MINUTES OF THE ORO-MEDONTE RECREATION ADVISORY COMMITTEE MEETING Held Thursday, September 4, 1997 at 7:00 p.m. Oro-Medonte Township Administration Centre Present: Councillor Ron Sommers, Councillor Walter Dickie, Dave Knox, Graham Nelson, Bill Groves, Nancy Stoddart Staff Present: Deborah Broderick, Tara Mittermayer Regrets: Mayor Ian Beard 1. Minutes ofthe June 10, 1997 meeting. Moved by Graham Nelson, seconded by Ron Sommers, That the minutes of the June 10, 1997 meeting of the Recreation Advisory Committee be adopted as circulated. Carried. 2. Disclosure of Pecuniary Interest and the General Nature Thereof. In Accordance With the Act: None Stated. 3. Adoption of the Agenda Moved by Walter Dickie, seconded by Bill Groves, Carried. That the Agenda for the Recreation Advisory Committee for September 4, 1997 be approved as circulated. 4. Disposition of the June 10, 1997 recommendations to Council: There were no recommendations emanating from the June 10, 1997 meeting of the Committee. 5. Deputations: None. 6. Correspondence: a) Copy of Draft Parks and Recreation Master Plan documents as presented at the Open House and Public Meeting. (If a copy has not already been received) Recreation Advisory Committee Page 2 Sept. 4,1997 . b) Summary of the Comments Received to Date from Outside Agencies on the Draft Parks and Recreation Master Plan. c) Summary of the Comments Received at the Public Meeting on the Draft Parks and Recreation Master Plan. Discussion regarding the comments received at the Public Meeting included making the necessary changes to the wording in the recommendations for Community Halls, and parkland with restricted use. As well as changing the wording on some of the recommendations to not restrict the present Councilor future Councils, and rather word the recommendations to provide direction to Council. There was some discussion on adding some preamble in the Community Halls section to recognize the effectiveness of halls in providing a space for a community to gather, and that the halls have served these communities for many years, however monitoring the usage of Community Halls is part of the monitoring and review process. . There was a request to modify the cover page of the Parks and Recreation Master Plan to be more reflective of Oro-Medonte and include women, children, and maybe a building. It was discussed that the Township has not received any correspondence from the Moonstone area and how the Parks and Recreation Master Plan will affect their community. It was brought up that there was an article in the Oro-Medonte News stating that Moonstone was petitioning for a permanent concrete pad to be used as an ice rink in the winter and for a multi-purpose pad in the summer, and they hoped to locate this pad on the Historic Burial Ground in Moonstone. . Deborah explained that she has been discussing the relocation of the existing ice rink in Moonstone because of the historic properties of the current site, combined with the unsuitable location of the ice rink at present. The current location is zoned R1 (Residential - from the former Medonte Zoning By-Law) and is located on a lot between 2 occupied homes. There have been some preliminary plans and discussions with the Moonstone and Area Parks and Recreation Committee to relocate the ice rink to the pump house property, but relocation has been put on hold until the Master Plan is complete and the most suitable location has been determined. There was a request to circulate the correspondence on this matter at the October 2nd, Recreation Advisory Committee Meeting. Recreation Advisory Committee Page 3 Sept. 4,1997 . 7. Director's Monthly Report: The director provided the Committee with a verbal summary of the Summer 1997, Day Camp, with a hand out explaining the expenses, revenues and profits. The success of the BOOM sailing program was discussed and the intention to hold BOOM again next year. The popularity of specialized Day Camps was discussed as one of the reasons for the success of BOOM this year and the success that Horseshoe Valley is experiencing with their specialized Day Camps. The success of the Bible School programs was discussed, and the reason for the popularity is that Bible School is available at no cost and operated by volunteers. Deborah explained that more specialized programs were being considered for next years day camps, and details of these would be brought before the Committee at a later date. 8. Committee Chairperson's Report: None. . 9. Questions A question was brought up regarding the adoption of the Parks and Recreation Master Plan by Council. Moved by Graham Nelson, seconded by Bill Groves That the Recreation Advisory Committee approve the Parks and Recreation Master Plan with minor modifications resulting from the Open House and Public Meeting and forward the plan to Council. Carried. The Committee members were reminded of the upcoming special events including the Oro Worlds Fair, Sept. 11-13, and the International Plowing Match, Sept. 16-20. 10.
