Moved by Bill Groves, seconded by Nancy Stoddart That the Agenda for the Recreation Advisory Committee for November 7, 1996 be approved as printed and circulated with the addition of the following: 6. a) Fax from Bob Gregory, re: invitation to dedication of bridge and new playground at Hawkestone, Saturday, November 9, 1996; 7. d) Update by D. Broderick, Director of Recreation and Community Economic Development, re: CN Lands and Diamond Country Complex. Carried. Disposition of the September 5, 1996 Recommendations to Council: There were no recommendations to Council emanating from the October 3, 1996 Recreation Advisory Committee meeting. . Correspondence: a) Ontario Municipal Recreation Association; correspondence re: request for nominations for the OMRA Volunteer Service Award. Following a discussion regarding nominations for the OMRA Volunteer Service Award it was noted that, further to a previous nomination, David Knox was the recipient of a volunteer award that is yet to be presented. It was, Moved by Graham Nelson, seconded by Walter Dickie, . It is recommended to Council that the OMRA Volunteer Service Award granted to Oro-Medonte Recreation Advisory Committee Member David Knox be presented by the Mayor at a subsequent Council meeting. Carried. Chairman Knox was not present presentation of the above motion. for the discussion or The next meeting of Council will be November 20, 1996. The Secretary will advise Committee Members of the date the presentation will be made once confirmation is received from the Clerk. b) Fax from Bob Gregory, HACCA re: invitation to dedication of bridge and new playground at Hawkestone, Saturday, November 9, 1996; An invitation was extended by HACCA to Council, Committee Members and staff, to attend the dedication ceremony for the bridge and playground at Hawkestone on Saturday November 9, 1996 at 11:00 a.m. and 11:30 a.m. respectively. . Chairman David Knox and Councillor Dickie will attend the dedication. Deputy Mayor Martin will be advised of the dedication in the event Mayor Beard is unable to attend. Director's Monthly Report a) & b) Reports, re: Summer Activities and Projects, and Revenue Summary To-Date 1996 Deborah Broderick reviewed the report by Kim Allen on summer activities for 1996 and the revenue summary to date (excluding community halls). Corrections to the revenue report were noted, i.e. under the subheading "Arena", "Concession Booth" should read "Banquet Hall"; and, Memorial Park Rentals should indicate $1,300 revenue, not $13,000. Deborah reported that amounts shown in the revenue report will be confirmed to December 31, 1996 early in the new year, and that the intent of this interim report was to enable the Committee to compare 1996 estimates to actuals received to date. It is expected that the ice revenue estimates will be met. Memorial Park gate and pavillion rentals were lower than projected, possibly due to inclement weather in July. It was suggested that the January revenue report indicate column totals. The Director further advised that the capital budget requesJIÞ for 1997 is nearing completion and will be presented to the Treasurer in the near future with an expected review by Council in December or January. c) Update, re: Public Meetings, Recreation Master Plan The Director circulated minutes of the two public meetings held in October for the information of the Committee. A concern was expressed that since most of the contingent at the Moonstone meeting were from Moonstone, and the agenda largely dealt with local issues, it is possible not all factions attending at the Moonstone meeting had the opportunity to speak. The Director and Bill Groves will review the attendance list for the Moonstone meeting and contact the representatives from areas outside Moonstone who may not have had the opportunity to speak (and who were not present at the second meeting) for written submissions which will be forwarded to the consultants. The major issue emanating from the Moonstone meeting was the percei ved need for a community hall in Moonstone, and the request by local residents for interim use of the former Medonte Adminstration Building pending finalization of th. Parks & Recreation Master Plan. At the direction of the . Recreation Advisory Committee Page 4. November 7, 1996 Mayor, a contingent from Moonstone met with Deborah Broderick and Councillor Dickie to discuss guidelines for interim use. Deborah updated the Committee on the negotiations in this regard. A temporary use of the building will be allowed under guidelines provided by the Township. It was felt that any agreement should address the stipulation that no alterations to the building structure would be permitted. Possible uses for the building were discussed considering its limited holding capacity and it was the consensus of the committee that the building may not realize the needs of the community. The Board of Education Trustee Tim Crawford will also be contacted regarding the existing reciprocal agreement between the Board and the Township. As well, plans are underway to establish a youth committee in the Moonstone area. Following further discussion; it was, Moved by Walter Dickie, seconded by Graham Nelson, . It is recommended to Council that the Moonstone and District Parks and Recreation Committee be allowed use of the former Medonte Administration Building on a temporary basis for a period of six (6) months from the effective date of the agreement, to its expiration; and, That a signed agreement outlining the conditions for this temporary use be entered into; and, It is further recommended to Council that upon the expiration of the contract should the parties not reach an agreement for terms of renewal of the agreement within thirty (30) days, that said committee be given thirty (30) days in which to vacate the premises. Carried. The minutes of the second public meeting held at the Township Administration Centre were reviewed. A common sentiment expressed by the residents had been for the Plan to maintain the rural character of the community by considering its inherent natural features. . The issue of the abandonment of the rail lines and the use of the corridor for trails had been identified as an issue which will need to be addressed. There had been proponents both for and against the use of the line for this purpose and arguments Recreation Advisory Committee Page 5. November 7, . for both sides had been heard. The Chief Administrative Officer had advised the audience that discussions with CN were in the preliminary stages. d) CN Lands; Diamond Country Sports Complex In a memo circulated to the Committee, the Director reported that Council has not released funds for the purchase of CN Lands. At the public meetings for the recreation master plan, many pros and cons were expressed by residents concerning the purchase of these lands for public trails and the comments were recorded and will be reviewed by the consultants. It is expected that a formal report will be submitted to Council in the near future. A concern was expressed regarding unauthorized use of the CN corridor once the rails are removed and pending a decision by Council with respect to the purchase of these lands. There are several areas where the line intersects public rights-of- way. Following discussion in this regard, the followinc:A motion was presented. 18r Moved by Bill Groves, seconded by Nancy Stoddart It is recommended to Council that CN be made aware that the Township has concerns regarding those areas where the corridor intersects public rights-of-way and suggest that appropriate interim signage be considered for these areas. Carried. The Director reported that there have been developments further to her report submitted to the Committee regarding the Diamond Country Sports Complex in that the individual proposing this development has submitted an application for rezoning. This application will be heard at a future Planning Advisory Committee meeting. Mayor Beard noted that the City of Barrie's interest in this proposal has not been verified and that should the proposal proceed, Oro-Medonte input will be submitted. November 7, 1996 8. Committee Chairman's Report: None. 9. Questions: Nancy Stoddart proposed that a "Meet Santa" social be undertaken again this year, based on the success and popularity of the event last year. Mrs. Stoddart offered to organize the activities for the evening, subject to availability of the Oro-Medonte Township Community Arena. Staff would assist in the preparation of a flyer to be distributed to Township schools. Moved by Graham Nelson, seconded by Bill Groves . It is recommended to Council that approval be granted for the use of the Oro-Medonte Township Community Arena on Friday December 6, 1996 from 6:30 p.m. until 7:30 p.m. for a Family Christmas Party, and from 7:30 p.m. until 9:00 p.m. for a Public Skate, at no cost to the participants. Carried. The Committee was notified of the Staff Christmas Party on Saturday, December 7, 1996. Tickets are available from the organizing committee consisting of Andria Leigh, Tamara Obee, and Jennifer Zieleniewski. Notification was also given of a Benefit Dance for Township employee Bill Steels, on Saturday, November 23, 1996 at the Orillia Fairgrounds, 8:00 p.m. 10. Adjournment.
