained by
both Federal and Provincial Archives.
_ The Records Management Coordinator and staff have separated the Township of Oro documents
from the bound books which the History group had been retaining. These books are of no historical
value to the Township. The books are currently located in boxes in the basement of the
Administration Centre and will be offered to be returned to the History group or can be destroyed on
their behalf. The History group will also be advised that these books cannot be permanently stored in
any Township buildings due to liability issues relating to their mold infestation. The Township of Oro
documents have been partially indexed in anticipation of transfer to the Simcoe County Archives.
This index is included for information. (Attachment #1)
On October 22,2003, the Simcoe County Archivist, Bruce Beacock, corresponded with the Records
Management Coordinator advising that the Simcoe County Archives "were especially unwilling to
accept records which are infested with mold."
As a result of the Archivist's correspondence, the Records Management Coordinator contacted
numerous government organizations in an attempt to locate funding in order to assist in offsetting the
costs of cleaning these historically significant municipal documents. The documents of particular
concern are Assessment Rolls, Collector's Rolls and Municipal Cash Books dating from
approximately the 1860's until the late 1940's.
The Canadian Council of Archives (CCA) advised the Records Management Coordinator that the
Township of Oro-Medonte was not eligible to receive funding as CCA funding is only granted to
members of an Archives Association. The Simcoe County Archives is a member of an Archives
Association.
YSIS:
In accordance with Section 254 of the Municipal Act, 2001, the municipality has a responsibility to
. retain and preserve the records of the municipality in a secure and accessible manner and may enter
into an agreement with an Archivist to retain and preserve said records.
Documents and records of the municipality may only be destroyed in accordance with Section 255 of
the Municipal Act, 2001, and the Township's Records Retention By-law. To date, only the Township
documents that the History group identified as redundant, at the first of the year, and had exceeded
their approved retention period, have been destroyed.

The Chair of History group, Mr. Tim Crawford, has been kept abreast of the status of the items which
were transferred from the Old Town Hall to the Township Administration Centre.
Staff is continuing to pursue all available avenues in order to rehabilitate as many of these historically
significant documents as possible and continue to liaise with Mr. Crawford in this regard.

2. THAT the Township encourage the Simcoe County Archives to apply for funding from the
Canadian Council of Archives to restore and preserve the Township of Oro-Medonte's

NOTE: This report would have ordinarily gone to Planning Advisory Committee. However,
due to the technical nature of the report and the need to obtain direction from Council in
December, the Chair of the Committee, Paul Marshall, agreed that this item could go to
Council instead.
RECOMMENDATIONS:
On the advice of Meridian Planning Consultants, the following recommendations are
provided to Council for consideration and adoption:
a) receive and adopt Planning Report No. PD2003-23 dated December 2, 2003
from Meridian Planning Consultants;
b) approve the use of the Part Lot Control provIsions of the Planning Act
regarding the further processing of Application No. 5-2/03 (Bachly
Subdivision);
c) request Bachly Investments Inc. to update the technical reports respecting the
MOE reasonable use guideline for development on private sewage systems
and stormwater management;
d) direct staff Meridian Planning Consultants to negotiate with the owner
regarding a possible site for a new Fire hall.

