The new projected cost to build the airport with a primary runway and facilities is now projected at $7,683,888 or $1,683,888 over the original estimate. The analysis does not include the projected operational costs for 1990-1991 at approximately $60,000 to be shared by the Province and the three municipalities. The airport 1S eligible for 50% subsidy on deficit operational budgets. The analysis does not include projected operational revenues through the rental of the two farms, leases, etc. to be arranged. . The division of design responsibilities fulfills the following objectives: - representation by the City of Barrie Engineering Department - representation by a consultant qualified in airport design, Paragon Engineering Limited - representation by a local consultant familiar with local conditions an acting as the Township technical representative, R. G. Robinson and Associates Limited - representation by a qualified geotechnical consultant, Peto MacCallum Limited, Kitchener, Ontario - representation by an archaeological, Archaeological Services Inc. 7 . It is felt that this division of responsibilities will result representing both municipalities expertise to complete the design design in a design team and with the necessary efficiently. NOTE: The JVA provides for an addition of a representative from Oro & Orillia on the Committee if so desired. . I I I f I I I I I I I I I I I I I I I - 7 - 8. The design will be completed to facilitate construction proceeding per the above noted tentative schedule. Award of construction contracts will be subject to the approval of the Councils of the City of Barrie and Township of Oro, City of Orillia as well as the Ministry of Transportation of Ontario. 9. The tentative schedule has been drawn up to allow the earliest possible construction start. The project has been split into separate contracts to allow the work to proceed in a timely manner, keeping in mind the time required for road closures to occur and the time required for funding commitments to be received. The goal is to ensure that completion of the Airport Project to a gravel surface in 1990 for engineering technical reasons. 10. The estimated design cost is approximately 5% of the proJected construction costs, which is considered acceptable by the M.T.O. for these types of projects. 11. Proposals including a conceptual sketch will be requested from local architects for the design of terminal building. The proposals will be requested the near future with actual designs and construction the terminal building occurring in 1991. the in of 12. Environmental and Enaineerina Evaluation Report An initial Environmental Report was previously Paragon Engineering to study on all facets of the Federal Government. and Engineering Evaluation commissioned and awarded to do a complete environmental the environment as required by 13. The Report will be available for presentation on May 7th, 1990 and will be forwarded to the appropriate authorities. LAND USE PLAN 14. Our consultants are completing a land use plan for all property around the runways, that we now own, and this could identify excess holdings. If this should happen a recommendation to dispose of these lands would be made and the Municipalities and the Province would be reimbursed as per the formula if a sale were completed. .
