Effective Tuesday, March 17, 2020 at 8:30 a.m., all Township of Oro-Medonte
facilities including the Administration Centre was closed to the public. Effective
Monday, July 5, 2021 at 8:30 a.m., the Administration Centre was reopened to receive
the public by Appointment only. We will continue to offer services online and over the
telephone.
Input on agenda items are welcome and encouraged.
The Township of Oro-Medonte has amended its Procedural By-law to allow for
electronic participation at Council meetings during a declared emergency. Protocols
have been established to advise how to participate in the public portions of these
meetings. Please visit the following links for additional information:

All electronic Council meetings will be streamed live, where possible, on the Township
YouTube Channel. Council Agendas will continue to be published on the Civic Web
Meeting Agendas in advance of the meeting date in accordance with the Township's
Procedural By-law.

1. Call to Order - Moment of Reflection:
The Township of Oro-Medonte acknowledges that we are situated on the
traditional land of the Anishnaabek (A- nish- in- aa- beh) people, and
ancestral territory of the Huron-Wendat. The Anishnaabek include the Odawa

[Oh-DAH-wah], Ojibwe [O-jib-we] and Pottawatomi [boh-tah-WAH-toh-mee]
nations, collectively known as the Three Fires Confederacy. It continues
today as the home for diverse Indigenous Peoples including the historic
Metis Community in Penetanguishene.
The Anishnaabek people continue to have an enduring relationship with this
land, specifically the Chippewas of Rama First Nation, the Chippewa Tri-
Council and the Williams Treaties First Nations. The Huron-Wendat Nation
also continues to pay respect and protect their ancestors and heritage on this
land. We honour the Indigenous history and culture that has thrived for
millennia in this territory and the Treaties that bind us together as partners in
the spirit of a shared sustainable and prosperous future. We are all Treaty
People. Our commitment begins with acknowledging the Truth so that we
can move forward together towards Reconciliation.

It is recommended:
1 . That Report OCS 2021-17 be received;
2. That Council approve the issuance of Special Event Permits for the Burl's Creek
Endless Summer Concert Series conditional upon the receipt of the necessary
approvals and documentation required by the Township's Special Event Bylaw.
Background:
Burl's Creek Event Grounds will be hosting a series of weekend camping and concert
event in 2021, notably:
Classic Rock Tribute— Friday, July 30 — Sunday, August 1 — Camping until August 2.
Country Music Presented by Boots and Hearts — Friday, August 6- Saturday, August
7 with camping until August 8.
Canadian Rock— Friday, August 13 — Saturday August 14 with Camping until August 15
Country Music Presented by Boots and Hearts Friday September 3 — Sunday
September 5 with camping until September 6.
The Township's Special Event Bylaw (2015-123 as amended) licenses various types of
special events through the issuance of special event permits. Organizers of events
requiring a special event permit must develop operations plans outlining specific plans
for:
Site Layout Emergency Management
Food and Beverage Traffic Management
Building and Structural Plans Fire Safety
Security Waste Management

The By-Caw ensures thaf t e component§ o e plans satisfy the requirements o a
number of governing authorities.
On July 16, 2021 Ontario moved into Step 3 of the Province's Roadmap to Reopen
granting authority for the reopening of many business sectors including indoor and
outdoor concert venues.
The Reopening Ontario (A flexible response to COVID/19) Act, 2020 specifically O.Reg.
364/20 provides specific regulatory requirements for operators including a cap of 5,000
attendees for outdoor concerts. The regulation also contains specific requirements for
operators of camping facilities.
Given the public health risks associated with the transmission of COVID-19, organizers
of the events have been working with the Simcoe Muskoka District Health Unit (SMDHU)
and government agencies to develop COVID-19 safety plans in accordance with
provincial regulations and SMDHU guidance on public health protection measures.
In recognition of the current COVID-19 situation the permit issuance is being forwarded
for Council's consideration.
Analysis:
There are a number of risks associated with any large gathering. The Township's Special
Event Bylaw was established to manage the Township's risks associated with Special
Events. Burl's Creek Event Grounds has submitted Operations Plan in accordance with
the Township's Special Event By-law and will be addressing the requirements of
authorities having jurisdiction as outlined in the Bylaw, in addition to the fulfillment of the
Provincial regulations and the guidance from the Simcoe Muskoka District Health Unit,
Chief Medical Officer of Health to ensure protection of public health.
To date all agencies as required within the Township's Special Event Bylaw have
provided input into the Event Operations Plans with sign off's anticipated by end of
day July 28, 2021 for the first event.
The issuance of permits will be staged for each event allowing opportunities to further
refine controls as necessary with input from the Township and its agency partners. It is
the intent that Council would approve the issuance of Special Event Permits for all four
events and that individual permits would be issued by staff following further agency review
in accordance with the Special Event Bylaw.
Any significant material changes to plans or the position of partner agencies will be
reported back to Council prior to issuance of subsequent permits.

Conclusion:
Burl's Creek Event Grounds has submitted event operations plans for 2021 events and
are seeking the necessary approvals to obtain special event permits in accordance with
the Township's Special Event Bylaw.
Robust plans have been established to manage the risks associated with the
transmission of COVID-19 in accordance with Provincial regulations and the guidance
from the Simcoe Muskoka District Health Unit, Chief Medical Officer of Health.

By-Law No. 2021-089
Being a By-Law to Confirm the Proceedings of the Special Council Meeting
held on Wednesday, July 28, 2021
Whereas Section 5 of the Municipal Act, 2001, S.O. 2001, C. 25, as amended
provides that the powers of the Municipal Council shall be exercised by By-Law,
unless the municipality is specifically authorized to do otherwise;
And Whereas The Council of The Corporation of the Township of Oro-Medonte
deems it expedient that the proceedings at this Council Meeting be confirmed and
adopted by By-Law;
Now Therefore the Council of The Corporation of the Township of Oro-Medonte
hereby enacts as follows:
1. That the actions of the Council at its Special Council Meeting held on
Wednesday, July 28, 2021, and in respect to each Motion, Resolution and other
actions passed and taken by the Council at its said Meeting is, except where
prior approval of the Ontario Land Tribunal is required, hereby adopted, ratified
and confirmed.
2. That the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte.
3. That the Mayor/Chair and Clerk/Designate are hereby authorized and directed to
execute and affix the corporate seal to all necessary documents.
4. And That this by-law shall come into force and take effect on the final passing
thereof.