The lots are proposed to be serviced by municipal water and
private sewage disposal systems.
2.0 DESCRIPTION AND BACKGROUND
The subject lands are located in Part of Lot 15, Concession 8 (Medonte), southeast of the
intersection of County Road 19 and Line 7 North. The lands are described as Blocks 65 to 69
inclusive, Registered Plan 51 M-679 and have access and frontage on Brechin Crescent, Jennett
Drive, and Bachly Avenue within the existing subdivision. The five blocks have a total area of
9.09 hectares. (See Key Map as Attachment #1)
The "Heights of Moonstone" subdivision was registered in the spring of 2000 and has been under
development since that time. A total of 59 lots were created for single detached dwellings.
Approximately 27 homes have been constructed or are under construction within the subdivision.
The subdivision roads in phase 1 have been constructed, providing an internal loop road system.
The Township has not yet assumed the roads. The Heights of Moonstone subdivision is serviced
by municipal water and private sewage disposal systems.
Blocks 65 to 69, Registered Plan 51 M-679 are proposed to be subdivided into 41 lots. The
proposed lots have frontages that range from 30 metres to 40 metres and areas that range from
approximately 1800 square metres to over 3000 square metres. (See Attachment #2).
2.1 Supporting Studies
The following supporting studies were submitted with the Draft Plan of Subdivision application.
Comments on each are provided.
2.1.1 Soil Suitability to Receive Septic Tank Effluent, Morrison Beattv Limited, Februarv 1989.
The report was prepared for the original 1989 application based on a total of 110 lots in Phase 1
for single detached dwellings. The report addressed the site's suitability for septic systems from
a design and construction perspective and the potential impact on ground water quality. The
report concluded that the site is suitable for the proposed development and will have no or
negligible impact on the ground water resources of the area.
Since the preparation of this report, MOE has released a series of guidelines addressing the
planning for sewage and water services. MOE Guidelines B-7 "Reasonable Use" and 0-5
"Planning for Sewage & Water Services" and the associated Technical Guidelines set the
minimum standards for the determination of development capacities for subdivisions on private
sewage systems. Based on the age of the original study, it would be recommended that an
update to the Morrison Beatty Ltd. report be prepared to confirm that the site can support the
proposed number of lots on private sewage systems based on current guidelines.

2.1.2 Groundwater Availability Study, Morrison Beatty Limited, Februarv 1989.
This report was prepared for the original 1989 application for a 110 lot subdivision based on
communal supply from on-site wells. The report concluded that ground water was available in
sufficient quality and quantity for the proposed development.
2.1.3 Groundwater Evaluation. Dames & Moore, Canada. March 30.1993.
This report was also prepared and submitted in support of the original 1989 application. The
Dames & Moore report was a follow up to the 1989 Morrison Beatty report based on the
Township request that domestic water be provided by an extension of the existing municipal
communal supply system at the Robins Crest and Medonte Highlands subdivisions. The report
concluded that water quality was acceptable and that with an additional supply well and
distribution system, water could be provided to the proposed development.
The Director of Engineering & Environmental Services advises that the municipal water system
has been upgraded to service the 59 lots in the subdivision and that a recent Moonstone Water
System Capacity Report prepared by RG. Robinson & Associates has confirmed that sufficient
capacity is available for the proposed 41 lots. As such, no update to the watersupply reports is
required.
2.1.4 Stormwater Management Report, W.R Hodqson & Associates. ADril1997.
This report was also originally submitted in support of the initial phase of the Bachly subdivision.
The W.R Hodgson report was a detailed stormwater management study respecting a the Phase
1 subdivision and evaluated the pre and post development flows and the required sizing of the
SWM pond. The report did not calculate the flows from the Phase 2 development, the subject
lands of this application, to the proposed SWM pond.
MOE released its new "$tormwater Management Planning and Design Manual" in March 2003.
This manual represents the current best management approach to stormwater design and should
be utilized all new developments in the Township. The 1997 Hodgson report should be updated
to address stormwater management issues from the proposed lots in accordance with the 2003
MOE Manual and also ensuring that the current pond is sufficiently sized to accept the resultant
flows.
3.0 COMMENTS
3.1 Simcoe County DSB
The Board advises that they have no objection to the proposal subject to two standard conditions
advising purchasers that children may be transported out of the community and that buses will
not enter cul-de-sacs and stops will be located on through streets.

3.2 Simcoe Muskoka Catholic DSB
The Board advises that they have no objection to the proposed subdivision subject to a standard
condition advising purchasers that children may be transported to schools outside the community.
The Board also requested final wording approval on the requested draft condition.
3.3 Enbridge Consumers Gas
Enbridge advises that they have no comments or suggestion on the application.

