Carried. b) Bryan Peter, Director of Community Service, Town of Midland; re: results of survey on Non-Resident User Fees. It was suggested that the Director of Recreation and Community Economic Development correspond with Mr. Peter wi th a suggested amendment to reflect the Township I s contribution to the Barrie, Orillia, Coldwater, and Springwater libraries. Moved by Graham Nelson, seconded by Ron Sommers, That the results of the Non-Resident User Fees Survey be received for information. Carried. Director's Monthly Report: a) Memorial Park Day Camp, 1996 Summary A breakdown of the costing for the 1996 Memorial Day Camp was circulated and the Director outlined the three programs provided at the Memorial Park location as well as the play camp which operated for one week in the Moonstone community. A similar play camp at Warminster was cancelled due to low registration. Registrations at the Memorial Day Camp were low and a net profit of $1,042.11 was realized after disbursements for salaries, supplies, advertisement costs, sanitation unit rental and the split with the WATERWORKS partnership were considered. . . September 5, 1996 It was reported that WATERWORKS is currently reviewing the feasibility of its partnership with the Memorial Park Day Camp. The Director also informed the Committee that she had received requests to incorporate the ontario Sailing Association "BOOM" program for children in the 1997 camp program. Considering the above, recommendations were presented by the Director in the event WATERWORKS chose to discontinue its involvement in the Camp and based on Council's continued endorsement of the Camp as a "community program". Said recommendations as presented were not voted on by the Committee pending a further report to the Committee at its December meeting which would consider a draft of proposed programs for 1997. Further to a discussion regarding church camps currently offered in the community and the possibility of running joint camps with the church groups in future, it was Moved by Graham Nelson, seconded by Nancy Stoddart, That the Director approach local church groups currently providing summer camp programs regarding the likelihood of running future summer camps as a cooperative effort. carried. b) Master Plan Update: Tara Mittermayer provided the Committee with a summary on the progress of the Recreation Master Plan indicating that the first four tasks had been completed. Tasks 1-4 included inventories of recreation properties, community facilities, recreation programs and community groups and associations. Task 5 was to describe the demand for recreation, and information has been collected on population by polling area which will be given to the consultant for use during her analysis. Task 6, the completion of a municipal financial assessment examining the capital and operational expenditures on parks and recreation in the past 5 years was hindered by the changes occurring in the Township over the past 5 years, i. e. restructur ing and reassessment. Instead, a two-year analysis with three-year projections will be made. This difficulty has caused a slight schedule delay; however, Task 6 is now underway. . D. Recreation Advisory Committee Page 4 september 5, 1996 Another problem encountered to date involves the "sole exclusive use clause" or "area of user common" restriction placed on some park properties. Information on these areas will be provided to our solicitors for interpretation and status. The consultant will be in a position to make recommendations regarding the future use of individual community halls from information gathered during the Master Plan process. Mayor Ian Beard reiterated that Council requires this information prior to making any decisions on the future uses of the community halls. Committee and staff members will be meeting with the Moonstone and District Recreation Committee prior to the end of September. It is expected that partnering with the Eady Hall will be discussed at that time. The Chairman thanked Tara Mittermayer for her excellent work on the Master Plan during the tenure of her contract with the Township. Tara has been retained by the Township to work on various other projects; however, she will continue to be available to the Committee for the purposes of the Master Plan. 7 b) i. Results of Visual Inspection of Community Halls by the Chief Building Official Results of the Building and Fire Inspections conducted on the Community Halls were provided for the information of the Committee. Further to concerns regarding Township liability with respect to the halls, it was noted by the Director that a report will be presented to Council for further direction in this regard. As well, the halls will be notified in writing of the results of these inspections. c) 1996 Capital Projects Summary The Director presented a 1996 capital projects summary indicating that all projects, with the exception of the Harbourwood Park seeding, had been completed within the budgeted amounts. Work on the arena is almost complete and the results are impressive. options for the hydroseeding and/or seeding of Harbourwood Park were reviewed. . Recreation Advisory Committee Page 5. September 5, 1996 Further to a discussion regarding the start-up and finish dates of the ice season, it was suggested that a record of costs for the first month of operation be kept for purposes of comparison. The Director advised the committee on the status of the Craighurst residents' inquiry as to parkland dedication by the Developer of the Procee Subdivision which had gone to Springwater Township after restructuring. since all issues of this nature had been dealt with by the Committee of Referees at the time of restructuring, there would appear to be little recourse to reclaim the funds. Committee Chairman's Report: None. Questions: . Graham Nelson inquired whether members of the Committee had any objections to mention of the committee members in his article on leisure which will appear in The Oro-Medonte News. It was suggested that if the article was written on Township/Committee matters it be placed in the Township section; otherwise, an article on general recreation should appear in the editorial section under Graham's name. Councillor Dickie was advised that Dr. Evelyn Elsie's proposal regarding parkland dedication has been responded to indicating that the Township was not in a position at this time to pursue her proposal. Tara Mittermayer responded to inquiries regarding the inventory of properties indicating that an additional 6 properties had been reviewed since her last report. A section of property on Ward Avenue had been proposed to be sold to the adjacent property owners; however, this property may be useful to the Public Works Department as a water easement. In many cases, the decisions to be made regarding certain properties depend upon the results of legal advice regarding "sole exclusive use"; township road end allowances will be looked at as well. All information collected will be provided to the consultant who will be meeting with members of the committee in anticipation of public meetings in October. . .
