THE CORPORATION OF THE TOWNSHIP OF ORO
BY-LAW NO. 92- 82
Being a By-Law to appoint and provide for the duties of an Acting
Chief Administrative Officer for the corporation of the Township
of Oro.
WHEREAS The Municipal Act, R.S.O. 1990, Chapter 302, section 76
as amended, provides that the Council of a municipality may by
By-Law appoint a Chief Administrative Officer;
AND WHEREAS the Council of the Corporation of the Township of Oro
now deems it expedient that the duties of an Acting Chief
Administrative Officer, be provided for in a By-Law;
NOW THEREFORE, the Council of the Corporation of the Township of
Oro enacts as follows:
1. That Henry Sander be appointed Acting Chief Administrative
Officer.
2. The incumbent of the office of Acting Chief Administrative
Officer shall also be Treasurer of the Corporation of th~
Township of Oro and is referred to as the Treasurer/Acting
Administrator
3. The Acting Administrator shall be subordinator to the
Council and shall perform his duties in conformity with
Council decisions.
4. The duties and responsibilities of the Acting Administrator
shall be as follows:
a) To administer the business affairs of the Corporation in
accordance with the policies established and approved by
Council.
b) To co-ordinate and direct the preparation of plans and
programmes to be submitted with suitable alternatives to the
Council for the improvement of civic properties, facilities
and services.
c) To co-ordinate and direct the implementation of the policies
approved by Council.
d) To direct the codifaction of the policies of the Council and
ensure that information and reports that are requested by
the Councilor that, in the Acting Administrator's opinion,
could be of assistance to the Council, are obtained or
prepared and submitted to the Council.
e) To review the municipality's organization and departmental
structure regularly and recommend any changes that would, in
his opinion, improve the effectiveness or the efficiency of
the structure.

f) To co-ordinate the compilation, consideration, preparation
and presentation to the Council for adoption of
recommendations of the Department Heads, arising from
departmental operations and to comment thereon as
appropriate and, with the advice and assistance of the
Department Heads, propose by-laws and resolutions to give
effect to such recommendations as are adopted by the
Council.
g) To direct the preparation, compilation and presentation to
Council, of the annual estimates of revenue and
expenditures, the five-year Capital forecast and the annual
revenue thereof.
h) To direct the presentation, at least quarterly, to the
Council, of a report with respect to finances and works in
progress, and any matter that in his opinion, should be
reported to the Council.
i) To exercise general financial control over all departments
in terms of approved appropriation.
j) Performs all duties related to personnel, including
recommendations as to hiring, appointment, promotion,
dismissal, suspension, transfer, and performance appraisal.
k) To have authority to recommend to Council, salaries and
working conditions and upon approval of Council, to
administer such salaries and working conditions.
I) To receive all communications from local boards and
committees and to submit same to the Council, together with
recommendations thereon.
m) To attend all meetings of Council and Council committees and
with the consent of the Chair, to speak but not to vote
thereon. Provided, however, that the said duties and
responsibilities as set forth above, shall in no way be
deemed to empower the said Acting Administrator to have,
perform, do or direct, any act or matter that would encroach
upon the legislative power of the Council.
n) Without limiting the foregoing, to exercise any other power
from time to time lawfully granted to him by Council.