3.5 Roads
Water supply capacity is available for the subdivision.
The water distribution system will be required to be looped along County Road
No. 19 (Moonstone Road) between Jennett Drive and the existing water main at
the easterly limits of the subdivision.
Engineering drawings are required as part of the agreement and final approval
process addressing, water main looping, stormwater management and lot
grading and drainage.
Reports addressing lot size and the density of development on private sewage
disposal systems should be updated.
The existing subdivision roads have been designed and constructed in accordance with the
registered agreement and meet Township standards. The roads have not been assumed by the
Township for maintenance purposes. The roads department requests an update to the
Stormwater Management report addressing grading, drainage, and SWM pond size.
3.6 Fire Department
The Fire Department has no objection to the application. However, as Council is aware, the
Department has been looking for a site for a new fire hall. The Fire Chief has indicated a
preference for a site at the northwest corner of the subject lands and fronting on both the County
Road and Line 7 N. The Chief has provided a sketch (Attachment #3) indicating the approximate
location and size of the site required for the new fire hall. The proposed site has an area of
approximately 5046 square metres (1.25 acres) and would impact proposed lots 7, 8, and 9 on
the concept plan.
It is our understanding that the developer has not been approached with respect to this request.
The dedication of the lands for a fire hall is not required by the Planning Act and would therefore
have to be the subject of negotiations concerning parcel size and price.

5.0 DEVELOPMENT CONTROLS
5.1 Planning Act
As Council is aware, the Township has been delegated subdivision and condominium approval.
The authority for subdivision approval and the imposition of conditions of approval derives from
Section 51 {24} and {25} of the Planning Act, which states as follows:
(24) In considering a draft plan of subdivision, regard shall be had, among other
matters, to the health, safety, convenience, accessibility for persons with
disabilities and welfare of the present and future inhabitants of the municipality
and to,
(a) the effect of development of the proposed subdivision on matters of
provincial interest as referred to in section 2;
(b) whether the proposed subdivision is premature or in the public interest;
(c) whether the plan conforms to the official plan and adjacent plans of
subdivision, if any;
(d) the suitability of the land for the purposes for which it is to be subdivided;
(e) the number, width, location and proposed grades and elevations of
highways, and the adequacy of them, and the highways linking the
highways in the proposed subdivision with the established highway
system in the vicinity and the adequacy of them;
(f) the dimensions and shapes of the proposed lots;
(g) the restrictions or proposed restrictions, if any, on the land proposed to
be subdivided or the buildings and structures proposed to be erected on
it and the restrictions, if any, on adjoining land;
(h) conservation of natural resources and flood control;
(i) the adequacy of utilities and municipal services;
lj) the adequacy of school sites;
(k) the area of land, if any, within the proposed subdivision that, exclusive of
highways, is to be conveyed or dedicated for public purposes; and
(I) the physical layout of the plan having regard to energy conservation.

(25) The approval authority may impose such conditions to the approval of a plan of
subdivision as in the opinion of the approval authority are reasonable, having
regard to the nature of the development proposed for the subdivision, including a
requirement,
(a) that land be dedicated or other requirements met for park or other public
recreational purposes under section 51.1;
(b) that such highways be dedicated as the approval authority considers
necessary;
(c) when the proposed subdivision abuts on an existing highway, that
sufficient land, other than land occupied by buildings or structures, be
dedicated to provide for the widening of the highway to such width as the
approval authority considers necessary; and

(d) that the owner of the land proposed to be subdivided enter into one or
more agreements with a municipality, or where the land is in territory
without municipal organization, with any minister of the Crown in right of
Ontario or planning board dealing with such matters as the approval
authority may consider necessary, including the provision of municipal or
other services. 1994, c. 23, s. 30.
(25.1) The approval authority shall impose as a condition to the approval of a plan of
subdivision that land that is planned as a school site for any school board that
has jurisdiction in the area in which the land is situated be offered to the school
board at a price that does not exceed the value of the land determined as of the
day before the day of the approval of the draft plan of subdivision.
Council's consideration of the application and imposition of proposed conditions must be in
accordance with these provisions of the Planning Act. The Planning Act also requires that a
public meeting be held regarding the application with all the statutory requirements including
notice of public meeting, Council meeting, notice of passing, and right of appeal to the OMB.
The Planning Act permits Council, pursuant to Section 50 (7) of the Act, the authority to pass a
by-law to permit the re-subdivision of lands within a registered plan of subdivision where all the
roads and services are already provided. This would reduce the overall cost of the project for the
developer by eliminating the requirements for a public meeting, the possibility for appeal to the
OMB, and eliminating costs involved in the registration of the plan of subdivision.

