D. cotton, Thelma Halfacre, Shirl Woodrow, Neil craig, Lloyd Fletcher, Ralph Hayes, Bonnie Sanderson, Sandr Sanderson, Don Sanderson, Don Pearo. Mayor Robert Drury chaired the meeting. Mayor Robert Drury opened the meeting by explaining to those presen that this Public Meeting was to receive public comments with respec to a proposed zoning By-Law Amendment, under section 34, of the Planning Act, R.S.O. 1990 c. P. 13. The applicant has applied to rezone certain lands, Part of Lot 7, Concession 1 (formerly orillia). To date, the Council of the corporation of the Township of Oro- Medonte have not made a decision on this application, other than proceeding to this Public Meeting. only after comments are receive from the Public, requested agencies and Township Staff, within the appropriate time period, will Council make a decision on this application. Notice of the Public Meeting was mailed out on September 29, 1994, to all property owners within 120 metres of the subject lands. Mayor Robert Drury then asked the Clerk if there had been any correspondence received on this matter. The Clerk responded by indicating that no correspondence had been received. The Mayor then stated that those persons present would be afforded the opportunity of asking questions with respect to the proposed Amendment. He then turned the meeting over to the Township Planner Ms. Kris Menzies, to explain the purpose and effect of the proposed Zoning By-Law Amendment. Kris Menzies: Thank you Mr. Mayor. The purpose of this evenings meeting is to allow Council the opportunity to hear public comment on a rezoning application. The property is located on Pt. Lot 7, Concession 1, former Township of Orillia. It is located just south of the 5/6th side road on the boundary of the city of Orillia. The applicants - 2 - Kris Menzies: have made arrangements to have Centra Gas procure a site from them in order to allow for a pumping station which will feed off the Trans Canada Gas pipeline. The application is to allow a zoning t be considered by Council which would permit this use and would permit special set backs for any structures which are built on the property to be located appropriately on the property. This application is coming forward to council, not only through an application by the applicant's agent, Centra Gas, but also through condition of a Consent of the committee of Adjustment. The committee of Adjustment granted a severance of a small piece of la off the originating farm parcel in order to allow this pumping station to locate there. One of the conditions of the Committee w that the property be appropriately zoned to allow the pumping station. Mr. Mayor, Mr. Don Pearo is here from Centra Gas and I a sure he would be available to answer any questions the public migh have from the stand point of the operation and I will be able to answer any planning questions. Mayor Drury: Is there any questions, comments or concerns from the public concerning this application? I will ask for a second time, is there any questions, comments or, Council members? Councillor Dickie. councillor Dickie: Thank you Mr. Mayor. How big is this parcel? Kris Menzies: I don't have it on the top of my head, it is a very small triangular piece of land. Fifty-four metres frontage and 60 metres depth but it is a triangular piece of property and on the back of it, it abuts the Trans Canada Pipeline. councillor Dickie: Supplementary. In your introduction you indicated that there would be provisions for a site control for the set backs with certain buildings? Kris Menzies: Well the provisions in that particular zone are very, very onerous and there are very long set backs related to what is primarily agricultural and aggregate types of buildings. So, in this particular application, because the property is so small, Council would have to consider set backs which will bring the buildings closer to the road than is normally permitted. That is part of the site specific element of the application. Councillor Dickie: Just roughly speaking, how far back from the road would it be? Kris Menzies: Mr. Perao might be able to answer that question for you. Don perao: I would think that Centra Gas in siting the facility would certainl comply with any requirements imposed by Council. But generally, we have a driveway entrance off the road and setback I would think, a minimum of about 30 ~ 40 feet from the road allowance. 8 .. - 3 - Mayor Drury: Any more questions, comments or concerns with the proposed amendme before us this evening? Reeve Caldwell: Mr. Mayor, through to Kris. You indicated that the building is going to be moved forward, what is the set back, you indicated 30 feet? Kris Menzies: Well for this type of zone it is 30 metres, but because of the site specific nature of it, gas pumping stations are not foreseen. That is why it is a site specific type of zone. There being no questions or comments, when being called for the third time, the Mayor in closing the meeting, thanked those in attendance for their participation and advised that Council would consider all matters before reaching a decision. He then advised those present that if they wish to be notified of the passing of th proposed By-law, they should leave their name and address with the Clerk. .
