Residents and business owners are encouraged to continue to utilize online and telephone services for Township related business; and staff continue to be available to provide assistance by telephone or email. While electronic participation shall remain an option, public attendance at Council meetings is anticipated to resume effective June 22, 2022 with safety measures in place encouraging social distancing and discretionary masks/face coverings. Development Services Committee (DSC) and Council immediately following DSC, will remain virtual until September 2022. Input on agenda items are welcome and encouraged and will be directed in accordance with the Township's procedural by-law. Protocols have been established to advise how to participate electronically in the public portions of these meetings. Call to Order - Moment of Reflection: Page 1 of 95 Council Meeting Agenda - August 22, 2022 The Township of Oro-Medonte acknowledges that we are situated on the traditional land of the Anishnaabek (A- nish- in- aa- beh) people, and ancestral territory of the Huron-Wendat. The Anishnaabek include the Odawa [Oh-DAH-wah], Ojibwe [O-jib-we] and Pottawatomi [boh-tah-WAH-toh-mee] nations, collectively known as the Three Fires Confederacy. It continues today as the home for diverse Indigenous Peoples including the historic Metis Community in Penetanguishene. The Anishnaabek people continue to have an enduring relationship with this land, specifically the Chippewas of Rama First Nation, the Chippewa Tri- Council and the Williams Treaties First Nations. The Huron-Wendat Nation also continues to pay respect and protect their ancestors and heritage on this land. We honour the Indigenous history and culture that has thrived for millennia in this territory and the Treaties that bind us together as partners in the spirit of a shared sustainable and prosperous future. Phase 1 of Braestone development will soon be turned over to the Township. In cojunction, new 50 km/hr speed limits are slated for implementation. For safety reasons, residents are requesting 40 km/hr. The community is a standalone enclave of homes with an active population of walkers, runners, cyclists and dog-walkers. The streets do not have sidewalks and are not a pass-thru or link roadway where an HTA limit of 50 might normally apply. 85% of residents have signed a petition demonstrating strong support for 40 km/hr and we are asking Council's assistance to make that the new speed limit. Shawn Binns Reason why this presentation is important to Council and to the municipality: This presentation and request is about setting a safe, enforceable speed limit for our community and from there we can focus attention and promote awareness on traffic speed and safety. A very strong majority of residents strongly support the request and the municipality should assist us in fostering safe, sedate and pleasurable neighbourhood living in Oro-Medonte. August 3, 2022 Ian Veitch /Tammy DeSousa Municipal Councillors Township of Oro-Medonte Delivered via email To Councillors Ian Veitch, Tammy DeSousa Subject: Braestone Speed Limits On Friday July 29t' Keith Wilson spoke to Councillor Tammy DeSousa who provided an update regarding the Ward realignment process suggesting that Ian Veitch is officially still our Councillor until ward changes actually take place. Thus, we are sending this letter to you both requesting your support for a 40kmph speed limit to be applied in the Braestone community. Recent discussions with Shawn Binns, Director Operations and Community Services, indicated standard speed studies were completed and determined 50kmph would be appropriate at Braestone. He also advised that a request of Council would be required in order to change the default speed limit from 50kmph to 40kmph. Our residents are upset and concerned to learn that 50kmph will be applied once the Township assumes our Phase 1 streets. For the past 5 years, as Braestone streets and homes were being developed and occupied, our speed limit was privately set by Georgian Communities at 30kmph. Residents would be fine with a continuation of this limit, but we understand that may not be an option. We do however have an entire community who is asking for a 40kmph limit. Attached is our Petition signed by 272 residents, representing over 85% of our occupied homes, calling for a 40kmph limit. Braestone is a standalone, isolated community separate from the main township roadways. Our streets are not a pass-through or link roadway where HTA speed limits normally apply. While we respect the fact that the posted speed limit is not in itself a `silver bullet', we want a safety-first, enforceable limit on which we can focus attention and promote awareness. One final note on safety. Our entire neighbourhood is built without sidewalks, and the roads have large deep ditches on both sides. This lack of a 'step aside' safety further endangers residents and their children to speeding traffic. Since the OPP are the enforcement arm of our roadway laws and partners with Oro- Medonte Traffic Safety Task Force, we are copying them and others on the Task Force, so you may consult with them if required. We look forward to hearing from you soon on this matter in order to preserve the safety and well being of our Braestone community. Council also approved funding of $7,050,000 to complete the project. Since this time the following has occurred: • Preliminary site tree clearing; • Continued advancement of design, site plan, engineering and servicing including submissions for necessary approvals; • Preparation of specifications for procurement; • 80% design drawings and cost estimates; • Advancement of Development / Ownership and Operating agreements with the School Board. The intent of this report is to provide an update on the current status of the project. Analysis: Facility/Site Design The design of the facility and associated site plan have advanced according to the approved project scope. The Community Centre portion of the facility will be approximately 14,500 ft2 and consist of the following elements: • Administrative space to accommodate Township service provision — 2,500 ft2 in addition to space for self-service kiosks in the lobby area; • Gymnasium with spring hardwood floor with acoustical divider— 8,000 ft2 — Township owned side 4,000 ft2. • Program/Multi-Purpose Room — 1 ,200 ft2; • Custodial/Washrooms — 1,270 ft2; • Change Rooms — 1850 ft2; Other notable design elements: The design including site and servicing plans have also included provisions for the addition of 11 ,150 ft2 of future space to accommodate the potential addition of Multi- Purpose Space and Fitness Centre or space to accommodate other future Township needs. The design has also incorporated the accommodation of the future expansion needs of the School Board. The development of the "right in, right out" access to and from Horseshoe Valley Road will be coordinated with the County of Simcoe to integrate with the Horseshoe Valley Road improvement project. In order to accommodate the Line 4N Access Road, the existing Ian Beard Monument and Kevin McKay memorial will need to be relocated to Horseshoe Valley Memorial Park — locations have been identified and plans will be further refined following discussion with stakeholders. Fencing will be provided along the frontage of the Horseshoe