This process should be discussed with the developer as an option to finalizing the re-subdivision
of Blocks 65 to 69 on Plan 51 M-679.
5.2 Official Plan
The subject lands fall within the "Rural Settlement Area" in the Township Official Plan. Low
density single detached residential lots are permitted use in this designation. Development by
plan of subdivision is preferred where more than 3 lots are being created and where the
extension of municipal water is required.
Section B2.2 of the Plan states that the preferred method of servicing within the Moonstone
community is by private sewage treatment systems and municipal water. The section also states
that Council shall be satisfied that an adequate water supply is available and that if more than 5
lots are proposed, a hydrogeological assessment be prepared addressing development capacity
for private sewage disposal systems.
Section G2.2 STORMWATER MANAGEMENT REPORTS requires that all new residential
development be supported by a SWM report prepared in accordance with the latest MOE design
manual.
The Official Plan supports the proposed plan of subdivision, but would require that the previously
prepared reports be updated to current guidelines prior to any final approvals.
5.3 Zoning By-law
The subject lands are zoned Residential One Holding "R1(H)" by Zoning By-law No. 97-95. The
Residential One "R1" zones sets the following standards in Table B1:

Approximately half of the lots on the draft plan do not meet the minimum area requirements of the
by-law. The plan would need to be changed to reflect the by-laws standards or an application for
rezoning would be required to permit the proposed lot sizes. The owner has indicated to Meridian
that the plan will be revised to reflect the minimum area requirements of the "R1" zone.
The lands are zoned with the holding symbol (H) that should not be removed until such time as
the subdivision agreement is executed and the plan is registered. The holding symbol could also
be removed concurrently with the passage of a Part Lot Control By-law.
6.0 ANALYSIS
The subject lands are designated and zoned for low-density residential development and are
intended to form part of the larger Moonstone settlement area as a minor planned community.

The principle of the development of these lands has been established and is supported by the
Township's Official Plan and Zoning By-law.
Registered Plan 51 M-679, known as the Heights of Moonstone or the Bachly Subdivision, has
been registered for three years, the services have been constructed (including the expansion to
the municipal water system), homes have been constructed and residents are now living in the
development. The five blocks which are the subject of this application all front on the dedicated
roads and the services constructed as part of the first phase of the subdivision. No changes to
the road pattern are proposed or anticipated in respect of the proposed subdivision of the 5
Blocks.
Meridian Planning Consultants therefore supports the use of the Part Lot Control provisions of the
Planning Act to administer the application, rather than the Plan of Subdivision approval process.
As reported above, we have concerns with respect to the number of lots proposed and the size of
the lots in relation to the current by-law standards. The technical studies submitted with this
application have not been updated since 1989 and 1993 and have not been updated based on
current Provincial guideline and best management practices. Specifically, the reports addressing
the MOE reasonable use guideline for development on private sewage systems and stormwater
management must be updated based on current guidelines and practices. Moreover, many of the
proposed lots do not meet the Zoning By-law's minimum area requirements. The proposed
number of lots will therefore have to be revised to reflect the by-law minimum area standard and
the results of the updated technical reports.
The Fire Department has also indicated an interest in acqUiring a corner site for the new
Moonstone Fire hall. Negotiations with the owner should occur within the context of the updated
information and the proposal to use the Part Lot Control process rather then the Plan of
Subdivision process. These discussions should occur as soon as possible.
7.0 CONCLUSIONS
The proposed re-subdivision of Blocks 65 to 69 inclusive represents a logical and orderly
expansion to the existing development in the area. Further, as most of the facilities and works
required to service the proposed lots have already been constructed, it makes good planning
sense to utilize the more efficient process of Part Lot Control rather than the Plan of Subdivision
process.
