The attached explanatory text and Schedule "A" constituting Amendment
Number 45 to the Official Plan for the Township of Oro-Medonte, was prepared
and adopted by the Council of the Corporation of the Township of Oro-Medonte,
by By-law Number 2022-096 in accordance with the provisions of Sections 17, 21
and 22 of the Planning Act, R.S.O. 1990, Chapter P.13, as amended.

A By-law to Adopt
An Amendment to the Official Plan of the
Township of Oro-Medonte OPA No. 45

Whereas The Corporation of the Township of Oro-Medonte is empowered to
Amend its Official Plan as required;
And Whereas Sections 17, 21, and 22 of the Planning Act, R.S.O. 1990,
Chapter P. 13, as amended, provide Council such authority to amend its Official
Plan;
And Whereas the policies of the Official Plan of the Township of Oro-Medonte
are approved and in force and effect at this time;
And Whereas Council has considered the appropriateness of amending the
Official Plan in regard to lands within Concession 1 East Part Lot 9 (Geographic
Township of Orillia), Township of Oro-Medonte, County of Simcoe;
And Whereas the Council of the Corporation of the Township of Oro-Medonte
deems it necessary and desirable to adopt an amendment to the Official Plan of
the Township of Oro-Medonte;
Now Therefore the Council of the Corporation of the Township of Oro-Medonte
enacts as follows:
1. That the attached explanatory text and Schedule "A", which constitute
Amendment Number 45 to the Official Plan, is hereby adopted;
2. That the Clerk is hereby authorized and directed to make application to
the County of Simcoe for approval of the aforementioned Amendment No.
45 to the Official Plan of the Township of Oro-Medonte; and,
3. That this By-law shall come into effect upon the date of passage therefore
subject to the provisions of the Planning Act R.S.O. 1990, c. P. 13, as
amended.
By -Law read a first, second and third time, and passed this 2nd day of
November, 2022.

Part 1 — The Preamble
1.1 Purpose
The purpose of this Amendment is to create a site -specific policy that will permit
an on -farm diversified use on the subject lands which are located within the
"Restricted Rural", "Mineral Aggregate Resources — Potential", and "Oro Moraine
Core/Corridor Area" designations.
1.2 Location
The lands affected by this Amendment are legally described as Concession 1
East Part Lot 9 (Geographic Township of Orillia), Township of Oro-Medonte,
County of Simcoe and are municipally known as 554 Line 15 North.
1.3 Basis
The purpose of this Official Plan Amendment is to permit an event venue as an
on -farm diversified use within the existing barn on the subject lands.
As a broad basis, the purpose of the Official Plan is to state the long term vision
for the Township, assist Council in determining future policies and actions in all
matters relating to the development of the Township, set out goals and objectives
which will contribute to the achievement of the vision and municipal structure,
encourage development in appropriate areas of the Township and with an
appropriate mix of development types, recognize the importance of agricultural
lands in the Township, provide for the preservation of the natural environment
and to ensure that growth and development occurs in a manner that minimizes
any impact on public health and safety concerns, and the protection of
watersheds in the Township.
The subject lands are currently designated "Restricted Rural", "Mineral
Aggregate Resources — Potential", and "Oro Moraine Core/Corridor Area" on
Schedule "A" in the Township's Official Plan. The Restricted Rural designation
recognizes the site's proximity to the City of Orillia and seeks to discourage the
development of scattered residential, commercial and industrial uses in the area
surrounding Orillia in order to preserve the rural character of the area. The
principle use of land in the Restricted Rural designation is agriculture in addition
to a limited range of other land uses. The Oro Moraine Core/Corridor Area
designation permits existing agricultural uses, among other uses, and the Mineral
Aggregate Resources — Potential designation permits agricultural uses, among
others. Based on the list of permitted uses within these three designations, an
Official Plan Amendment was required to permit an on -farm diversified use on
the subject lands.

