THE CORPORATION OF THE TOWNSHIP OF ORO
BY-lAW NO. 90-49
Being a By-law to Appoint or Reappoint Certain
Municipal Officers and Employees and to
Provide for the Remuneration of Employees
WHEREAS Section 208(45) of The Municipal Act~ R.S.O. 1980~ as amended~
provides that Council may pass By-laws for appointing such Officials
and Employees as are necessary for the purposes of the Corporation;
AND WHEREAS Council deems it necessary and expedient to pass such a By-law;
NOW THEREFORE Council for the Corporation of the Township of Oro hereby
enacts as follows:
1. That this By-law establish a system of classification for Officers~
Employees and Servants of the Township of Oro~ according to job
descriptions as set forth in Schedules IIAII and IIBII attached hereto
and forming part of this By-law~ and to provide for the 1990 remun-
eration for same based on a bi-weekly pay period.
2. The 1990 Salary Range Structure shall be as follows:

2. Policy of Annual Remuneration Review
2.1 (a) That the Chief Administrative Officer shall review the c1assificati
structure and schedules annually to ensure that the job
descriptions accurately reflect the jobs being performed, and;
(b) The Chief Administrative Officer shall conduct a salary survey
annually amongst selected Municipalities and shall recommend the
classification structure for each range based on the average of
those Municipalities surveyed plus 4%, save and except for the
position of Chief Administrative Officer which midpoint shall be
established at 10% above the average of those Municipalities
surveyed. The minimum and maximum of each range shall be calculated
using the existing spreads;
(c) The Chief Administrative Officer shall make recommendations to
Council as to the specific level of remuneration for each Employee
on Schedule IIAII within the established salary range for the
position based on a performance evaluation for each Employee;
(d) The Chief Administrative Officer shall make recommendations to
Council with respect to each hourly rated Employee classified on
Schedule IIAII based on the evaluations and recommendations of the
Public Services Administrator.
(e) The Job Grade, four step Salary and Hourly Schedule described in
Schedule IIBII attached hereto and forming part of this By-law
shall be reviewed by the Chief Administrative Officer annually in
accordance with Section 2.1(a) of this By-law.
2.2 Council shall establish annually the level of remuneration for the Chief
Administrative Officer and shall conduct a performance evaluation.
2.3 Council shall consider recommendations for changes in remuneration
pursuant to Section 2.1(c), (d) of this By-law annually during the
month of January.
2.4 All Outside Full-time Employees will receive a $200.00 per year
Clothing Allowance.
2.5 The following staff shall be entitled to one (1) week off in lieu
of overtime: Paul Eenhoorn, Fire Chief; Fred Haughton, Public Services
Administrator; Keith Mathieson, Roads Supervisor; Henry Sander,
Treasurer; and the Administrator/Clerk, Robert W. Small shall be entitled
to 2 weeks off in lieu.
3. Appointments
3.1 That Pat Harwood, Parks and Recreation Supervisor be appointed Township
Hall Custodian. The Township Hall Custodian shall ensure that the
Township Hall is kept in order for all Meetings as may be required
for municipal purposes, and for use, without fee, by the Oro Township
Agricultural Society and Oro Township Horticultural Society. No
person or persons shall use or occupy the Township Hall without prior
authorization of the Township Hall Custodian. The Township Hall
Custodian shall collect and account for, on behalf of the Corporation,
all rental fees charged for use of the Township Hall as set by Council
(to be reviewed yearly).

3.2 That Fred Haughton is appointed Waterworks Superintendent to ensure that
all Municipal Water Supply Systems are functional and properly maintained
3.3 That Bruce Anderson and Ernest Bidwell are hereby appointed Livestock
Valuers. Remuneration to be $25.00 per inspection, plus kilometrage
while necessarily employed in such capacity.
3.4 That Miles Hickling, Ivan Clark, Robert Strachan, Kenneth Dicker,
Robert Miller, Donald Beaton and Alvin Smith are appointed Fence
Viewers. Remuneration to be $30.00 per call, plus kilometrage while
necessarily employed in such capacity.
3.5 That Robert Ego and Earl Robertson are appointed Poundkeepers, to act
in accordance with the provisions of By-law NO. 397.
3.6 That Pat Harwood, Parks and Recreation Supervisor is appointed
Township hall Caretaker.
3.7 That the Oro Township Volunteer Firefighters shall be paid on a point
system and the value of each point shall be $6.00.
4. General Provisions
4.1 That all Officials and Employees of the Township of Oro shall be
responsible for carrying into effect all statutory duties relevant to
their appointments and such other duties as may from time to time
be assigned by Council.
4.2 That all persons appointed by this By-law shall discharge the duties
for which they were appointed in each and every calendar year and
until their successors are appointed.
4.3 That all appointments herein shall remain at the pleasure of Council.
5. Repeal
5.1 That this By-law shall remain in force until repealed except for
Sections 1 (1.1 to 1.2), 2 (2.1 to 2.3), 3 (3.1 to 3.7) which
shall be reviewed annually.
5.2 That By-law No. 89-26 is hereby repealed.
6. Effective Date
6.1 That this By-law shall come into force on the final passage thereof, and
shall take effect from the 1st day of January, 1990.
READ a first and second time this 2nd day of April, 1990.
READ a third time and finally passed this 2nd day of April, 1990.
