Summary of Comments Received to Date from Outside Agencies on the Draft Parks and Recreation Master Plan August 27, 1997 Prepared by: Tara Mittermayer To date comments were received from: . Ministry of Citizenship, Culture and Recreation; . City of Orillia; . Town of Midland; . Simcoe County Administration Centre, County Forester . Township of Severn; and . Simcoe County Board of Education, Trustee The response from these outside agencies was for the most part very positive. The Township was congratulated on the draft Parks and Recreation Master Plan and more specifically the public participation process used throughout the plan, the recognition of the contribution that volunteers make in the provision of recreation, and the standards, goals and objectives set for delivering leisure services in the Township. Some comments related to recreation facilities offered in neighboring municipalities was overlooked, some detail on the County forests should be clarified, and the guidelines stated in the Draft Parks and Recreation Master Plan should be used as guidelines and not misinterpreted as standards, Summary of Comments Received at the Public Meeting on the Draft Parks and Recreation Master Plan . August 23,1997 Prepared by: Tara Mittermayer As you are aware, the public meeting for the Draft Parks and Recreation Master Plan was on August 23, 1997. The meeting was attended by approximately 60 people, The CAO/Treasurer began the meeting by inviting the public to submit any comments in writing to the Corporation, or feel free to comment at the meeting. Attached is a copy of the agenda for the meeting. After presentations made by staff on the vision, process, principles and policies the public were invited to make comments or ask questions. There was some discussion on the financial details of the Draft Parks and Recreation Master Plan, the necessity to update the five year capital forecast and ensure that money spent is for the good of the entire community. . There was some concern expressed on some of the wording in the recommendations with respect to capital projects on restricted use parkland, and public Community Halls. Township staff will re-examine this wording and revise the draft documents. There was a presentation done by Bob Gregory on the function of community halls in a community, Councilor Dickie explained that it was the Township's intention to improve partnerships with the public and separate school boards so the indoor facilities could be used as alternative meeting spaces for communities as well as the possibility for several settlement areas to share one community meeting space. In addition to the indoor facilities offered at schools, communities could then use the outdoor facilities as well. Many residents from the Simcoeside area attended the meeting to discuss the future of the promenade, and it was explained to these residents that the Township is collecting information on the promenade which is being passed on to the Township solicitor. Once all of the information is collected and a recommendation goes before Council, the Simcoeside residents would be invited to a public meeting to comment and ask questions. . It was explained to those in attendance that the recommendations in the plan are guidelines. They are recommended to Council to help Council make decisions that are fair and consistent and not be interpreted differently by future Councils. .