The proposed on -farm diversified use (event venue) is considered to be
secondary to the principal agricultural use of the property, and will be limited in
area. The Provincial Policy Statement (2020) permits on -farm diversified uses
that are secondary to the agricultural use on a farm for the purposes of providing
opportunities to enhance the viability of farming operations. The event venue
would comply with the criteria as set out in the "Guidelines on Permitted Uses in
Ontario's Prime Agricultural Areas" established by The Ministry of Agriculture,
Food and Rural Affairs.
The event venue represents an on -farm diversified use that is consistent with the
Provincial Policy Statement and conforms to the Growth Plan, the County Official
Plan and the Township of Oro-Medonte Official Plan.
Part 2 — The Amendment
2.1 Preamble
All of this part of the document entitled "Part 2 — The Amendment" consisting of
the following text and map schedule "A" constitute Amendment No. 45 to the
Official Plan for the Township of Oro-Medonte.
The lands affected by this Amendment are legally described as Concession 1
East Part Lot 9 (Geographic Township of Orillia), Township of Oro-Medonte,
County of Simcoe, and are municipally known as 554 Line 15 North.
2.2Details of the Amendment
2.2.1 Text Amendment
Section B1.10.1 of the Official Plan is amended by adding the following new
Sections:
"B1.10.1.5 Exceptions
B1.10.1.5.1 — Concession 1 East Part Lot 9 (Orillia)
a) Notwithstanding the policies of Section B1.10.1 — Oro Moraine — Natural
Core/Corridor Area, in addition to the permitted uses identified in Section
B1.10.1.3, the following uses shall be permitted: on -farm diversified use.
b) The implementing Zoning By-law shall contain provisions that limit the area of
the site to be used for on -farm diversified use.
c) Site Plan Control approval and site plan control agreement shall be required.
The application for site plan control shall be accompanied by the appropriate
supporting technical studies and/or reports as required by the Township of
Oro-Medonte pursuant to the Township's Development Engineering Policies,
Process and Design Standards".
Section C6.4 of the Official Plan is amended by adding the following new
Sections:
"C6.4 Exceptions
C6.4.1 — Concession 1 East Part Lot 9 (Orillia)
a) Notwithstanding the policies of Section C6 — Restricted Rural, in addition to
the permitted uses identified in Section C6.2, the following uses shall be
permitted: on -farm diversified use.

b) The implementing Zoning By-law shall contain provisions that limit the area of
the site to be used for on -farm diversified use.
c) Site Plan Control approval and site plan control agreement shall be required.
The application for site plan control shall be accompanied by the appropriate
supporting technical studies and/or reports as required by the Township of
Oro-Medonte pursuant to the Township's Development Engineering Policies,
Process and Design Standards".
Section C12.5 — Exceptions of the Official Plan is amended by adding the
following new Section under the heading of C12.5 - Exceptions:
"C12.5.3 — Concession 1 East Part Lot 9 (Orillia)
a) Notwithstanding the policies of Section C12 — Mineral Aggregate Resources,
in addition to the permitted uses identified in Section C12.3, the following use
shall be permitted: on -farm diversified use.
b) The implementing Zoning By-law shall contain provisions that limit the area of
the site to be used for on -farm diversified uses.
c) Site Plan Control approval and site plan control agreement shall be required.
The application for site plan control shall be accompanied by the appropriate
supporting technical studies and/or reports as required by the Township of
Oro-Medonte pursuant to the Township's Development Engineering Policies,
Process and Design Standards".
2.2.2 Map Amendment
Schedule A — Land Use is hereby amended to include an exception to the
"Restricted Rural", "Mineral Aggregate Resources — Potential", and "Oro Moraine
Core/Corridor Area" designations in accordance with Schedule "A" attached
hereto as subject to Sections 131.10.1.5.1, C6.4.1 and C12.5.3.
2.3 Implementation
The provisions of the Official Plan regarding the implementation of that Plan shall
also apply to this Amendment. Furthermore, this Amendment shall be
implemented through an Amendment to the Township of Oro-Medonte's Zoning
By-law No. 97-95, as amended, passed pursuant to Section 34 of the Planning
Act R.S.O. 1990, c.P 13, and through application(s) for Site Plan Control
Approval pursuant to Section 41 of the Planning Act R.S.O. 1990, c.P 13.
2.4 Interpretation

The provisions of the Official Plan as amended from time to time shall apply in
regard to this Amendment.
