Effective Tuesday, March 17, 2020 at 8:30 a.m., all Township of Oro-Medonte
facilities including the Administration Centre were closed to the public. We will
continue to offer services online and over the telephone.
Input on agenda items are welcome and encouraged.
The Township of Oro-Medonte has amended its Procedural By-law to allow for
electronic participation at Council meetings during a declared emergency. Protocols
have been established to advise how to participate in the public portions of these
meetings. Please visit the following links for additional information:

All electronic Council meetings will be streamed live, where possible, on the Township
YouTube Channel. Council Agendas will continue to be published on the Civic Web
Meeting Agendas in advance of the meeting date in accordance with the Township's
Procedural By-law.
The Township of Oro-Medonte is committed to providing and maintaining a working

1. Call to Order - Moment of Reflection:
The Township of Oro-Medonte acknowledges that we are situated on the
traditional land of the Anishnaabek (A- nish- in- aa- beh) people, and
ancestral territory of the Huron-Wendat. The Anishnaabek include the Odawa
[Oh-DAH-wah], Ojibwe [O-jib-we] and Pottawatomi [boh-tah-WAH-toh-mee]
nations, collectively known as the Three Fires Confederacy. It continues
today as the home for diverse Indigenous Peoples including the historic
Metis Community in Penetanguishene.

The Anishnaabek people continue to have an enduring relationship with this
land, specifically the Chippewas of Rama First Nation, the Chippewa Tri-
Council and the Williams Treaties First Nations. The Huron-Wendat Nation
also continues to pay respect and protect their ancestors and heritage on this
land. We honour the Indigenous history and culture that has thrived for
millennia in this territory and the Treaties that bind us together as partners in
the spirit of a shared sustainable and prosperous future. We are all Treaty
People. Our commitment begins with acknowledging the Truth so that we
can move forward together towards Reconciliation.

A By-law to Appoint an Interim Closed Meeting Investigator
and Repeal By-Law No.2020-006
Whereas by its adoption of By-law No. 2021-075 on June 23, 2021, the Corporation
of the Township of Oro-Medonte appointed John Ewart as the Township's Interim
Integrity Commissioner effective June 26, 2021; and
Whereas the Township of Oro-Medonte provided 30 calendar days' notice to
Principles Integrity that the Professional Service Agreement between Principles
Integrity and the Township of Oro-Medonte was terminated in accordance with the
terms of said agreement;
Whereas Principles Integrity advised on June 22, 2021 that it treated the
termination of the Agreement as immediate on May 26, 2021 and that it was no
longer providing Closed Meeting Investigator services to the Township as of said
date;
Whereas the Council of the Township of Oro-Medonte, now deems it expedient to
appoint John Ewart, as the Township of Oro-Medonte's Interim Closed Meeting
Investigator, to perform the functions, powers and duties recited below and as may
be set out in the Municipal Act from time to time; and
WHEREAS Section 239.2(1) of the Municipal Act authorizes a municipality to
appoint an investigator(hereinafter, Closed Meeting Investigator")who has the
function of investigating in an independent manner upon a complaint made to him or
her by any person, whether a municipality or local board has complied with Section
239 of the Act or a procedure by-law under subsection 238(2) of the Act in respect
of a meeting or part of a meeting that was closed to the public, and to report on
such investigation;
Now Therefore be it resolved that:
1. John Ewart is appointed as the Township of Oro-Medonte's Interim Closed
Meeting Investigator pursuant to subsection 239.2(1)of the Municipal Act with such
appointment being retroactive and effective as of May 26,2021.
2. Upon this interim appointment John Ewart will have all the functions, powers
and duties of a closed meeting investigator as set out in section 239.2(1) of the
Municipal Act.
3. Subject to Section 239.2(2) in carrying out his functions under subsection (1),
John Ewart may exercise such powers and shall perform such duties as may
be assigned to him by the municipality from time to time.
4. The Mayor and Clerk are hereby authorized to execute the Service Agreement
and any other associated documentation with respect to this interim
appointment.
5. By-law 2020-006 is hereby repealed in its entirety.

By-Law No. 2021-078
Being a By-Law to Confirm the Proceedings of the Special Council Meeting
held on Friday, June 25, 2021
Whereas Section 5 of the Municipal Act, 2001, S.O. 2001, C. 25, as amended
provides that the powers of the Municipal Council shall be exercised by By-Law,
unless the municipality is specifically authorized to do otherwise;
And Whereas The Council of The Corporation of the Township of Oro-Medonte
deems it expedient that the proceedings at this Special Council Meeting be
confirmed and adopted by By-Law;
Now Therefore the Council of The Corporation of the Township of Oro-Medonte
hereby enacts as follows:
1. That the actions of the Council at its Special Council Meeting held on Friday,
June 25, 2021 and in respect to each Motion, Resolution and other actions
passed and taken by the Council at its said Meeting is, except where prior
approval of the Ontario Municipal Board is required, hereby adopted, ratified and
confirmed.
2. That the Mayor and the proper Officials of the Township are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary on behalf of the Council of the Corporation of the Township of Oro-
Medonte.
3. That the Mayor/Chair and Clerk/Designate are hereby authorized and directed to
execute and affix the corporate seal to all necessary documents.
4. And That this by-law shall come into force and take effect on the final passing
thereof.