Valley Road, the Line 4N access road adjacent to the Fire Hall and along the east side of the property bordering the Oro Hills subdivision common lands. The design has also considered the future development of an extended trail system and connections to existing trail systems. A current site, floor plan and rendering are attached for reference. Financial Projection Update The current "Class A" (80% design) construction cost estimates inclusive of professional fees, incidentals, cash allowances, and HST (1.76%) to complete the Community Centre portion of the project ranges from $6.5 Million — $7.15 Million depending on the final determination of the proportional share division of the anticipated $4.7 Million total site development costs with the SCDSB. Based on the above, staff remain confident that the project can be delivered within the Council approved budget allocation. Agreement The Memorandum of Understanding (MOU) executed between the Simcoe County District School Board and the Township in June, 2018 has guided the project to its current state and will guide the finalization of agreements between the Township and the Simcoe County District School Board. Two agreements are currently being negotiated and drafted: Development/Ownership Agreement- Outlining the development, management and financial responsibilities associated with the project and respective assets. Operational Agreement- for the day to day operations and management of the facility and site. It is anticipated that a draft Development/Ownership Agreement will be presented to Council prior to year-end with the Operational Agreement to follow in early 2023. Township staff will report back to Council following a formal request to the SCDSB for naming consideration. Timeline and next steps • Simcoe County District School Board to submit 80% design and cost estimates to seek Provincial approval. WHEREAS strategic priorities of the School Board include creating purposeful partnerships with the community and encouraging lifelong learning;and b. WHEREAS the School Board has received provincial funding to construct a 357 pupil place elementary school which will include an EarlyON centre in the Township of Oro-Medonte;and c. WHEREAS it is the mission of the Township Community Services Department to strengthen Community through programs,services, parks and facilities that promote healthy lifestyles, connect families and neighbours, recognize culture and heritage thereby enriching the quality of life in Oro-Medonte;and d. WHEREAS the Township and the School Board recognize the benefit of partnerships to effectively utilize public resources; g. WHEREAS each party acknowledges that they shall be responsible for their own costs to advance the partnership unless cost sharing is mutually agreed upon in writing; h. WHEREAS each Party acknowledges their full endorsement of the MOU,through the execution of this MOU to be bound by its terms and conditions, in order to maintain the integrity and accountability of this document to the collective and singular benefit of each Party; and i. WHEREAS each Party possesses a desire to encourage a long-lasting agreement between them, and as a model of co-operation; j. Analysis: The tender contract provides for specific requirements to ensure compliance with the Provincial Minimum Maintenance Standards, as well as the service level expectations adopted by Council. The following are the key requirements and expectations of the service level contract: a) The term of the extended contract is for a one (1) year term (November 2022 to April 2023) with an option for two (2) more annual renewals based on performance and value. The contract may also extend for a limited number of days in April each year subject to any impending snowstorms as forecasted, under the same terms and conditions upon mutual agreement of the contractor and the Township as required. b) The contractor will provide two (2) certified tandem axle trucks (minimum 24,400Kg GVWR) complete with sand salt spreader, dump box and front- mounted reversible plow and wing assembly with GPS, spreader controls and ground temperature systems monitoring including operators in order to provide 24/7 response. The trucks will be monitored through the use of Motorola radio systems as well as spreader control systems which will be integrated into the Township's system for full operational monitoring. The tendered equipment is outfitted for sole use by the Municipality and will be on standby 24/7 during the winter season. c) The equipment fuel, maintenance and repairs expenses are the sole responsibility of the successful contractor. The contractor must maintain the units to satisfactory condition at all times and are subject to inspection by Township staff. d) The contractor will be assigned a centre line route distance of approximately thirty-five (35) centre line kilometres per truck. e) The contractor will also be required to provide training for equipment as well as route training for the operators that will respond to call-ins as well as maintain records and operator supervision. Background: Sudden Cardiac Arrest (SCA) occurs when the heart's electrical system malfunctions and the heart stops beating properly. It's unpredictable and can happen to anyone, anywhere, anytime. It is fatal unless treated quickly. The treatment for SCA is good quality CPR and early defibrillation. Defibrillation is an electrical shock that allows the heart to reorganize and once again produce a functioning heartbeat. A machine called a defibrillator administers the shock. Early on defibrillators were only available in hospitals and some ambulances. Today the technology exists to have affordable defibrillators available in public gathering areas. People with minimal training can safely and effectively provide CPR and utilize Public Access AED's to deliver treatment to victims of SCA quickly and provide the victim with their best chance for survival. In 2021 community partners raised funds to purchase an outdoor Save Station Public Access AED which is located at the Horseshoe Park on Line 4 North which was the first of its kind located in a Township Park. Many inquiries have been made through members of Council and staff to see if these opportunities for donations could be moved forward. Analysis: Due to the significant interest from the community to have Public Access AED's placed in our Township parks it is necessary for the Township to establish a policy in order to properly and consistently consider these requests. A proposed Policy is attached for Council to consider which would provide staff with the tools and criteria to address these community requests in a consistent manner. Staff are supportive of the idea of community groups raising funds to have these units placed throughout the community. However there are budget implications that would need to be considered and while not significant there are future maintenance costs that must be taken into consideration. These costs would include the replacement of the electrodes, batteries, and hydro and at some point a replacement of the AED itself. There are also the cost of electrical connections which could be included in the fundraising for these projects. Staff would need to look at each request and determine if the project would meet the criteria set out in the policy.
